Harold Stassen (1907--2001) garnered accolades as the thirty-one-year-old "boy wonder" governor of Minnesota and quickly assumed a national role as aide to Admiral William Halsey Jr. during World War ...II. When Dwight D. Eisenhower was elected in 1952, Stassen was named director of the Mutual Security Administration and then became the president's special assistant for disarmament. In this position, Stassen had the power to profoundly shape the country's foreign policy and became influential in early Cold War policy discussions about the limits and uses of conventional and nuclear weapons.
In this nuanced biography, Lawrence S. Kaplan demonstrates that Stassen's role in Eisenhower's White House deserves more analysis than it has received from scholars. Stassen came to Washington advocating the total elimination of nuclear weapons, but he quickly came to recognize that this would not happen. He refocused his efforts, working for greater international transparency and communication. The liberal internationalism that Stassen espoused became embedded in Cold War policy for decades, and he consistently provided a voice for peace in an increasingly hawkish national security establishment.
Stassen, in many ways, was his own worst enemy; his ambition and ego undermined his efforts and clouded his vision. His feuds with Secretary of State John Foster Dulles were legendary, and while Dulles often prevailed in the meeting room, Stassen's vision of nuclear restraint was one that Eisenhower shared. Kaplan's study provides a new perspective on nuclear disarmament during a critical period in US history and sheds light on Eisenhower's approach to international relations.
We assessed somatic alleles of six receptor tyrosine kinase genes mutated in lung adenocarcinoma for oncogenic activity. Five of these genes failed to score in transformation assays; however, novel ...recurring extracellular domain mutations of the receptor tyrosine kinase gene ERBB2 were potently oncogenic. These ERBB2 extracellular domain mutants were activated by two distinct mechanisms, characterized by elevated C-terminal tail phosphorylation or by covalent dimerization mediated by intermolecular disulfide bond formation. These distinct mechanisms of receptor activation converged upon tyrosine phosphorylation of cellular proteins, impacting cell motility. Survival of Ba/F3 cells transformed to IL-3 independence by the ERBB2 extracellular domain mutants was abrogated by treatment with small-molecule inhibitors of ERBB2, raising the possibility that patients harboring such mutations could benefit from ERBB2-directed therapy.
The Supreme Allied Commander, Europe (SACEUR), General Lyman L. Lemnitzer, was an unlikely hero who rose to the challenge of France's expulsion of the North Atlantic Treaty Organization (NATO) from ...its territory in 1966. President de Gaulle's action forced the Alliance to locate its new headquarters in another NATO country and move 800,000 tons of military equipment out of France in less than a year's time. How to achieve this goal without irrevocably fracturing relations with France was the charge given to the Supreme Allied Commander, a man of equable temperament and - from the perspective of some of his peers - of modest talents. He lacked the authority of General Dwight D. Eisenhower, the intellect of General Alfred M. Gruenther Gruenther, and the imperious temperament of General Lauris Norstad. But against the odds he succeeded in opening Supreme Headquarters Allied Powers Europe (SHAPE) headquarters in Belgium on 1 April 1967. This essay seeks to examine his long relationship with NATO and judge how successful he was in his leadership as Supreme Allied Commander in the 1960s.

A reexamination of the formative years of the North Atlantic Treaty Organization Conventional wisdom has the Korean War putting the "O" in NATO. Prior to that time, from the signing of the North ...Atlantic Treaty on April 4, 1949, to the North Korean invasion of South Korea on June 25, 1950, the Treaty allies were just going through the motions of establishing an organization. Historian Lawrence Kaplan argues that this is a mistaken view, and he fills significant blanks in the record of 1949 and 1950, which NATO officials and analysts alike have largely ignored. When the Treaty was signed, the United States hailed the end of its isolationist tradition, as it recognized the necessity of devising new means to cope with the menace of Soviet-led Communism. It was interested in creating a new order in the Old World that would open the way to a united Europe. Toward this end, the allies crafted a transatlantic bargain. In its simplest form, the bargain involved a U.S. commitment to rebuild, economically and militarily, a Western Europe devastated by World War II. In exchange for America's abandonment of its customary abstention from Europe, the Western allies would take steps to end Europe's traditional divisions and integrate its resources on every level. The sheer magnitude of the mutual obligations received widespread attention on both sides of the Atlantic as well as within the Communist bloc. The Korean War's impact on the development of the organization marginalized the prewar history of NATO. Kaplan asserts that the Korean War was not needed to convert the alliance into an organization, as it was already in place on June 25, 1950. The progress of NATO's development was often improvised and untidy, and "the first crude tools of the organization, " as Dean Acheson noted, had been cast by the end of the London meeting of the North Atlantic Council in May 1950. The seeds of major changes took the form of the supreme allied commanders, and a civilian coordinating body could be found in negotiations conducted during the winter and spring of 1950. The origins of the "O" in NATO are found in the text of the North Atlantic Treaty, in Article 9, under whose auspices new responsibilities were justified.

This essay is an attempt to revise an article I wrote for Social Science's April 1948 issue, entitled De Constitutionis Natura, a play on the Roman poet Lucretius De Rerum Natura. The article was as ...pretentious as the title, promising to explain America's fortunate history through the agency of its Constitution. My judgment grew out of an experience in the Philippine island of Samar in August 1945. I had an opportunity then to look into the city hall where the constitution of the puppet Philippine government installed by the conquering Japanese, hung on a prominent wall. It remained there despite the return with General MacArthur of the Philippines liberated government. The importance of competing interests to keep the executive from gaining excessive power was expressed eloquently by James Madison in Federalist No. 10, and one of eighty-five essays written by Alexander Hamilton, Madison, and John Jay in 1788 and 1789 in several New York newspapers to persuade New York voters to ratify the proposed Constitution.

