Many scholars and policymakers in the United States accept the narrative that China is a revisionist state challenging the U.S.-dominated international liberal order. The narrative assumes that there ...is a singular liberal order and that it is obvious what constitutes a challenge to it. The concepts of order and challenge are, however, poorly operationalized. There are at least four plausible operationalizations of order, three of which are explicitly or implicitly embodied in the dominant narrative. These tend to assume, ahistorically, that U.S. interests and the content of the liberal order are almost identical. The fourth operationalization views order as an emergent property of the interaction of multiple state, substate, nonstate, and international actors. As a result, there are at least eight “issue-specific orders” (e.g., military, trade, information, and political development). Some of these China accepts; some it rejects; and some it is willing to live with. Given these multiple orders and varying levels of challenge, the narrative of a U.S.-dominated liberal international order being challenged by a revisionist China makes little conceptual or empirical sense. The findings point to the need to develop more generalizable ways of observing orders and compliance.
There has been a rapidly spreading meme in U.S. pundit and academic circles since 2010 that describes China's recent diplomacy as "newly assertive." This "new assertiveness" meme suffers from two ...problems. First, it underestimates the complexity of key episodes in Chinese diplomacy in 2010 and overestimates the amount of change. Second, the explanations for the new assertiveness claim suffer from unclear causal mechanisms and lack comparative rigor that would better contextualize China's diplomacy in 2010. An examination of seven cases in Chinese diplomacy at the heart of the new assertiveness meme finds that, in some instances, China's policy has not changed; in others, it is actually more moderate; and in still others, it is a predictable reaction to changed external conditions. In only one case—maritime disputes–does one see more assertive Chinese rhetoric and behavior. The speed and extent with which the newly assertive meme has emerged point to an understudied issue in international relations—namely, the role that online media and the blogosphere play in the creation of conventional wisdoms that might, in turn, constrain policy debates. The assertive China discourse may be a harbinger of this effect as a Sino-U.S. security dilemma emerges.

“Rising nationalism” has been a major meme in commentary on the development of China’s material power since the early 1990s. Analysts often claim that rising nationalism, especially among China’s ...youth, is an important force compelling the Chinese leadership to take a tougher stand on a range of foreign policy issues, particularly maritime disputes in East Asia. The rising nationalism meme is one element in the “newly assertive China” narrative that generalizes from China’s coercive diplomacy in these disputes to claim that a dissatisfied China is challenging a U.S.-dominated liberal international order writ large. But is this meme accurate? Generally, research on Chinese nationalism has lacked a baseline against which to measure changing levels of nationalism across time. The data from the Beijing Area Study survey of Beijing residents from 1998 to 2015 suggest that the rising popular nationalism meme is empirically inaccurate. This finding implies that there are other factors that may be more important in explaining China’s coercive diplomacy on maritime issues, such as elite opinion, the personal preferences of top leaders, security dilemma dynamics, organizational interests, or some combination thereof.

Many analysts argue that public opinion creates pressure on Chinese leaders to act coercively in territorial disputes, and that it also limits their options to de-escalate once crises have broken ...out. Evidence suggests, however, that Chinese leaders may prefer having more flexibility rather than less in a crisis. Using original data generated by a survey experiment conducted in China in 2015, this article examines several strategies that Chinese leaders could use to reduce public pressure so as to make concessions in a crisis easier. These strategies include pledging to use economic sanctions instead of force; invoking China’s “peaceful identity”; citing the costs of conflict to China’s development; accepting United Nations mediation; and backing down in the face of U.S. military threats. In all cases except one, approval for the leader increases over a baseline level of support for making concessions. The exception is if the leader backs down in the face of U.S. military threats. Here, approval drops below the baseline level of support, especially for nationalists and hawks. The findings suggest that if one assumes that Chinese leaders are constrained by public opinion, a U.S. cost-imposition strategy to compel China to back down in crises may have the opposite effect—tying Chinese leaders’ hands even tighter.
Regional institutions are an increasingly prominent feature of world politics. Their characteristics and performance vary widely: some are highly legalistic and bureaucratic, while others are ...informal and flexible. They also differ in terms of inclusiveness, decision-making rules and commitment to the non-interference principle. Johnston sets out to answer two empirical questions. Is there a substantively consistent and temporally persistent Chinese strategic culture? If so, to what extent has it influenced China's approaches to security? The focus of his study is the Ming dynasty's grand strategy against the Mongols (1368-1644). First Johnston examines ancient military texts as sources of Chinese strategic culture, using cognitive mapping, symbolic analysis and congruence tests to determine whether there is a consistent grand strategic preference ranking across texts that constitutes a single strategic culture. Then he applies similar techniques to determine the effect of the strategic culture on the strategic preferences of the Ming decision makers. Finally, he assesses the effect of these preferences on Ming policies towards the Mongol "threat." The findings of this book challenge dominant interpretations of traditional Chinese strategic thought. They suggest also that the roots of realpolitik are ideational and not predominantly structural. The results lead to the surprising conclusion that there may be, in fact, fewer cross-national differences in strategic culture than proponents of the "strategic culture" approach think.

Socialization theory is a neglected source of explanations for cooperation in international relations. Neorealism treats socialization (or selection, more properly) as a process by which autistic ...non-balancers are weeded out of the anarchical international system. Contractual institutionalists ignore or downplay the possibilities of socialization in international institutions in part because of the difficulties in observing changes in interests and preferences. For constructivists socialization is a central concept. But to date it has been undertheorized, or more precisely, the microprocesses of socialization have been generally left unexamined. This article focuses on two basic microprocesses in socialization theory-persuasion and social influence-and develops propositions about the social conditions under which one might expect to observe cooperation in institutions. Socialization theories pose questions for both the structural-functional foundations of contractual institutionalist hypotheses about institutional design and cooperation, and notions of optimal group size for collective action.
Johnston argues that the first empirical claim exaggerates the degree to which there has been a singular US-dominated liberal order and misses the considerable diversity in China's policies toward ...international norms and institutions. The second empirical claim excessively simplifies a more sophisticated causal argument developed by proponents of engagement in the US government. As for the counterfactual argument, opponents of engagement fail to consider other equally plausible alternative histories.

Transatlantic international relations (IR) theory has more or less neglected the international relations of East Asia. This relative neglect has come in different forms: excluding East Asian cases ...from analysis, including East Asian cases but miscoding or misunderstanding them, or including them but missing the fact that they do not confirm the main findings of the study. A review of the East Asia–related literature on three important clusters of theorizing—structural theories of conflict, institutional design and efficacy, and historical memory—suggests that this neglect of the region (and other regions) may come at a cost to transatlantic IR, not only in terms of data problems but also in terms of omitted or downplayed explanatory variables and theoretical arguments.
