The implementation of youth policy is closely connected to inter-organizational cooperation between the organizations that are active in the field of youth activities. The goal of this paper is to ...present the results of a study where in the factors that possibly determine cooperation between youth organizations and the local government administration in the Utena District municipality were studied. According to the studies on cooperation and organizational behavior, the factors that contribute to cooperation are the following: an uncertainty of the future, possessing mutual goals, the costs and benefits of cooperation maintenance, and the level of trust between organizations. In order to determine the exact combination of factors and how they contribute to cross-organizational cooperation, a crispness qualitative comparative analysis was conducted. The possible cooperation situations between the organizations that are active in the field of youth and the local government administration were the study cases. The semi-structured interview method was employed in order to interview the representatives of local the government administration and organizations. The results of data analysis revealed that the most important factor for inter-organizational cooperation in the field of youth policy is the level of trust between organizations in the Utena District municipality.

The impact of informal interaction between volunteer and child from social care institution to the child‘s social network is analysed in the paper. The problems of the children and the causes of the ...problems are presented in the first part. The theoretical strategies to alter the problems are discussed in the second part. In order to evaluate the impact the research was carried out. The structured interview method was used. The children and volunteers were the informants. The goal of interview was to explore the character and intensity of the interaction and to evaluate the changes in the social network of the children. The results of data analysis showed the changes in the child's social network, but the changes are not substantial.
Straipsnyje analizuojamas savanorių ir vaikų iš globos namų neformalios sąveikos poveikis vaikų socialiniam tinklui. Pirmiausia yra pateikiama vaikų iš globos namų problemos, problemų priežasčių analizė. Tada yra kalbama apie pagalbos būdus remiantis atskiromis teorinėmis perspektyvomis. Siekiant ištirti neformalios sąveikos poveikį buvo atliekamas tyrimas, kurio metu buvo imami interviu iš vaikų ir savanorių. Interviu metu buvo siekiama išsiaiškinti vaikų ir savanorių tarpusavio sąveikos pobūdį ir stiprumą ir tuo pačiu įvertinti vaikų socialinio tinklo pokyčius. Tyrimo rezultatai parodė, kad esamu atveju sąveikos tarp vaikų ir savanorių nėra pakankamai stiprios, kad galėtų generuoti reikšmingus pokyčius vaikų socialiniam tinklui.

The aim of this article is to show transformations of social services (social security, health care, education, social care and social work) in the perspective of welfare pluralism. The analysis ...shows that the development of social services in Western capitalist countries went through three different stages. In the first stage the major provider of social services was voluntary sector (NGO) and only at the end of eighteenth century public social services were established. The rapid growth and extension of publically provided social services in Western societies started after World War II. This period of social services development is characterized by the tendency to transfer the responsibility for social risks from private to public realm and is called the golden age of the welfare state. Since the end of 1970s the conception of welfare state undergoes sharp critique in Western democratic countries. The article claims that the new type of social services system, radically different from the postwar welfare state, is emerging. Adapted from the source document.

The results of higher education depend on various factors of which one of the most important is students, especially in the field of social work. The process of study entrance is often modeled as a ...rational choice; however, there are other ways to enter higher education. The action theory developed by Jon Elster is used to conceptualize the possible ways to enter studies: as a result there are at least five possible ways to enter social work. In order to explore the variance of students who represent the different ways, secondary data analysis was used. Qualitative and quantitative data analysis methods were employed. The data analysis results suggest that there are at least four ways to enter social work: rational choice, bounded rationality, weakness of will and single alternative. In spite of popular view that students are guided by rational choice, the results show that rational choice group students compose the smallest part of all. Also, quantitative analysis was conducted in order to find out the variable that best differentiates the student groups. It was found that the “variety of activities in social work” as a factor to enter social work studies was the best variable to differentiate students by the way they enter social work studies. The more it is important for those who enter social work studies that there is plenty of action in social work, the more rational, autonomous, and informed they are; and vice versa.
