Labor came to government promising to fix badly broken aged care and disability support systems and set early childhood education and care (ECEC) on a path to being an affordable and universal ...service. Critical workforce shortages, driven by low pay and poor-quality jobs, plagued all three systems, while a myriad of other problems also demanded system- wide reforms. In the first 18 months the new government made some very significant regulatory changes and substantially increased investment in some crucial areas. Responsible ministers also set in train important policy reviews and reforms that are intended to set directions for the sustainability of Australia's care systems into the future, in a context of rapid and significant growth in demand. However, to date, nothing in the new directions being set by the government suggest there will be any lessening of reliance on the market models for care provision that have enabled Australia's public care systems to become dominated by private providers that wield significant power and frequently operate to undermine the public interest.

Historically, disaster response management for children and young people, people from linguistically diverse cultural backgrounds and Aboriginal and Torres Strait Islander peoples have been shaped by ...a vulnerability and risk discourse, informed by trauma-informed and risk mitigation strategies. These are vital, but the vulnerability discourse has moved into other areas of disaster prevention, preparedness, response, recovery and resilience. Vulnerability has been linked to pre-existing, socially produced inequalities and power structures. This has worked to homogenise, marginalise and diminish the capability of community members in resilience efforts. The United Nations 'Sendai Framework for Disaster Risk Reduction 2015- 2030' Sendai Framework calls for governments and relevant stakeholders to 'advocate for resilient communities and an inclusive and all-of-society disaster risk management' (UNDRR 2015, p.23). This includes the meaningful engagement of people who are marginalised from resilience building. The Sendai Framework makes a specific argument for engaging children and young people, declaring they are agents of change who should be given the space to contribute to disaster risk reduction. The aim of this paper is to consider how the Sendai Framework has influenced the inclusion of young people in disaster resilience and to introduce emerging evidence of how young people are joining the dots to reimagine community resilience.

Objectives: Student wellbeing is closely linked to young people's satisfaction with life at school. Wellbeing practices in an alternative learning environment take on a particularly significant role ...as they aim to re-engage young people who are disenfranchised from Australia's education system. The Wellbeing Project, which is described and reported on here, aimed to capture young people's perceptions to strengthen and create a Youth+ model of wellbeing in participating centres. Design: A mixed methods approach was employed to explore student experiences of wellbeing. A quantitative methodology informed the development of surveys, and focus groups adopted a semi-structured qualitative approach. Setting: Youth+ Flexible Learning Centres (Flexis) in various parts of Australia. Method: Students in the flexible learning centres were invited to complete a survey during class time. Young people from each centre were then invited to participate in focus group discussions. Four groups were held in Melbourne, two in Geelong and Adelaide and one each in Hobart, St Mary's, Alice Springs, Wollongong and Geraldton. Results: Thematic analysis revealed that being supported by staff to learn and working towards long-term goals in an individual way were central to the development of wellbeing among young people involved in the centres. Relationships with staff were highly valued. Conclusion: Findings demonstrate that wellbeing for young people in flexible learning centres is associated with staff support and respect. There is value in giving young people the opportunity to engage in a socially transformative education, enabling them to envision new learning and work opportunities.

There was little public focus on potential industrial relations reform during the lead-up to the 2022 Federal election. The ALP advanced relatively incremental commitments on labour policy matters, ...including promises to act on gender inequity and job insecurity, introduce minimum standards for 'employee-like' workers such as gig workers, and ensure same pay for labour hire workers (Australian Labor Party 2022). These commitments were less specific and less far-reaching than the ambitious industrial relations platform the ALP took to the 2019 election - which the party entered well ahead in the polls, but then lost. Many party strategists concluded from that experience that the ALP should adopt a 'small target' approach in future elections; and this thinking was evident in the party's modest industrial relations platform (and on other key issues, such as tax policy).

Workplace and industrial relations regulations are key sites for policy intervention to address Australia's gender pay gap, which, at 15.3 per cent, is almost as large as it was in 1997. In both the ...Fair Work Act 2009 (Cth) and the Workplace Gender Equality Act 2012 (Cth) the goal of equal pay has a more central place than it did in predecessor legislation. In particular, the Fair Work Act has the potential to deliver more gender-equitable wage structures through addressing systemic gender-based undervaluation at the industry level. Adopting a feminist institutional approach this article examines equal pay policy in the operations of workplace and industrial relations regulation to ask why, despite some recent successes, this potential appears unlikely to be realised.

Context:
Pheochromocytomas and paragangliomas are notable for a high frequency of inherited cases, many of which present as apparently sporadic tumors.
Objective:
The objective of this study was to ...establish a comprehensive next generation sequencing (NGS)–based strategy for the diagnosis of patients with pheochromocytoma and paraganglioma by testing simultaneously for mutations in MAX, RET, SDHA, SDHB, SDHC, SDHD, SDHAF2, TMEM127, and VHL.
Design:
After the methodology for the assay was designed and established, it was validated on DNA samples with known genotype and then patients were studied prospectively.
Setting:
The study was performed in a diagnostic genetics laboratory.
Patients:
DNA samples from 205 individuals affected with adrenal or extraadrenal pheochromocytoma/head and neck paraganglioma (PPGL/HNPGL) were analyzed. A proof-of-principle study was performed using 85 samples known to contain a variant in 1 or more of the genes to be tested, followed by prospective analysis of an additional 120 samples.
Main Outcome Measures:
We assessed the ability to use an NGS-based method to perform comprehensive analysis of genes implicated in inherited PPGL/HNPGL.
Results:
The proof-of-principle study showed that the NGS assay and analysis gave a sensitivity of 98.7%. A pathogenic mutation was identified in 16.6% of the prospective analysis cohort of 120 patients.
Conclusions:
A comprehensive NGS-based strategy for the analysis of genes associated with predisposition to PPGL and HNPGL was established, validated, and introduced into diagnostic service. The new assay provides simultaneous analysis of 9 genes and allows more rapid and cost-effective mutation detection than the previously used conventional Sanger sequencing–based methodology.
The aim of this article was to examine how media attention affects the social exclusion of young refugees negotiating their way towards settlement in Australia. Emerging stereotypes and prejudices ...against young male refugees require new ways of understanding the impact of global, national and local issues on their social exclusion. The article brings together the impact of (a) the global politicisation and backlash against refugees, (b) Australians negative perception of refugees and (c) the increased reporting of young African-Australian and Pasifika-Australians as the perpetrators of youth violence. The article recognises the overlapping dimensions of social exclusion for young refugees and considers their 'spatial', 'relational' and 'socio-political' exclusion. The examination of media reporting of a landmark legal case of discrimination and racial profiling reveals a discourse of media attention that has perpetuated the social exclusion of a group of young African-Australian refugees living on a Melbourne public housing estate. The sensationalist and prejudicial media connection of the landmark legal case, youth violence and young African-Australians living on the Flemington Estate demonstrates the challenges young male refugees face in negotiating their settlement in Australia. This article makes a contribution to understanding the multi-dimensional nature of youth exclusion in contemporary times.
