The objectives of the study encompass a theoretical review of both Russian and international ...literature on living standards and an analysis of key indicators from the Federal State Statistics Service (Rosstat), examining income, expenses, and consumption patterns in the northern regions of Russia. The standard of living is recognized as a multifaceted social and economic category, reflecting the level of providing the population with consumer goods and services. This provision aims to shape a mix that best satisfies demands. In Russia's northern regions, this domain is influenced by distinctive factors, including challenging natural and climatic conditions, limited transportation, and the application of a regional pay system, which includes Northern benefits. The research identifies a gap in Russian studies concerning the differentiation of the standard of living by regions, particularly in lacking tools to assess rational consumption patterns. The use of the living wage proves challenging due to its monetary nature, and the utilization of a fixed market basket overlooks the necessity to consider difficult natural and climatic conditions. The scientific novelty of this study lies in terminology updates and an integrated approach to analyzing regional differentiation in the standard of living within the Russian North. The long-term implications of further research revolve around the imperative to develop a method for assessing such differentiation and to upgrade research and practical recommendations for improving living standards in the northern regions of Russia.
The sustainable development of circumpolar countries is of great importance for the whole world, because the Arctic Region is currently experiencing an unprecedented level of economic activity. From ...the perspective of the concept of sustainable development, the intensification of industrial activity in the Arctic region makes the issues of achieving long-term environmental and social sustainability for local communities relevant. Despite the fact that the Arctic countries, especially the countries of Northern Eu-rope, are leaders in achieving the UN Sustainable Development Goals, additional attention is needed to coordinate efforts to achieve them at all levels of administrative-territorial management. The relevance of our study is determined by the need to overcome the challenges and threats to the sustainable development of the Arctic territories of circumpolar countries. The aim of the study was to analyze the social risks of achieving sustainable development of the Arctic region. The methodological basis of the study was the system approach, methods of structural-historical and comparative-geographical analysis. It was substantiated that social risks in achieving sustainable development in the Arctic region are limited access to educational services; social tension in the labor markets, produced by professional and qualification imbalances of labor demand and supply and problems of youth employment; child poverty and poverty of the indigenous population. The scientific novelty of the research is in substantiating the social risks that pose a threat to the sustainable development of the Arctic region. The prospects for further research are conditioned by the need to solve urgent socio-economic and managerial problems associated with the sustainable development of the Arctic region.

The goal of this study was to develop science-based recommendations for shaping public administration priorities to develop workforce potential in Russia’s Arctic regions. The objectives included identifying the formation issues, current state, and utilization of workforce potential in Russia’s Arctic regions and formulating theoretical and practical recommendations for the development of public administration mechanisms. The research methodology is based on the integral method previously developed by the authors for assessing workforce potential quality, whose algorithm can also identify the actions to perform in order to influence the elements of workforce potential. As a result of the study, the role of the government in solving the problems identified was substantiated, and the priorities for controlling the development process of workforce potential in Russia’s Arctic were determined. The scientific novelty of the research consists in the elaboration of science-based practical recommendations for shaping public administration priorities in the development of workforce potential in Russia’s Arctic based on a comprehensive assessment of its quality. The practical significance of this research lies in its potential application in further studies on the theory and practice of the public management of workforce potential in Russia’s Arctic regions. Further research prospects in this area are driven by the need to formulate regional concepts for workforce potential management.
Broad context of the dynamics and prospects of Russian Arctic development within the framework of achieving its strategic objectives indicates the magnitude of the tasks, the solution of which ...consists in the actualization of, firstly, the risks and opportunities for environmental and social responsibility of vertically integrated companies, whose production branches conduct their activities in the Arctic, and, secondly, the supportive role of the state as the regulator of conditions for the development of business initiatives. The aims of the study are to identify significant factors that influence the dynamics of socio-economic development and to determine the prospects for the development of single-industry towns in the Russian Arctic. Research methods include bibliographical, comparative, economic and statistical analysis. The study substantiates the critical factors limiting the development opportunities of single-industry towns in the Russian Arctic. The first group is represented by the state of mineral resource base, which determines natural limits and cyclicality of production activities of city-forming enterprises. The second group is the global crisis phenomena, producing the dependence of production of city-forming enterprises on the external conjuncture of prices for raw materials and main export items. The third group includes risks of fulfilment of budgetary obligations. Taken together, these factors limit the opportunities for economic diversification of single-industry towns in the Russian Arctic and the development of entrepreneurial activity there. It has been revealed that the promising opportunities for the development of single-industry towns in the Russian Arctic are limited by the priority areas of investment activities of vertically integrated companies and imperfect state instruments of development support. The practical significance of the study is determined by the current trajectory of territorial development within the framework of the global strategy for sustainable development of extractive industries of a city-forming nature that takes into account not only risks, but also opportunities.
Active efforts to develop the elements of territorial socio-economic systems of the Russian Arctic are the key to the efficient development of its resources. One such element is the labor potential, ...which, on the one hand, is a social factor of territorial self-development in the Russian Arctic, and, on the other hand, is capable of effectively implementing national interests in the Arctic. In this regard, the quality of labor potential of the regions of the Arctic zone of Russia is of particular relevance, which is the focus of the author’s research. The first two stages of the study identified labor potential as a social factor in the self-development of the regions and local communities of the Russian Arctic, and also analyzed child poverty as a systemic factor limiting the possibilities of quality reproduction of labor potential of the regions of the Arctic zone of Russia. The purpose of the next stage of the study, the results of which are presented in this article, was to analyze the socio-economic situation of young people in the regions of the Russian Arctic as part of the formation of qualitative characteristics of labor potential of the Arctic zone of Russia. The research methods include statistical analysis of socio-economic situation of youth in the regions of the Russian Arctic and analysis of normative legal documents regulating certain issues of socio-labor relations. In the course of the study the main problems of socio-economic situation of the youth in the Russian Arctic, limiting the promising opportunities of their life activity in the regions of the Arctic zone of the Russian Federation, were identified. The results of the study are focused on their practical use in the management of the development of labor potential of the regions of the Russian Arctic.
