We apply transfer function bounding techniques to obtain upper bounds on the bit error rate for maximum likelihood decoding of turbo codes constructed with random permutations. These techniques are ...applied to two turbo codes with constraint length 3 and later extended to other codes. The performance predicted by these bounds is compared with simulation results. The bounds are useful in estimating the "error floor" that is difficult to measure by simulation, and they provide insights on how to lower this floor. More refined bounds are needed for accurate performance measures at lower signal-to-noise ratios.

For Galileo, a probe and orbiter currently en route to explore Jupiter and its ...moons, NASA's standard constant length 7, rate 1/2 code is available, but a constraint length 15, rate 1/4 convolutional code was developed for the mission and a prototype Viterbi decoder for long constraint length codes has been built. Steps taken to achieve optimum results and improve the coding methods are reported.

It is a measure of the importance and profundity of Marvin Kenneth Simon's contributions to communication theory that a tribute to his life and work is of current research relevance in spite of the ...continually accelerating rate of evolution in this area. Marv, as the entire community affectionately knew him, was one of the most prolific and influential communications researchers of his generation. Moreover, he laid the foundation for many of the techniques used in communication systems today. Marv's tragic death on September 23, 2007 continues to engender pangs not only of sadness at the passing of a great friend to many in our community, but also of regret that he is no longer with us to help resolve the many challenges facing communication systems today.
The new Act on Forest Reproductive Material, which was adopted in June 2002, in accordance with the EU Directive on the marketing of forest reproductive material, demands the demarcation of regions ...of provenance for the production of forest reproductive material. In this paper, the proposal for demarcation of ecological regions and sub-regions, which are the basis for defining the proposed regions of provenance, is presented. The borders of ecological regions are transitional or mosaic. For rationalisation of the delimitation of the regions of provenance in the field and easier control of usage, the borders of the regions of provenance are, as much as possible, adapted to the management and administrative borders, which are marked in the field. The basis for delimitation of seven regions of provenance, divided into 4 altitudinal zones, is presented.
A method of constructing certain low-density parity-check (LDPC) codes by use of relatively simple loop-free coding modules has been developed. The subclasses of LDPC codes to which the method ...applies includes accumulate-repeat-accumu-late (ARA) codes, accumulate-repeat-check-accumulate codes, and the codes described in "Accumulate-Repeat-Accumulate-Accumulate Codes". All of the affected codes can be characterized as serial/parallel (hybrid) concatenations of such relatively simple modules as accumulators, repetition codes, differentiators, and punctured single-parity check codes.
