Atmospheric CO2 inversions estimate surface carbon fluxes from an optimal fit to atmospheric CO2 measurements, usually including prior constraints on the flux estimates. Eleven sets of carbon flux ...estimates are compared, generated by different inversions systems that vary in their inversions methods, choice of atmospheric data, transport model and prior information. The inversions were run for at least 5 yr in the period between 1990 and 2010. Mean fluxes for 2001-2004, seasonal cycles, interannual variability and trends are compared for the tropics and northern and southern extra-tropics, and separately for land and ocean. Some continental/basin-scale subdivisions are also considered where the atmospheric network is denser. Four-year mean fluxes are reasonably consistent across inversions at global/latitudinal scale, with a large total (land plus ocean) carbon uptake in the north (-3.4 Pg C yr-1 (±0.5 Pg C yr-1 standard deviation), with slightly more uptake over land than over ocean), a significant although more variable source over the tropics (1.6 ± 0.9 Pg C yr-1 ) and a compensatory sink of similar magnitude in the south (-1.4 ± 0.5 Pg C yr-1 ) corresponding mainly to an ocean sink. Largest differences across inversions occur in the balance between tropical land sources and southern land sinks. Interannual variability (IAV) in carbon fluxes is larger for land than ocean regions (standard deviation around 1.06 versus 0.33 Pg C yr-1 for the 1996-2007 period), with much higher consistency among the inversions for the land. While the tropical land explains most of the IAV (standard deviation ~ 0.65 Pg C yr-1 ), the northern and southern land also contribute (standard deviation ~ 0.39 Pg C yr-1 ). Most inversions tend to indicate an increase of the northern land carbon uptake from late 1990s to 2008 (around 0.1 Pg C yr-1 , predominantly in North Asia. The mean seasonal cycle appears to be well constrained by the atmospheric data over the northern land (at the continental scale), but still highly dependent on the prior flux seasonality over the ocean. Finally we provide recommendations to interpret the regional fluxes, along with the uncertainty estimates.
High‐resolution, global quantification of fossil fuel CO2 emissions is emerging as a critical need in carbon cycle science and climate policy. We build upon a previously developed fossil fuel data ...assimilation system (FFDAS) for estimating global high‐resolution fossil fuel CO2 emissions. We have improved the underlying observationally based data sources, expanded the approach through treatment of separate emitting sectors including a new pointwise database of global power plants, and extended the results to cover a 1997 to 2010 time series at a spatial resolution of 0.1°. Long‐term trend analysis of the resulting global emissions shows subnational spatial structure in large active economies such as the United States, China, and India. These three countries, in particular, show different long‐term trends and exploration of the trends in nighttime lights, and population reveal a decoupling of population and emissions at the subnational level. Analysis of shorter‐term variations reveals the impact of the 2008–2009 global financial crisis with widespread negative emission anomalies across the U.S. and Europe. We have used a center of mass (CM) calculation as a compact metric to express the time evolution of spatial patterns in fossil fuel CO2 emissions. The global emission CM has moved toward the east and somewhat south between 1997 and 2010, driven by the increase in emissions in China and South Asia over this time period. Analysis at the level of individual countries reveals per capita CO2 emission migration in both Russia and India. The per capita emission CM holds potential as a way to succinctly analyze subnational shifts in carbon intensity over time. Uncertainties are generally lower than the previous version of FFDAS due mainly to an improved nightlight data set.

