The strategies for managing the health crisis triggered by
the COVID-19 pandemic differ from country to country,
but “there has never been such a rapid global collective effort
to fight one disease” ...(1). The scientific community respond-
ed to the crisis by extensive mobilization of all research re-
sources with an aim to shed light on the virus characteris-
tics, mechanisms of its transmission, clinical aspects of the
disease, and prevention and management strategies. The
number of articles arising from clinical studies and obser-
vations has so far multiplied at an unprecedented rate. The
largest number has been published in scientific journals,
which have responded to this epidemiological and infor-
mation crisis in accordance with their role in the transmis-
sion of new scientific information – quickly, openly, effec-
tively, and responsibly.

In September 2018, Science Europe (https://www.scienceeurope.org/) launched the cOalition S initiative for increasing open access (OA) to research data and publications derived from publicly funded ...research projects. The
backbone of the initiative is Plan S, with one main goal:
“With effect from 2021, all scholarly publications on the results from research funded by public or private grants provided by national, regional and international research councils
and funding bodies, must be published in Open Access Journals, on Open Access Platforms, or made immediately available through Open Access Repositories without embargo” (1).
Whichever of these three routes is taken, “all publications
must be published under an open license, preferably the Creative Commons Attribution license (CC BY), in order to fulfill
the requirements defined by the Berlin Declaration.” Plan S
defines OA platforms as publishing outlets for original research publications (such as Wellcome Open Research or
Open Research Europe, which will soon be launched by
the European Commission), and not those that are serving to aggregate or re-publish content already being
published elsewhere. It recognizes the importance of the
green route to OA and strongly encourages the deposition of all publications in a repository, irrespective of the
chosen route. Plan S recommends not to support hybrid
journals in their current form. Instead, it encourages various transformative agreements with publishers of subscription journals for their transition to fully OA journals by
gradual increment of their OA content and by offsetting
subscription income from payments for publishing services to avoid double payments (2). For example, the ESAC
Transformative Agreement Registry has compiled a list of
more than 160 transformative agreements signed all over
the world between large scientific publishers and consortia/institutions (3).

Open access (OA) publishing has become the dominant form of scientific communication. According to an earlier research, the share of OA in the total number of internationally visible papers by Croatian authors is 74 %. This study investigates the attitudes and publication practices of Croatian authors towards OA through a survey conducted among members of the znanstvenici.hr mailing list in early 2023. The survey aimed to determine their support for OA publishing, recognition of its positive and negative aspects, motives for choosing OA publishing, funding sources, and preferences for certain OA publishers. A total of 1,041 participants responded to the survey, with 763 fully completing the questionnaire. The majority of respondents (over 60 %) were active in the fields of sciences, social sciences, and engineering. Analysis of their publication output during the 2021–2022 period revealed that 43.6 % of respondents did not publish a single article in a Croatian journal, with the highest proportion (71 %) observed in the sciences. In contrast, 9.7 % did not publish in foreign journals, with 32 % of these respondents coming from the humanities. Among those who published in foreign journals, approximately 50 % published at least one paper in subscription journals, and the same proportion published in fully open access journals with article processing charge (APC) payments. One-fifth of the authors published their papers for free in fully open access journals, either through invitation or by utilizing coupons for free publication. Coupons were the most commonly used source for APC payments. The majority of respondents (75 %) expressed support for OA publishing and acknowledged its advantages in scientific research and the educational process. Over 80 % of respondents agreed that OA facilitates faster and more efficient dissemination of new knowledge, and increases readership, and enhances the visibility of research papers.
However, when selecting a journal for publication, respondents were primarily motivated by the journal’s reputation and impact rather than its open access status. Nearly one-third of the surveyed authors believed that OA increases the commercialization of scientific publishing and that the rising number of publications diminishes the quality of peer review. Attitudes towards publishing in fully open access journals operating exclusively with the APC financing model varied among respondents. Those with a positive attitude were motivated by the speed of peer review and publication process, while those with a negative attitude believed that publishers of APC-charging OA journals prioritize profit over the quality of published articles. Additionally, some respondents mentioned that they could not afford to pay APC, or chose not to pay due to their opposition to any obstacles hindering the publication of scientific results. The survey results indicate that Croatian authors, even when lacking sufficient means, are more inclined to pay publication costs rather than ensuring open access through archiving their papers in public digital repositories.
This case study analyses data on papers of Croatian authors published in 2017 from four Web of Science Core Collection citation indexes (SCI‐EXP, SSCI, AHCI, and ESCI). The primary dataset (5,176 ...articles and reviews) was divided into two subsets, the open access (OA) subset (2,964 papers) and non‐OA subset (2,212 papers). We also used the primary dataset to create a subset of papers published in Croatian journals (1,588) as opposed to foreign ones. All were screened for full‐text OA status, journal JCR quartile ranking, journal dominant discipline, and language of publication. OA papers prevailed with 74.4%. Most were available at publisher websites. The percentage of OA papers in Croatian journals was 99.8%. The share of OA papers was the highest in the humanities and social sciences, which also saw the highest share of papers in the Croatian language.
Key points
Three quarters of papers published by Croatian authors are available in open access (OA).
Most papers are in English, even in Croatian journals; Croatian prevailed only in the humanities.
Croatian journals are mostly non‐commercial, and many receive government subsidies, provided they are OA; they generally do not charge for article processing.
The prevalence of OA over non‐OA papers is the highest in the humanities, followed by the social sciences.
Open access publishing might increase international visibility of journals from periphery or semi‐periphery countries.
Tijekom 2021. godine u časopisima MDPI-ja objavljena je petina svih radova hrvatskih autora u časopisima indeksiranim u kolekciji WoSCC, odnosno trećina ukupno objavljenih radova u otvorenom pristupu.
This study aims to investigate the altmetric activity of papers published by the University of Zagreb School of Medicine in internationally visible journals and to identify differences in altmetric ...activity between the papers published in international and local journals and between those published in English and Croatian. We also investigated changes in altmetric activity over time and the characteristics of papers with the highest Twitter and Mendeley activity.
The sample included 390 papers collected from the bibliographic database Scopus. Their altmetric and citation activities were measured at three time points: in July 2014, 2015, and 2016.
The findings generally correspond to those observed in the large-scale studies of medical papers. Papers in renowned journals, and papers reporting clinical guidelines and multicentric studies had the most intense altmetric activity. In contrast, papers published in local, Croatian journals showed minimal altmetric activity, especially the papers published in Croatian. These results indicate that the local publishing community has not yet recognised social media as a tool for promoting research and that non-English language publications have minimal chances to receive attention, even in social media.
The evaluative potential of altmetric indicators has to be further explored in a broader context.
To identify the share of open access (OA) papers in the total number of journal publications authored by the members of the University of Zagreb School of Medicine (UZSM) in 2014.
Bibliographic data ...on 543 UZSM papers published in 2014 were collected using PubMed advanced search strategies and manual data collection methods. The items that had "free full text" icons were considered as gold OA papers. Their OA availability was checked using the provided link to full-text. The rest of the UZSM papers were analyzed for potential green OA through self-archiving in institutional repository. Papers published by Croatian journals were particularly analyzed.
Full texts of approximately 65% of all UZSM papers were freely available. Most of them were published in gold OA journals (55% of all UZSM papers or 85% of all UZSM OA papers). In the UZSM repository, there were additional 52 freely available authors' manuscripts from subscription-based journals (10% of all UZSM papers or 15% of all UZSM OA papers).
The overall proportion of OA in our study is higher than in similar studies, but only half of gold OA papers are accessible via PubMed directly. The results of our study indicate that increased quality of metadata and linking of the bibliographic records to full texts could assure better visibility. Moreover, only a quarter of papers from subscription-based journals that allow self-archiving are deposited in the UZSM repository. We believe that UZSM should consider mandating all faculty members to deposit their publications in UZSM OA repository to increase visibility and improve access to its scientific output.

