Initially Western scholars generally assumed that Russia would become a 'normal' democratic state, taking its place in the existing world order. They attributed this to Yeltsin's democratic ...credentials, but they could do so only by ignoring the clear flaws in Russian democracy as it developed under his presidency. This means that when Russia moved in a more authoritarian direction under Yeltsin's successor Vladimir Putin, the explanation that most gave for this was the agency of Putin. He was seen as reinstating many of the elements of the Soviet legacy, including the role of the security apparatus. Putin's rise was also seen as decisive in the shift of Russia's international position from one seeking accommodation within the existing international architecture to one seeking to revise that architecture in ways objectionable to the West. The result is said to be a new cold war. But there is disagreement about how this should be understood: is Russia acting as a traditional great power, and therefore understandable through the established principles of international relations, or is she still claiming Soviet-style exceptionalism? What is clear, and many do not appreciate, is that even when Putin has gone, Russia's core interests will likely not change.

Political religion is a concept that gained prominence around the middle of the twentieth century, being associated for many with the idea of a totalitarian regime. Political religion was seen as a ...secular ideology whose followers took it up with the enthusiasm and commitment normally associated with adherence to religion. Comprising liturgy, ritual and the sacralization of politics, it created a community of believers, and usually had a transcendental leadership and a millennial vision of a promised future. This paper will explore the utility of this concept for understanding leader cults in authoritarian regimes. Such cults have been prominent features of authoritarian regimes but there is little agreement at the conceptual level about how they should be understood. One of the most powerful of such cults was that of Joseph Stalin in the Soviet Union from 1929 to 1953. This paper analyses this cult in terms of liturgy and ritual and concludes that despite some aspects that are common between the cult and religion, most ritualistic aspects of religion find no direct counterpart in the cult.
Symbols and Legitimacy in Soviet Politics analyses the way in which Soviet symbolism and ritual changed from the regime's birth in 1917 to its fall in 1991. Graeme Gill focuses on the symbolism in ...party policy and leaders' speeches, artwork and political posters, and urban redevelopment, and on ritual in the political system. He shows how this symbolism and ritual were worked into a dominant metanarrative which underpinned Soviet political development. Gill also shows how, in each of these spheres, the images changed both over the life of the regime and during particular stages: the Leninist era metanarrative differed from that of the Stalin period, which differed from that of the Khrushchev and Brezhnev periods, which was, in turn, changed significantly under Gorbachev. In charting this development, the book lays bare the dynamics of the Soviet regime and a major reason for its fall.
The Russian revolution was the defining episode of the twentieth century. It led to the transformation of Russia into one of the superpowers on the globe, but one that exhibited a development model ...that was both different from and a challenge to the predominant model in the West. The Soviet experiment offered a different model for organising society. This was at the basis of the way in which international politics in the whole post-second world war period was structured by the outcome of the Russian revolution. But in addition, that revolution helped to shape domestic politics in the West in very significant ways. All told, the revolution was of world historical and world shaping importance.
During the Soviet period, political symbolism developed into a coherent narrative that underpinned Soviet political development. Following the collapse of the Soviet regime and its widespread ...rejection by the Russian people, a new form of narrative was needed, one which both explained the state of existing society and gave a sense of its direction. By examining the imagery contained in presidential addresses, the political system, the public sphere and the urban development of Moscow, Graeme Gill shows how no single coherent symbolic programme has emerged to replace that of the Soviet period. Laying particular emphasis on the Soviet legacy, and especially on the figure of Stalin, Symbolism and Regime Change in Russia explains why it has been so difficult to generate a new set of symbols which could constitute a coherent narrative for the new Russia.
One of the key characteristics of Stalinism was the relationship between its formal and informal aspects. This is reflected clearly in the way in which, over time, the formal institutions of rule ...were supplanted by more informal mechanisms of decision-making. However, although the formal institutions seemed to atrophy, they were not abolished, but continued to become the basis upon which the post-Stalin leadership rested. The essay explains why one of those institutions, the Politburo, was maintained despite its atrophy as a decision-making organ, explaining this principally as a result of both strategic and tactical considerations.

The demonstrations following the December 2011 legislative election and the poorer performance of United Russia in that election suggest a potential crisis in the Russian electoral authoritarian ...regime. Assuming the Russian leadership wishes to stabilize electoral authoritarian rule, how should it go about doing this? Increasing electoral competition and decreasing control potentially can lead to democratization, and therefore regime change. A safer course for the regime may be reform of United Russia. This article analyzes United Russia's performance, asking if it has been carrying out the tasks of a dominant party, and considers the party's best chances for long-term stabilization of electoral authoritarianism.

The notion of electoral authoritarianism emerged in the post-cold war world to refer to authoritarian systems that used seemingly democratic electoral means to stabilize non-democratic systems. This ...was achieved through the production of massive electoral majorities for the ruling party. However an element of uncertainty remains with such elections in that the ruling party may be either defeated or suffer a significant electoral rebuff. Such events are usually seen in terms of the loss of voter support for the party, but as the Russian case shows, this may be better seen as evidence of a basic malfunction of the electoral authoritarian mechanism itself.