Urban environments are the primary contributors to global anthropogenic carbon emissions. Because much of the growth in CO2 emissions will originate from cities, there is a need to develop, assess, ...and improve measurement and modeling strategies for quantifying and monitoring greenhouse gas emissions from large urban centers. In this study the uncertainties in an aircraft-based mass balance approach for quantifying carbon dioxide and methane emissions from an urban environment, focusing on Indianapolis, IN, USA, are described. The relatively level terrain of Indianapolis facilitated the application of mean wind fields in the mass balance approach. We investigate the uncertainties in our aircraft-based mass balance approach by (1) assessing the sensitivity of the measured flux to important measurement and analysis parameters including wind speed, background CO2 and CH4, boundary layer depth, and interpolation technique, and (2) determining the flux at two or more downwind distances from a point or area source (with relatively large source strengths such as solid waste facilities and a power generating station) in rapid succession, assuming that the emission flux is constant. When we quantify the precision in the approach by comparing the estimated emissions derived from measurements at two or more downwind distances from an area or point source, we find that the minimum and maximum repeatability were 12 and 52%, with an average of 31%. We suggest that improvements in the experimental design can be achieved by careful determination of the background concentration, monitoring the evolution of the boundary layer through the measurement period, and increasing the number of downwind horizontal transect measurements at multiple altitudes within the boundary layer.
Monthly CO2 fluxes are estimated across 1988–2003 for 22 emission regions using data from 78 CO2 measurement sites. The same inversion (method, priors, data) is performed with 13 different ...atmospheric transport models, and the spread in the results is taken as a measure of transport model error. Interannual variability (IAV) in the winds is not modeled, so any IAV in the measurements is attributed to IAV in the fluxes. When both this transport error and the random estimation errors are considered, the flux IAV obtained is statistically significant at P ≤ 0.05 when the fluxes are grouped into land and ocean components for three broad latitude bands, but is much less so when grouped into continents and basins. The transport errors have the largest impact in the extratropical northern latitudes. A third of the 22 emission regions have significant IAV, including the Tropical East Pacific (with physically plausible uptake/release across the 1997–2000 El Niño/La Niña) and Tropical Asia (with strong release in 1997/1998 coinciding with large‐scale fires there). Most of the global IAV is attributed robustly to the tropical/southern land biosphere, including both the large release during the 1997/1998 El Niño and the post‐Pinatubo uptake.
Power plants constitute roughly 40% of carbon dioxide (CO2) emissions in the United States. Climate change science, air pollution regulation, and potential carbon trading policies rely on accurate, ...unbiased quantification of these large point sources. Two US federal agencies-the Department of Energy and the Environmental Protection Agency-tabulate the emissions from US power plants using two different methodological approaches. We have analyzed those two data sets and have found that when averaged over all US facilities, the median percentage difference is less than 3%. However, this small difference masks large, non-Gaussian, positive and negative differences at individual facilities. For example, over the 2001-2009 time period, nearly one-half of the facilities have monthly emission differences that exceed roughly 6% and one-fifth exceed roughly 13%. It is currently not possible to assess whether one, or both, of the datasets examined here are responsible for the emissions difference. Differences this large at the individual facility level raise concerns regarding the operationalization of policy within the United States such as the recently announced Clean Power Plan. This policy relies on the achievement of state-level CO2 emission rate targets. When examined at the state-level we find that one-third of the states have differences that exceed 10% of their assigned reduction amount. Such levels of uncertainty raise concerns about the ability of individual states to accurately quantify emission rates in order to meet the regulatory targets.
Abstract
A credible assessment of a city’s greenhouse gas (GHG) mitigation policies requires a valid account of a city’s emissions. However, questions persist as to whether cities’ ‘self-reported ...inventories’ (SRIs) are accurate, precise, and consistent enough to track progress toward city mitigation goals. Although useful for broad policy initiatives, city SRIs provide annual snapshots that may have limited use to city managers looking to develop targeted mitigation policies that overlap with other issues like equity, air quality, and human health. An emerging approach from the research community that integrates ‘bottom-up’ hourly, street-level emission data products with ‘top-down’ GHG atmospheric observations have begun to yield production-based (scope 1) GHG estimates that can track changes in emissions at annual and sub-annual timeframes. The use of this integrated approach offers a much-needed assessment of SRIs: the atmospheric observations are tied to international standards and the bottom-up information incorporates multiple overlapping socio-economic data. The emissions are mapped at fine scales which helps link them to attribute information (e.g. fuel types) that can further facilitate mitigation actions. Here, we describe this approach and compare results to the SRI from the City of Indianapolis which shows a yearly difference of 35% in scope 1 emissions. In the City of Baltimore, we show that granular emission information can help address multiple issues, e.g. GHG emissions, air pollution, and inequity, at the sub-zip code scale where many roots and causes for each issue exist. Finally, we show that the incorporation of atmospheric concentrations within an integrated system provides rapid, near-real-time feedback on CO
2
emissions anomalies that can uncover important behavioral and economic relationships. An integrated approach to GHG monitoring, reporting and verification can ensure uniformity, and provide accuracy to city-scale GHG emissions, scalable to states and the nation—ultimately helping cities meet stated ambitions.

