Rebecca Elliott explores how families, communities, and governments
confront problems of loss as the climate changes. She offers the
first in-depth account of the politics and social effects of the
U.S. National Flood Insurance Program (NFIP), which provides flood
insurance protection for virtually all homes and small businesses
that require it. In doing so, the NFIP turns the risk of flooding
into an immediate economic reality, shaping who lives on the
waterfront, on what terms, and at what cost. Drawing on archival,
interview, ethnographic, and other documentary data, Elliott
follows controversies over the NFIP from its establishment in the
1960s to the present, from local backlash over flood maps to
Congressional debates over insurance reform. Though flood insurance
is often portrayed as a rational solution for managing risk, it has
ignited recurring fights over what is fair and valuable, what needs
protecting and what should be let go, who deserves assistance and
on what terms, and whose expectations of future losses are used to
govern the present. An incisive and comprehensive consideration of
the fundamental dilemmas of moral economy underlying insurance,

Transforming growth factor beta (TGF-beta) is a ubiquitous and essential regulator of cellular and physiologic processes including proliferation, differentiation, migration, cell survival, ...angiogenesis, and immunosurveillance. Alterations in the TGF-beta signaling pathway, including mutation or deletion of members of the signaling pathway and resistance to TGF-beta-mediated inhibition of proliferation are frequently observed in human cancers. Although these alterations define a tumor suppressor role for the TGF-beta pathway in human cancer, TGF-beta also mediates tumor-promoting effects, either through differential effects on tumor and stromal cells or through a fundamental alteration in the TGF-beta responsiveness of the tumor cells themselves. TGF-beta and members of the TGF-beta signaling pathway are being evaluated as prognostic or predictive markers for cancer patients. Ongoing advances in understanding the TGF-beta signaling pathway will enable targeting of this pathway for the chemoprevention and treatment of human cancers.
Previous studies have demonstrated that the right ventrolateral prefrontal cortex (RVLPFC) is crucially involved in downregulating physical and social pain. However, it remains unclear whether the ...RVLPFC is more specific to either physical or social pain. The present study compares the role of RVLPFC in emotion regulation in physical‐ and social‐pain conditions using repetitive transcranial magnetic stimulation (rTMS). A total of 60 healthy participants underwent active (n = 30) or sham (n = 30) rTMS over the RVLPFC. Following each TMS session, participants performed a non‐reappraisal and then a reappraisal task to downregulate imagined physical or social pain evoked by pictures. Self‐reported negative emotional ratings and electroencephalogram data were recorded during the emotion regulation task. Participants were then required to rate the valence and arousal of those pictures 30 min after the task. It is found that rTMS‐activated RVLPFC led to reductions in subjective negative feelings and amplitudes of the late positive potential during reappraisal; however, these effects were found exclusively in the social‐pain condition. Participants also reported higher positive valence for socially, compared to physically, painful pictures after 30 min of the task. Behavioral and electrophysiological evidence both supported the functional specificity of RVLPFC in regulation of social pain. The prominent delayed effect of rTMS makes it possible to consider the potential application of rTMS‐VLPFC in clinical practice for social pain relief.
Abstract
How flooding affects home values can determine the path of economic recovery for communities and have lasting impacts on national and global financial systems. Yet, our understanding of how ...flood insurance, community risk perception, and past flooding events shape future housing prices (HPs) remains limited. To explore this, we used a socio-environmental (SE) model and studied the temporal impacts of flooding on mean housing values across 496 coastal census tracts of New York, Connecticut, and New Jersey, US, from 1970 to 2021. The modeling exercise demonstrated that the initial economic impact of Hurricane Sandy was largely absorbed by the National Flood Insurance Program (NFIP); however, the region then exhibited a long-term decline in home values, which was well described by an interrupted time series model. We found significant correlations between SE model parameters describing HP change and those describing tract-scale behaviors and perceptions, suggesting that the salience of past flooding events and NFIP participation may be important regional drivers of HPs. Tracts with greater post-flood change in active insurance policies exhibited larger decreases in mean home values than those with more stable NFIP participation. An improved understanding of relationships between HPs, flood insurance, and community perceptions could support more equitable distributions of resources and improved policy interventions to reduce flooding risk.
Abstract
Background
A total of 10%–20% of patients develop long-term toxicity following radiotherapy for prostate cancer. Identification of common genetic variants associated with susceptibility to ...radiotoxicity might improve risk prediction and inform functional mechanistic studies.
Methods
We conducted an individual patient data meta-analysis of six genome-wide association studies (n = 3871) in men of European ancestry who underwent radiotherapy for prostate cancer. Radiotoxicities (increased urinary frequency, decreased urinary stream, hematuria, rectal bleeding) were graded prospectively. We used grouped relative risk models to test associations with approximately 6 million genotyped or imputed variants (time to first grade 2 or higher toxicity event). Variants with two-sided Pmeta less than 5 × 10−8 were considered statistically significant. Bayesian false discovery probability provided an additional measure of confidence. Statistically significant variants were evaluated in three Japanese cohorts (n = 962). All statistical tests were two-sided.
Results
Meta-analysis of the European ancestry cohorts identified three genomic signals: single nucleotide polymorphism rs17055178 with rectal bleeding (Pmeta = 6.2 × 10−10), rs10969913 with decreased urinary stream (Pmeta = 2.9 × 10−10), and rs11122573 with hematuria (Pmeta = 1.8 × 10−8). Fine-scale mapping of these three regions was used to identify another independent signal (rs147121532) associated with hematuria (Pconditional = 4.7 × 10−6). Credible causal variants at these four signals lie in gene-regulatory regions, some modulating expression of nearby genes. Previously identified variants showed consistent associations (rs17599026 with increased urinary frequency, rs7720298 with decreased urinary stream, rs1801516 with overall toxicity) in new cohorts. rs10969913 and rs17599026 had similar effects in the photon-treated Japanese cohorts.
Conclusions
This study increases the understanding of the architecture of common genetic variants affecting radiotoxicity, points to novel radio-pathogenic mechanisms, and develops risk models for testing in clinical studies. Further multinational radiogenomics studies in larger cohorts are worthwhile.
A key challenge in radiotherapy is to maximize radiation doses to cancer cells while minimizing damage to surrounding healthy tissue. As severe toxicity in a minority of patients limits the doses ...that can be safely given to the majority, there is interest in developing a test to measure an individual's radiosensitivity before treatment. Variation in sensitivity to radiation is an inherited genetic trait and recent progress in genotyping raises the possibility of genome-wide studies to characterize genetic profiles that predict patient response to radiotherapy.

