In Canada, the audio-visual and print industries are referred to as the cultural industries, whereas the United States calls them the entertainment industries. These language distinctions are ...accompanied by different domestic policies and political discourses. The United States has relatively open policies toward these activities, while Canada has adopted an inward-looking approach. Failure to integrate cultural industries into NAFTA and WTO has led to trade disputes between Canada and the United States over copyrights, television licensing, violence in media, and discriminatory magazine policy, indicating the need for an agreed-upon process for settling cultural trade disputes. Much Ado about Culture explores the differing sets of policies—cultural nationalism versus the open option—and the resulting conflicts in the context of technological developments as well as international agreements dealing with trade, investment, copyright, and labor movements. The Canadian cultural industries are examined, from film and television production and distribution to broadcasting, publishing, and sound recording. Several areas of recent conflict, such as Sports Illustrated, Country Music Television, and Borders Books, highlight the types of policies disputed, the process followed, and the conclusions reached. Finally, the authors propose an alternative approach to constraining national cultural policies by international agreement that would allow the gains from openness to be realized while serving legitimate cultural concerns. Authored by the acknowledged experts on trade disputes in the cultural arena, this book will be essential reading for international economists, policymakers, and lawyers interested in the cultural industries.
Self-renewal is a crucial property of glioblastoma cells that is enabled by the choreographed functions of chromatin regulators and transcription factors. Identifying targetable epigenetic mechanisms ...of self-renewal could therefore represent an important step toward developing effective treatments for this universally lethal cancer. Here we uncover an epigenetic axis of self-renewal mediated by the histone variant macroH2A2. With omics and functional assays deploying patient-derived in vitro and in vivo models, we show that macroH2A2 shapes chromatin accessibility at enhancer elements to antagonize transcriptional programs of self-renewal. macroH2A2 also sensitizes cells to small molecule-mediated cell death via activation of a viral mimicry response. Consistent with these results, our analyses of clinical cohorts indicate that high transcriptional levels of this histone variant are associated with better prognosis of high-grade glioma patients. Our results reveal a targetable epigenetic mechanism of self-renewal controlled by macroH2A2 and suggest additional treatment approaches for glioblastoma patients.
Prime Minister Harper governed from 2005 to 2015, and steered the country through turbulent waters. During the global financial crisis, unemployment in Canada rose to 8.5 percent, compared with 10 ...percent in the US, while GDP growth in Canada fell only 1 percent compared with a decline of 4 percent in the US. His time in office coincided with the emergence of populist parties and pressures similar to those in a number of countries. The UK was faced, and still is, with negotiating Brexit. European countries are seeing growing support for populist parties, largely in response to the inflow of refugees from the Middle East and Africa. At the time of writing this review, a walking caravan of several thousand migrants is travelling from Central America towards the US to claim refugee status. Previous flows into the US have shaped the politics of its elections. This one will also. The book contains a number of meaty topics on which views vary as to the appropriate polices to enact. Harper describes populism as any political movement that places the wider interests of the common people ahead of the special interests of the privileged few." (Harper 2018: 13). The 2016 US presidential election does not however neatly fit this description, as 12 percent of Bernie Sanders' supporters voted for Trump who also had the support of the privileged few . Trump's subsequent public meetings, up to the 2018 midterm elections, have been well attended, filled with low wage "common people" who enthusiastically support his actions, and are viewed with horror by most Democrats and some Republicans.
This is the seventh volume on Canada in international affairs produced by The Norman Paterson School of International Affairs at Carleton University .As in the past, the book is organized around the ...most recent calendar year and contains an analysis and assessment of Canadian foreign policies as well as the environment that constrains and shapes them. Our intention is to contribute to the continuing debate about appropriate policy choices for Canada.

UNESCO has given its Director General a mandate to draft a convention on protecting the diversity of cultural contents and artistic expressions by the fall of 2005. Proponents of the convention view ...commitments made by countries in trade agreements as weakening their ability to preserve and promote cultural diversity. We review the existing draft wording for a convention, developed before the official involvement of UNESCO, by the INCP, an association representing cultural ministries in favour of insulating their cultural policies from liberalization, and conclude that it fails to meet the necessary conditions for an enforceable rules-based international agreement. In the INCP text, countries are given rights to introduce policies that promote a self-defined cultural diversity. The only obligation is to balance their interests with those of others. No standard of adjudication for balance is offered nor any effective dispute resolution mechanism developed. The ultimate purpose of the initiative may be to form a negotiating bloc within the WTO, but the disparate interests of its members and the lack of tangible benefits from the Convention reduce the credibility of bargaining solidarity. In contrast, the WTO provides a flexible and effective forum for negotiating maintenance of current policy options at a cost of making concessions in other sectors.
