This article examines the trade-off between owned housing and old-age care in Slovenia where the population has been found outstandingly willing to enter residential care and also consume housing ...wealth for this purpose. To explain this peculiarity, a case study as a holistic in-depth analysis was conducted, combining multiple sources of quantitative survey data and qualitative interview-based insights and accounting for the institutional context and individual decisions. What was found was a modernised version of the traditional ‘inheritance for care’ exchange, whereby the inheritor partly finances the parent’s residential care. This family-mediated trade-off between old-age care and housing wealth was found to serve as an informal equity-release scheme which in Slovenia helps bridge the post-transitional old-age gap, the syndrome of low pensions, underdeveloped care services and owner-occupied housing un-adapted to seniors. Moreover, it is hypothesised that this structural gap is common to other post-transitional countries.
Regarding the dramatic shift towards home ownership in transition countries, the changing macro policy frameworks have been widely discussed, whereas the meaning of home ownership remains an ...under-researched issue. This paper examines the motives for home ownership and aims to identify any change in them parallel to the contextual transformations. An exploratory qualitative analysis of 25 interviews indicates a change in argumentation from a mostly detailed circumstantial consideration among pre-transitional entrants to mainly modest argumentation among post-transitional entrants, which took home ownership as a "normal tenure" and "the market" as a self-referential, self-justifying interpretative framework, as is typical of the neoliberal transitional discourse. Our specific data-driven categorization of the motives demonstrates the impact of contextual change on the meanings of tenures and the relative rise in attractiveness of home ownership. In contrast, public renting shared the destiny of many other public welfare institutions that had previously served as a hedge against individual risks, but were retrenched and restructured during transition. Public renting proved to be specifically exposed and highly vulnerable to political pressures.

This paper focuses on the occurrence of home-leaving and its key structural determinants across the enlarged EU. By building on the literature for Western Europe and by cluster analysis of the data ...for 24 member states, it seeks to explore different constellations of structural factors, manifested in the grouping of similar countries, and possibly resulting in diverse, regionally specific incidences of home-leaving by youths under 35 years of age. The exploratory analysis noted three clusters of countries: the north-western, characterised by the earliest home-leaving and best opportunity structures for independent housing; the south-western cluster, marked by the latest leaving of the parental home and only somewhat less favourable opportunities, but highest family support; the north-eastern cluster, characterised by late, yet not extremely late, home-leaving, combined with outstandingly unfavourable opportunities and strikingly low family support. These differences, partly confirmed as statistically significant, are further discussed and related to welfare regime typologies and their usefulness.

We examined the changing sense of control over one’s life during epidemics. Using original survey data during the first lockdown in May 2020 our case study focuses on Ljubljanas multi-apartment ...buildings (MAB) which, due to the physical proximity of the residents and the common spaces/facilities represent a distinct case with its particular threats (infection spread) and potential resources (neighbourly support) for coping with epidemic-related problems. We found a dramatic drop in perceived control over ones life, from 75% of respondents in usual times to 35% during the pandemic. Accounting for a range of epidemic-associated occurrences in the building and among the residents our regression analysis shows their significant impact on residents sense of control that highly exceeding those of the quality of life and of basic socio-demographic characteristics. While our case study demonstrates that the specific setting of an MAB can provide a valuable layer of human action in times of crisis, further research is needed to permit generalisations. The paper discusses the ways and the extent to which home ownership in post-socialist societies represents a potential to serve as an additional source of welfare. First, the specific institutional ...context is observed, highlighting how during transition collectivist forms of welfare and housing provision gave way to more individualised risks coverage, thus strengthening the role of wealth and establishing home ownership on a massive scale. Secondly, the actual possibilities of home ownership to serve as a latent wealth reservoir are observed. To highlight the capacities and limitations of home ownership to sustain, store and release wealth, selected characteristics of households and of their housing are empirically examined by using data from EQLS. A relatively high incidence of unfit housing and of economic hardship and deprivation were found among homeowners, indicating their very limited capacity to store and sustain the wealth contained in their housing. This is particularly pronounced in comparison to West Europe. However, significant diversity was found also among post-socialist countries, as distinguished in three sub-groups; in the Central East European sub-group, the limitations were found distinctively less frequently.

Housing renovation is a topical issue in CEE countries facing the need to tackle their troubled post-war housing estates and improve their energy efficiency. In this paper the renovation decisions of ...households living in multidwelling buildings are modelled to identify the key determinants of such decisions and to gain a better insight into the reasons for the insufficient extent of renovation in CEE. Considering general factors as well as CEE specific factors, and specifically adding variables of social capital, renovation decision-making is modelled by applying a discrete choice framework of analysis. The results clearly show that, next to the physical characteristics of the stock, such as its age, an important role in the renovation process is played by residents and particularly their relations in terms of social capital. The results thus identify some of the key missing pre-conditions for renovating multidwelling buildings across CEE.
The paper focuses on the control homeowners have over common issues in a multi-apartment building. It specifically aims to contribute to further examination and recognition of the role various forms ...of power play in residents' everyday life in addition to the formal condominium arrangements. Drawing on wide homeownership literature and building on the structuration theory, we portray the multi-apartment building as a particular "locale" and propose a conceptualization of power in terms of "frames" to be tested for its explanatory ability. Using survey data from Ljubljana, our exploratory analysis confirms how, besides the formal frame of power (property and management rights), two other frames - community/social control and residents' co-action - are statistically significant for explaining residents' feeling of being in control, their role even larger. The proposed conceptualization might be useful for illuminating the cross-national variability in homeownership and possible parallels with other countries.

Even though it was envisaged that this sector would gradually develop, this has not happened in Slovenia. This article analyses the acceptability of a limited number of alternative housing solutions. The alternatives were evaluated by applicants for social housing in the Municipality of Ljubljana. The survey was carried out by post and targeted unsuccessful applicants for social housing, with 1,048 respondents. On the basis of hierarchical cluster analysis, we identified three distinctive groups of applicants in relation to the acceptability of alternative housing options: those preferring shared homeownership (and social rental housing), those open to all alternatives, and those with a strong preference for social rental housing. Our findings thus demonstrate that applicants for housing vary significantly in their readiness and means to more actively engage in their housing solutions, but only if there are opportunities available.
Privatizacija velikega dela najemnih stanovanj, ki je bila značilna za vse srednje- in vzhodnoevropske države, je imela za posledico to, da se je sektor socialnih stanovanj zelo zmanjšal in za ...najbolj ranljive skupine pustil le malo priložnosti za stanovanje. Čeprav je bilo predvideno postopno povečanje, v Sloveniji do tega ni prišlo. V tem članku analiziramo za nekaj izbranih možnosti, koliko bi bile te za prosilce za socialna stanovanja v Mestni občini Ljubljana sprejemljive kot alternativa socialnemu stanovanju. To smo ugotavljali s poštno anketo, na katero je odgovorilo 1.048 prosilcev, ki so se prijavili na razpis za socialno stanovanje in na njem niso bili uspešni. Z uporabo hierarhičnega razvrščanja v skupine smo glede na odnos do ponujenih stanovanjskih možnosti prosilce razvrstili v tri skupine: tiste, ki so izbrali so/lastništvo in/ali socialno stanovanje; tiste, ki so bili odprti do vseh možnosti, in tiste, ki bi sprejeli le socialno stanovanje. Naši rezultati kažejo, da se prosilci močno razlikujejo glede pripravljenosti in sredstev za aktivnejšo udeležbo pri dostopu do stanovanja, seveda če le imajo take priložnosti.