Abstract
There is abundant evidence suggesting that the right ventrolateral prefrontal cortex (rVLPFC) plays an important role in down-regulating the emotional response to social exclusion. However, ...a causal relationship between rVLPFC function and explicit emotional regulation is not clear in the context of social exclusion. This study employed anodal transcranial direct current stimulation (tDCS) to activate rVLPFC while participants used emotional regulation to reappraise pictures of social exclusion. Forty-four participants were randomly assigned to an active tDCS group or a sham group. Both groups viewed social exclusion images under two conditions: in the no-reappraisal condition, participants were instructed to passively view social exclusion images; in the reappraisal condition, they reappraised the images to down-regulate negative emotional responses. Compared to sham stimulation, anodal tDCS over the rVLPFC resulted in less negative emotion ratings, and produced significantly smaller pupil diameter in the reappraisal, compared to no-reappraisal block. The tDCS also led to longer fixation durations to rejectees and shorter fixation durations to rejecters. Taken together, these findings suggest a causal role for rVLPFC in down-regulation of negative emotions produced by social exclusion. This study has implications for clinical interventions targeting emotional regulation deficits.
In this review, we consider affective cognition, responses to emotional stimuli occurring in the context of cognitive evaluation. In particular, we discuss emotion categorization, biasing of memory ...and attention, as well as social/moral emotion. We discuss limited neuropsychological evidence suggesting that affective cognition depends critically on the amygdala, ventromedial frontal cortex, and the connections between them. We then consider neuroimaging studies of affective cognition in healthy volunteers, which have led to the development of more sophisticated neural models of these processes. Disturbances of affective cognition are a core and specific feature of mood disorders, and we discuss the evidence supporting this claim, both from behavioral and neuroimaging perspectives. Serotonin is considered to be a key neurotransmitter involved in depression, and there is a considerable body of research exploring whether serotonin may mediate disturbances of affective cognition. The final section presents an overview of this literature and considers implications for understanding the pathophysiology of mood disorder as well as developing and evaluating new treatment strategies.
Posttraumatic stress disorder (PTSD) and tobacco use are prevalent conditions that co-occur at striking rates in the US. Previous reviews examined prevalence and factors associated with cigarette ...smoking among individuals with PTSD but have not been summarized since 2007. Moreover, none explored rates and factors associated with the use of other tobacco products. This study aimed to systematically review the most recent literature examining the comorbidity of PTSD and tobacco use to provide prevalence rates, as well as summarize the literature exploring other factors associated with tobacco use among individuals with PTSD. Studies were identified using a systematic search of keywords related to tobacco use and PTSD within the following databases: PubMed, PsycINFO, Web of Knowledge, CINAHL, PsycARTICLES, and Cochrane Clinical Trials Library. The studies included in this review (N = 66) showed that the prevalence of current use of tobacco products in individuals with PTSD was 24.0% and the rate of PTSD among users of tobacco products was 20.2%. Additionally, results demonstrated that individuals with PTSD present with high levels of nicotine dependence and heavy use of tobacco products, as well as underscore the importance of negative emotional states as a contributing factor to tobacco use among individuals with PTSD. It is imperative that future studies continue monitoring tobacco use among individuals with PTSD while also assessing factors identified as having a prominent role in tobacco use among individuals with PTSD. These findings also demonstrate the need for more innovative approaches to reduce the pervasive tobacco use among individuals with PTSD.

There is increasing evidence supporting the role of genetic variants in the development of radiation-induced toxicity. However, previous candidate gene association studies failed to elucidate the ...common genetic variation underlying this phenotype, which could emerge years after the completion of treatment. We performed a genome-wide association study on a Spanish cohort of 741 individuals with prostate cancer treated with external beam radiotherapy (EBRT). The replication cohorts consisted of 633 cases from the UK and 368 cases from North America. One locus comprising TANC1 (lowest unadjusted P value for overall late toxicity=6.85×10(-9), odds ratio (OR)=6.61, 95% confidence interval (CI)=2.23-19.63) was replicated in the second stage (lowest unadjusted P value for overall late toxicity=2.08×10(-4), OR=6.17, 95% CI=2.25-16.95; Pcombined=4.16×10(-10)). The inclusion of the third cohort gave unadjusted Pcombined=4.64×10(-11). These results, together with the role of TANC1 in regenerating damaged muscle, suggest that the TANC1 locus influences the development of late radiation-induced damage.