Analysis systems incorporating atmospheric observations could provide a powerful tool for validating fossil fuel CO2 (ffCO2) emissions reported for individual regions, provided that fossil fuel ...sources can be separated from other CO2 sources or sinks and atmospheric transport can be accurately accounted for. We quantified ffCO2 by measuring radiocarbon (14C) in CO2, an accurate fossil-carbon tracer, at nine observation sites in California for three months in 2014-15. There is strong agreement between the measurements and ffCO2 simulated using a high-resolution atmospheric model and a spatiotemporally-resolved fossil fuel flux estimate. Inverse estimates of total in-state ffCO2 emissions are consistent with the California Air Resources Board's reported ffCO2 emissions, providing tentative validation of California's reported ffCO2 emissions in 2014-15. Continuing this prototype analysis system could provide critical independent evaluation of reported ffCO2 emissions and emissions reductions in California, and the system could be expanded to other, more data-poor regions.
Studies indicate that, historically, terrestrial ecosystems of the northern high‐latitude region may have been responsible for up to 60% of the global net land‐based sink for atmospheric CO2. ...However, these regions have recently experienced remarkable modification of the major driving forces of the carbon cycle, including surface air temperature warming that is significantly greater than the global average and associated increases in the frequency and severity of disturbances. Whether Arctic tundra and boreal forest ecosystems will continue to sequester atmospheric CO2 in the face of these dramatic changes is unknown. Here we show the results of model simulations that estimate a 41 Tg C yr−1 sink in the boreal land regions from 1997 to 2006, which represents a 73% reduction in the strength of the sink estimated for previous decades in the late 20th century. Our results suggest that CO2 uptake by the region in previous decades may not be as strong as previously estimated. The recent decline in sink strength is the combined result of (1) weakening sinks due to warming‐induced increases in soil organic matter decomposition and (2) strengthening sources from pyrogenic CO2 emissions as a result of the substantial area of boreal forest burned in wildfires across the region in recent years. Such changes create positive feedbacks to the climate system that accelerate global warming, putting further pressure on emission reductions to achieve atmospheric stabilization targets.

Attributing observed CO2 variations to human or natural cause is critical to deducing and tracking emissions from observations. We have used in situ CO2 , CO, and planetary boundary layer height ...(PBLH) measurements recorded during the CalNex-LA (CARB et al., 2008) ground campaign of 15 May-15 June 2010, in Pasadena, CA, to deduce the diurnally varying anthropogenic component of observed CO2 in the megacity of Los Angeles (LA). This affordable and simple technique, validated by carbon isotope observations and WRF-STILT (Weather Research and Forecasting model - Stochastic Time-Inverted Lagrangian Transport model) predictions, is shown to robustly attribute observed CO2 variation to anthropogenic or biogenic origin over the entire diurnal cycle. During CalNex-LA, local fossil fuel combustion contributed up to ~50% of the observed CO2 enhancement overnight, and ~100% of the enhancement near midday. This suggests that sufficiently accurate total column CO2 observations recorded near midday, such as those from the GOSAT or OCO-2 satellites, can potentially be used to track anthropogenic emissions from the LA megacity.