This article presents a citation analysis of papers published between 1909 and 1954 by two ceased journals covering the abandoned field of eugenics. The aim of the study was to investigate the ...visible signs of current scientific impact of these old papers and find out if they are significant for reasons other than historical referencing. Our survey involved a three-stage citation analysis using the Web of Science Core Collection and content analysis of the citing papers. The citation counts were collected and classified by the citing years. Papers that had 25 or more citations from 2000 to 2014 were selected for further analysis and examined for their citations in 2014. This produced 941 papers citing 24 papers published between 1915 and 1954, 23 of which were published by the Annals of Eugenics, and one by the Eugenics Review. Four of the cited articles accounted for 87 percent of all citations received. Due to not all citing papers (941) published in 2014 were available in full text, only 70 percent of them were analysed using content analysis technique to examine and classify the reasons for citing. The findings suggest that these old journals left a strong scientific imprint with papers whose impact has been increased in the last decades. They were less cited because of the scientific problems they addressed at the time of publishing. In contrast, these papers were cited due to their innovative research methodologies that have become valuable instruments in many scientific disciplines that emerged later. This study is significant in giving additional insight in the citation pattern of older papers.

Cilj. Praktična primjena i društveni značaj.
Purpose. The Covid-19 pandemic confronted the world with an unprecedentedhealth crisis and launched a media infodemic. The changes have occurred in the scientific communication system as well: an endless number of papers have been published, editorial process has been accelerated, research results have become available to the public prior to peer-review, etc. This paper aims to discuss the changes in public and scientific communication and to propose possible solutions for coping with the new information environment. Approach / methodology. The paper examines the concepts of infodemic, infodemiology, information and health literacy. Through a literature review, personal professional experience and examples from library practice, the authors seek to offer practical recommendations. Findings. An overabundance of information of questionable quality cause confusionand fear, leading to distrust in science, health authorities and the government. Strengthening the community’s resistance to misleading and false information requires critical thinking, and increased level of information and health literacy. Libraries can play a significant role in all this, which is shown by practical example of the activities of theCentral medical library (CML) of the University of Zagreb School of Medicine. Taking into account the literature review, professional expertise, and experiences gained in this period, the authors propose actions that key stakeholders in the pandemic information system (government, professional institutions, scientists and medical librarians) can take in order to contain the infodemic. Limitations. Examples of the active role of information professionals are based ona single library experience. This is the largest medical library in Croatia, which offers its users both traditional and advanced services, using all available means of communication. In addition, the CML accepted the current crisis as an opportunity for development, expert assessment of new information sources, active cooperation with the parent institution and the Ministry of Health, scientific work but also an outreach towards the community, so it serves as a good example of implementing recommendations into practice. Practical and social applications. The paper provides practical guidelines forhealth authorities, professional institutions, scientists and medical librarians for coping with the new communication environment. The pandemic affected all aspects of human activities, and containing the infodemic is of particular social importance. Originality / value. The literature review on infodemic, information and health literacy is supplemented by the local context features and practical experiences and recommendations of medical librarians.
Hrvatske medicinske knjižnice također ga koriste u svom radu, a sudjeluju i u njegovu prevođenju. U ovom članku, povodom pedesete godišnjice prvog izdanja i četrdesete godišnjice korištenja u Hrvatskoj, donosimo pregled povijesti, strukture i primjene MeSH-a.
