Constant improvement in all areas, staff training, and an increased focus on the customer and product quality and leadership must become hallmarks of the new competitive utility industry. In a ...competitive company, empowerment means the decision-making process is much more informal, which makes it easier to respond to customer needs and the competition. Utilities should never be afraid to reconsider decisions. Nevertheless, once decisions are made, management must have the discipline to carry out the plan as intended. While missed deadlines are commonplace in the regulatory environment, delays in the competitive market only create opportunities for others. Regulators, in carrying out their responsibilities, must allow utilities the flexibility to try new approaches to serve customer needs and wants. Both must recognize that as the industry welcomes more competition, it should also become less detail- and more direction-oriented.
