The article deals with theoretical and organizational aspects of the management justification on the basis of the effective financial motivation of the personnel in the context of its influence to ...use the production resources of the enterprise. To determine the studied object, the influence of the financial motivation of the personnel, the content of the category «effectiveness of financial motivation» is disclosed; the methods of the financial motivation are characterized; the types of the production resources of the enterprise are presented. Generalization of the provisions makes it possible to characterize the effectiveness of the financial motivation of the staff in two main areas: providing salaries and other bonuses in accordance with the quantity and quality of the labor results as well as the labor cost in the labor market; enhancing the employer’s growth: the labor productivity as well as the absolute indicators of income, profit on 1 UAH of salary (salary-making).
The theoretical approach to manage production resources is developed on the basis of the financial motivation of the personnel. This approach provides the implementation of three stages:
The first stage is the analysis of the state of efficiency of the financial motivation of the personnel. It provides the implementation of: definition of state financial efficiency of personnel motivation and problem statement; formulation of the purposes of the financial motivation of the personnel in terms of impact on the use of production resources of the enterprise.
The second stage is the development of decisions to the growing influence of financial motivation of staff on the use of production resources. It involves the implementation of: defining a set of restrictions; generalization of relevant decisions. The third stage is decision-making and implementation. It provides the implementation of: development of decision selection criteria; selection and implementation of the relevant solution.
The proposed analytical justification for making appropriate decisions takes into account organizational, informational and technological aspects and involves the use of appropriate decision-making methods to select the optimal option for influencing the use of production resources.

The article presents basic methodological techniques of constructing the objective tree of the Federal target program of technological development of the aerospace industry, formation and analytical ...support of components of program activities, including research and development work and investment projects of reconstruction and technical re-equipment of the industry. The main quantitative target indicators of achievement of the program goals are presented in the article. The structure of the program sections combining technological R D and investment projects for reconstruction and technical re-equipment of production units are specified. In the paper the author proposes a system of criteria for selection of R D for industrial base technologies and industrial critical technologies and the principle of calculation of scoring (rating) the significance of a technology in general. The paper presents the main stages of formation of the R D section at which applications for R D from companies in the space industry are collected, the applications are selected in accordance with the specified system of criteria, the prospects of implementation and effectiveness of the developed technology are assessed. The same methodological approach is applicable not only during the initial formation of the program, but also for its analytical support and making adjustments.
THE PURPOSE. Adapt the method of measuring the propagation of Lamb waves in thin two-layer plates to the study of the dependence of the phase velocity on the technical condition of pipelines with a ...protective outer coating. To perform a modification of the numerical-analytical algorithm for measuring the thickness of the coating and areas of non-adhesion of materials in thin two-layer plates for vibroacoustic diagnostics of technical pipelines. To investigate the propagation of a symmetric Lamb wave in a steel pipeline with a protective outer coating. METHODS. To solve the problem of localizing damage to technical pipelines, traditional methods of non-destructive testing based on vibroacoustic diagnostics are considered. RESULTS. Work on the construction of a mathematical model of the dependence of the propagation of the phase velocity of the Lamb wave on the thickness of the object under study has been carried out. The numerical analysis of the measurements was carried out using the example of thin two-layer segments of pipelines. The presence of changes in the thickness of the pipeline is taken as the effect of material defects on the propagation parameters of the Lamb wave mode. CONCLUSION. A numerical-analytical method for calculating the propagation of a symmetric Lamb wave mode in a thin segment is presented. The dependence of the propagation velocity of Lamb waves on the segment thickness is demonstrated. Based on the described technique, it seems possible to estimate not only the thickness of the segment and the area of non-adhesion of the layers, but also the total area of the defective area. This will allow in the future to record the relative changes in the thickness of the walls of pipelines to determine changes in the physical properties of the material or the presence of a defect.

To develop software in the LabVIEW environment for collecting, storing and processing signals from a sensitive sensor (piezoelectric sensor) installed on a pipeline. To conduct a series of experimental studies to te st the proposed methodology. METHODS. The method of inertial excitation of vibrations was used to excite vibrations in the wall of the investigated pipeline. To search for the natural frequencies of vibrations of the pipeline under study, mathematical mode ling methods were used, implemented in the ANSYS software package. During the experiments, the fast Fourier transform method was used to process the signals coming from the piezoelectric sensor. RESULTS. The article presents a technique for assessing the t echnical condition of pipelines, as well as a device for inertial excitation of vibrations. The article presents the results of experimental studies on a fiberglass pipeline, the results showed that when an oscillatory wave passes through the wall of a defect-free pipeline, its amplitude changes insignificantly. If there is a defect in the wall of the investigated pipeline, the vibration amplitude will be much weaker due to the dissipation of vibrational energy in the place of the defect. Thereby, it is pos sible to determine not only the presence of a defect, but also its size by the degree of attenuation of the signal amplitude CONCLUSION. The proposed technique is the basis for the creation of a new measuring and diagnostic complex for vibration control of pipelines.

According to Network Company, in distribution electric networks with a voltage of 0.4-10 kV, they account for 62% of the total ...number of losses. One way to save energy is reactive power compensation. From Order of the Ministry of Energy of the Russian Federation dated June 23, 2015 No. 380 "On the Procedure for Calculation of the Ratio of Consumption of Active and Reactive Power for Individual Energy Receiving Devices (Groups of Energy Receiving Devices) of Electric Power Consumers" at a voltage of 0.4 kV, the reactive power coefficient should not exceed the value 0.35, and on the side of 10 kV - values of 0.4. In practice, in distribution electric networks, reactive power compensation devices are not installed in most cases, and the reactive power factor is 2-3 times higher than the standard values. Since compensating devices are expensive equipment, it is necessary to evaluate the feasibility of deep reactive power compensation, in the range of reactive power factor changes from its standard value to zero. The article discusses the economic and technical feasibility of deep reactive power compensation. The use of a generalized parameter of the electric network for determining the voltage at substations of distribution electric networks is proposed. The need for the coordinated use of reactive power compensation devices and booster transformers to ensure the quality of electricity is shown.
