With the establishment and maturation of the experimental programs searching for new physics with sizeable couplings at the LHC, there is an increasing interest in the broader particle and ...astrophysics community for exploring the physics of light and feebly-interacting particles as a paradigm complementary to a New Physics sector at the TeV scale and beyond. FIPs 2020 has been the first workshop fully dedicated to the physics of feebly-interacting particles and was held virtually from 31 August to 4 September 2020. The workshop has gathered together experts from collider, beam dump, fixed target experiments, as well as from astrophysics, axions/ALPs searches, current/future neutrino experiments, and dark matter direct detection communities to discuss progress in experimental searches and underlying theory models for FIPs physics, and to enhance the cross-fertilisation across different fields. FIPs 2020 has been complemented by the topical workshop “Physics Beyond Colliders meets theory”, held at CERN from 7 June to 9 June 2020. This document presents the summary of the talks presented at the workshops and the outcome of the subsequent discussions held immediately after. It aims to provide a clear picture of this blooming field and proposes a few recommendations for the next round of experimental results.

The new COVID-19 coronavirus infection caused by SARS-CoV-2 is a global health threat. Neurological disorders detected in patients with coronavirus infection have a wide range of clinical signs: ...headache, dizziness, altered level of consciousness, acute ischemic stroke, intracerebral hemorrhage, cerebral venous sinus thrombosis. Evidence suggests that patients with more severe systemic symptoms were more likely to experience neurological symptoms. The main risk factors for the development of ischemic stroke in patients with coronavirus infection are considered. It was shown that COVID-19 more often occurred in people with vascular risk factors, among which the mortality rate was higher. Various possible and not mutually exclusive mechanisms which may play a role in the development of ischemic stroke in patients with COVID-19 are described in detail, including hyper-inflammatory state («cytokine storm»), «COVID-19-associated coagulopathy», and disseminated intravascular coagulation syndrome. Stroke risk factors associated with the critical condition in these patients are presented. Stroke, the leading cause of death and disability worldwide, requires immediate treatment and decision-making as well as 24/7 availability for specialized vascular centers. The results of observation of patients with acute cerebral circulation disorder in specialized vascular centers 2 months before and 15 days after quarantine due to COVID-19 are presented. The tactics of managing patients with ischemic stroke under conditions of coronavirus infection is considered.

Here, evidence of a heavy neutrino, νH, in the K+→μ+νH decays was sought using the E949 experimental data with an exposure of 1.70 × 1012 stopped kaons. With the major background from the radiative ...K+→μ+νμγ decay understood and suppressed, upper limits (90% C.L.) on the neutrino mixing matrix element between the muon and heavy neutrinos, |UμH|2, were set at the level of 10–7 to 10–9 for the heavy neutrino mass region 175 to 300 MeV/c2.
The synthesis of polymeric suspensions with a narrow particle size distribution is an urgent problem in modern science. The resulting polymeric microspheres are applicable in various fields of ...chemistry, pharmaceuticals, biology and medicine. In particular, they can be used as carriers of bioligands to create diagnostic test systems. This article presents the results of a study on the colloid-chemical characteristics of water-insoluble fluorinated silicone surfactants and kinetics of the polymerization process in their presence. The results were compared with data from studies on the properties of surfactants of similar structure not containing fluorine atoms in their structure. Studying these substances’ rheology enabled to determine the most suitable surfactants for adsorption forming a strong interfacial layer during the formation of polymermonomer particles during the polymerisation. The ability of fluorinated silicone surfactants to form a stable polymeric slurry was proved during heterophase polymerization of vinyl monomers. The resulting polymeric suspensions were characterized by a narrow particle size distribution and high aggregative stability during the synthesis and in storage.
The calorimeter, range detector and active target elements of the T2K near detectors rely on the Hamamatsu Photonics Multi-Pixel Photon Counters (MPPCs) to detect scintillation light produced by ...charged particles. Detailed measurements of the MPPC gain, afterpulsing, crosstalk, dark noise, and photon detection efficiency for low light levels are reported. In order to account for the impact of the MPPC behavior on T2K physics observables, a simulation program has been developed based on these measurements. The simulation is used to predict the energy resolution of the detector.
The article is aimed at generalizing the problems of the Ukrainian securities market and elaborating proposals as to development of the system of accounting and taxation of operations with ...securities. Interpretations of categories such as «securities», «financial investments», «financial assets» and «financial instruments» for application in accounting and taxation are presented. A generalized classification of securities for the accounting and taxation needs is provided. The peculiarities of functioning of the Ukrainian stock market and the relations arising in the placement, turnover of securities and the implementation of professional activities in this sphere are defined. Strategic directions for development of the securities market in Ukraine are proposed. The main problems of accounting and taxation of operations with securities are identified and grouped together in the areas of solving the main problems of such accounting and taxation. The procedure for reflecting operations with securities in the accounting accounts is substantiated and the specifics of their taxation are defined. Ways to improve accounting and taxation of operations with securities are proposed, which will create transparent and clear rules for investors and stakeholders. The positive impact of the provided recommendations on the information-analytical provision of enterprises and the economy of Ukraine as a whole is substantiated.

The T2K experiment is a long baseline neutrino oscillation experiment aiming to observe the appearance of νe in a νμ beam. The νμ beam is produced at the Japan Proton Accelerator Research Complex ...(J-PARC), observed with the 295km distant Super-Kamiokande Detector and monitored by a suite of near detectors at 280m from the proton target. The near detectors include a magnetized off-axis detector (ND280) which measures the unoscillated neutrino flux and neutrino cross-sections. The present paper describes the outermost component of ND280 which is a Side Muon Range Detector (SMRD) composed of scintillation counters with embedded wavelength shifting fibers and Multi-Pixel Photon Counter readout. The components, performance and response of the SMRD are presented.
The article is aimed at analyzing the theoretical and practical foundations of activity of the National Institute of Tax Counseling together with the possibility of introducing best practices of the ...developed countries in Europe for the implementation of organizational and legal regulation with regard to determination of the vector of tax market development in Ukraine. It is determined that tax counseling is a kind of professional activity concerning the provision of the customer (the person requiring consultations) on paid basis of services, promotion of proper carrying out of taxes and fees by the taxpayers, fulfillment by tax agents and other persons of the obligations stipulated by legislation on taxes and fees. It is proved that the Institute of Tax Counseling in Ukraine is at the inception stage. Therefore, it is important to study the peculiarities of the foreign countries’ experience in applying such counseling. It is grounded that in the European Union countries almost all processes of tax counseling organization are legally regulated, which acts as a significant part of business infrastructure and one of competitive advantages for business development. It is determined that the International Tax Counseling Institute in Europe is represented by two professional organizations: the European Confederation of Tax Advisers and the European Federation of Tax Advisers, comprising 33 national organizations from 26 European countries, which unite more than 200 000 experts. The main problems and factors that significantly inhibit the development of the national tax counseling industry in Ukraine are identified and grouped. Given the experience of the foreign countries in Europe for the development of the national consulting industry in the context of increasing its competitiveness and development, the main measures to improve tax counseling in Ukraine are proposed.