The COVID-19 pandemic has threatened human safety and well-being, has outlined new requirements for the functioning of sectors of the economy and social sphere that directly determine the conditions ...of life, and has required timely comprehension of the COVID-19 pandemic consequences as part of updating the measures of social and economic support. Assessing the impact of the current crisis situation caused by the COVID-19 pandemic on the labor markets of circumpolar countries was the purpose of this study. The objectives of the study included an analysis of the effects of the COVID-19 pandemic on the economies of circumpolar countries, an analysis of governmental measures to mitigate the socio-economic consequences of the COVID-19 pandemic, an analysis of employment and unemployment rates in 2019–2020, and a rationale for the role of government in reducing social tensions in Arctic labor markets. The labor markets of regions whose territories are fully attributed to the Russian Arctic, as well as labor markets of the Arctic territories of Canada, the United States, Norway, Finland and Sweden were the object of this study. As a result of the study, it was determined that the greatest decline was observed in consumer demand-oriented sectors of the economy. It has been revealed that the labor markets have been negatively affected by the decline in the number of small and medium-sized businesses and individual entrepreneurs. The scientific novelty of the study is determined by a special assessment of the cumulative impact of the COVID-19 pandemic and governmental measures to limit its spread on employment and unemployment indicators that identify trends in Arctic labor markets. The practical significance of the study lies in the fact that its main conclusions are aimed at updating the measures of employment regulation in the labor markets of the Russian Arctic. The prospects for further research are determined by the long-term nature of the consequences of the COVID-19 pandemic for the Arctic economies and the formation of appropriate proposals and recommendations for adapting labor markets in the Russian Arctic to the emerging situation.
The modern paradigm of the theory and practice of social development is the concept of sustainable development, the emergence and spread of which was associated with the emphasis on environmental ...pollution and overpopulation of the planet against the background of limited natural resources. Today, sustainable development is defined as the result of the interaction of a man, the economic system, and nature at the global, national, regional, and local levels. It is expressed, to a certain extent, by economic, environmental, and social sustainability. Modern goals in the field of sustainable development are to promote green growth, rational environmental management, ensuring access to quality health and education services, and improving the well-being of the population. The latter implies, first, the reduction of multidimensional poverty, the numerous groups of social localization, i.e., disabled people, families with children, single-parent families, and ethnic minorities. The aim of the study is to assess the level and extent of poverty and its social localization in the framework of achieving sustainable development of the regions of the Russian Arctic. The relevance of the study is determined by the fact that the rates and proportions of sustainable development of the Russian Arctic depend on the qualitative state of human potential (carried by the population). The qualitative state of human potential depends on the level of well-being of the population, which determines the degree of satisfaction of needs for benefits and access to social services. Poverty as a socio-economic phenomenon creates threats of degradation of human potential. The research hypothesis is based on the understanding that poverty is a systemic factor that limits the possibilities of a high-quality reproduction of human potential and, accordingly, promising opportunities for achieving sustainable development in the Russian Arctic. The research methods were a statistical analysis of the socio-economic situation of families with children in the regions of the Russian Arctic, as well as an analysis of regulatory legal documents governing measures of social support for families, motherhood, paternity, and childhood. The research results are focused on their use for achieving sustainable development of the Russian Arctic.
The key to the effective development of the Arctic resources is the active development of elements of the socio-economic systems of the Arctic territories. The progress in their use will provide a ...synergistic effect in the implementation of the full range of development priorities of the Arctic zone. One of these elements is labor potential, able to confront challenges in the Arctic effectively. Modern problems of the development of the labor potential of the Arctic territories are population decline, disruption of population reproduction processes, the low life expectancy of men and native people, social tensions in labor markets, and poverty. The provisions and conclusions of the presented study contain a scientifically substantiated position regarding the role of labor potential in the sustainable development of the Arctic territories of Russia. The research results are focused on their use for managing the development of the labor potential of the Arctic territories. Prospects for the further research of this topic are related to the study of the scientific foundations of the territorial self-development in achieving sustainable development of the Arctic territories of Russia.

The main ...element of territorial sys-tems of the Russian Arctic is labor potential, the quantitative and qualitative characteristics of which are deter-mined by the standard of living of the population. One of the main indicators of living standards in Russian sta-tistics is the cost of living. The aim of the study, the results of which are presented in this article, is to analyze the values of this indicator for the population of the regions referred to the Arctic zone of the Russian Federation. It was determined that the highest cost of living is in the Chukotka Autonomous Okrug. A significant level of dif-ferentiation of consumer expenditures on the purchase of food products by population groups with the lowest and the highest disposable resources was revealed. The imperfection of the methodology of formation of the main tool used for interregional comparisons of the cost of living assessment is substantiated. The practical significance of the study lies in their complex analysis within the framework of spatial development of the entire Russian Arctic. The prospect of further research is associated with the development of conceptual foundations for assessing the cost of living in order to improve state policy in relation to the population of the regions of the Arctic zone of the Russian Federation.