The peak shift model predicts that the age-profile of a pathogen's prevalence depends upon its transmission rate, peaking earlier in populations with higher transmission and declining as partial ...immunity is acquired. Helminth infections are associated with increased immunoglobulin E (IgE), which may convey partial immunity and influence the peak shift. Although studies have noted peak shifts in helminths, corresponding peak shifts in total IgE have not been investigated, nor has the age-patterning been carefully examined across populations. We test for differences in the age-patterning of IgE between two South American forager-horticulturalist populations and the United States: the Tsimane of Bolivia (n=832), the Shuar of Ecuador (n=289), and the U.S. NHANES (n=8,336). We then examine the relationship between total IgE and helminth prevalences in the Tsimane.
Total IgE levels were assessed in serum and dried blood spots and age-patterns examined with non-linear regression models. Tsimane had the highest IgE (geometric mean =8,182 IU/ml), followed by Shuar (1,252 IU/ml), and NHANES (52 IU/ml). Consistent with predictions, higher population IgE was associated with steeper increases at early ages and earlier peaks: Tsimane IgE peaked at 7 years, Shuar at 10 years, and NHANES at 17 years. For Tsimane, the age-pattern was compared with fecal helminth prevalences. Overall, 57% had detectable eggs or larva, with hookworm (45.4%) and Ascaris lumbricoides (19.9%) the most prevalent. The peak in total IgE occurred around the peak in A. lumbricoides, which was associated with higher IgE in children <10, but with lower IgE in adolescents.
The age-patterning suggests a peak shift in total IgE similar to that seen in helminth infections, particularly A. lumbricoides. This age-patterning may have implications for understanding the effects of helminths on other health outcomes, such as allergy, growth, and response to childhood vaccination.

The United States has looked inward throughout most of its history, preferring to avoid "foreign entanglements," as George Washington famously advised. After World War II, however, Americans became ...more inclined to break with the past and take a prominent place on the world stage. Much has been written about the influential figures who stood at the center of this transformation, but remarkably little attention has been paid to Arthur H. Vandenberg (1884--1951), who played a crucial role in moving the nation from its isolationist past to an internationalist future.
Vandenberg served as a U.S. senator from Michigan from 1928 to 1951 and was known in his early career for his fervent anti-interventionism. After 1945, he became heavily involved in the establishment of the United Nations and was a key player in the development of NATO. As chairman of the Senate Foreign Relations Committee during 1947 and 1948, Vandenberg helped rally support for President Truman's foreign policy -- including the Marshall Plan -- and his leadership contributed to a short-lived era of congressional bipartisanship regarding international relations.

To examine determinants of racial/ethnic differences in diabetes incidence among postmenopausal women participating in the Women's Health Initiative.
Data on race/ethnicity, baseline diabetes ...prevalence, and incident diabetes were obtained from 158,833 women recruited from 1993-1998 and followed through August 2009. The relationship between race/ethnicity, other potential risk factors, and the risk of incident diabetes was estimated using Cox proportional hazards models from which hazard ratios (HRs) and 95% CIs were computed.
Participants were aged 63 years on average at baseline. The racial/ethnic distribution was 84.1% non-Hispanic white, 9.2% non-Hispanic black, 4.1% Hispanic, and 2.6% Asian. After an average of 10.4 years of follow-up, compared with whites and adjusting for potential confounders, the HRs for incident diabetes were 1.55 for blacks (95% CI 1.47-1.63), 1.67 for Hispanics (1.54-1.81), and 1.86 for Asians (1.68-2.06). Whites, blacks, and Hispanics with all factors (i.e., weight, physical activity, dietary quality, and smoking) in the low-risk category had 60, 69, and 63% lower risk for incident diabetes. Although contributions of different risk factors varied slightly by race/ethnicity, most findings were similar across groups, and women who had both a healthy weight and were in the highest tertile of physical activity had less than one-third the risk of diabetes compared with obese and inactive women.
Despite large racial/ethnic differences in diabetes incidence, most variability could be attributed to lifestyle factors. Our findings show that the majority of diabetes cases are preventable, and risk reduction strategies can be effectively applied to all racial/ethnic groups.

When the North Atlantic Treaty Organization was formed just four years after the United Nations, it provided its members with a measure of security in the face of the Soviet Union's veto power in the ...senior organization's Security Council, as well as a means of coping with Communist expansion. Ever since then, the two institutions have been competitors in maintaining peace in the postwar world. Occasionally they have cooperated; more often they have not. In NATO and the UN, Lawrence Kaplan, one of the leading experts on NATO, examines the intimate and often contentious relations between the two and describes how this relationship has changed over the course of two generations. Kaplan documents the many interactions between them throughout their interconnected history, focusing on the major flashpoints where either NATO clashed with UN leadership, the United States and the Soviet Union confronted each other directly, or fissures within the Atlantic alliance were dramatized in UN sessions. He draws on the organizations' records as well as unpublished files from the National Archives and its counterparts in Britain, France, and Germany to provide the best account yet of working relations between the two organizations.
