Slovenia has been repatriating persons of Slovenian descent and their immediate family members from poverty-stricken Venezuela since 2019. The article explores the innate, situational, and structural ...vulnerabilities of the repatriates, focusing in particular on the vulnerabilities affecting their well-being and leading to emotional distress. The vulnerabilities are examined through the lens of time, i.e., before, during, and after the acquisition of the status of a repatriate, and in the context of specific age-related integration challenges. The article shows that their preferred emotional support is provided by the close-knit community of Venezuelan repatriates with whom they share the same language, culture, and experience of repatriation and integration and by the Catholic church through mass, confession, and church gatherings.
Repatriation due to the outbreak of the COVID-19 pandemic was the most extensive assisted return in Slovenia’s history. The article explores governmental responsiveness to the struggles and social ...risks experienced by Slovenian nationals stranded abroad during the global outbreak of COVID-19 from February to April 2020. It builds on a review of EU and national-level reports, a qualitative analysis of media sources, and expert interviews. The article highlights the lack of detailed systemic guidelines on transnational social protection in crisis situations and argues that the success in the repatriation of Slovenian nationals can be primarily attributed to the ad hoc measures set in place by highly motivated and inventive consular staff.
The article presents the results of an empirical study on the occupational safety and health (OSH) of posted workers in transnational, multilingual and multi-employer workplaces. The argument is ...based on data obtained from semi-structured interviews with key stakeholders in Slovenia, which we analyse within the framework of Sargeant and Tucker’s (2009) layered vulnerability approach. We discuss multiple vulnerabilities of posted workers who are disproportionally recruited into hazardous jobs and exposed to numerous health hazards. Possible measures to reduce OSH-related vulnerabilities of posted workers are identified and discussed, including the role of information sharing and awareness raising.
V članku avtorji sprva predstavijo pravno ozadje napotitev, ki določa statusnopravno opredelitev čezmejnega dela oziroma opravljanja začasnega dela v državi članici Evropske unije ali Evropskega ...gospodarskega prostora, ki ni država, v kateri delavec običajno dela. V nadaljevanju se na primeru napotitev iz Slovenije dotaknejo težav in vprašanj, ki jih ta statusno pravna kategorija čezmejnega opravljanja dela oziroma storitev prinaša v praksi. S konkretnimi primeri obravnavajo dve področji sistemskih problemov – administrativno in izvršilno. Izhodišče članka je, da napotitve v različnih državah EU odpirajo različne specifične probleme in vprašanja, povezana s posebnostmi na trgu dela, specifično delovno, socialno idr. zakonodajo, z delovanjem pristojnih institucij in njihovim medsebojnim sodelovanjem.
The predominant response to recent refugee arrivals to Europe has been one of paranoia and fear of depersonalised masses of people disrupting Europe's cultural and social welfare landscape, ...triggering (further) political crises, violence and the rise of nationalistic movements. It therefore came as no surprise that the mainstream political focus has been on tightening external European Union borders in a desperate attempt to keep them out.
Drawing on research conducted in the framework of the POSTING.STAT project for Slovenia and Poland, this article contributes to the literature on the posting of third-country nationals (TCNs) within ...the European Union from the perspective of the sending countries. Our research questions are: What are the current posting trends and patterns of mobility of TCNs from Poland and Slovenia? How do national legal and policy instruments in Poland and Slovenia shape the recruitment of TCNs and facilitate the posting of these TCNs to other Member States? We find that the recent growth in posting from both countries is driven by the substantial increase in the number of posted TCNs, which might signal at least their complementary role, if not the replacement, of posted nationals with TCNs to sustain the established business models of posting from Slovenia and Poland. We observe two trends. Firstly, national legal and policy instruments encourage labour migration from certain third countries with which Slovenia and Poland have historical ties and geographical proximity, which are then embedded in their national labour markets. Secondly, both countries remain source countries for the posting of workers, a pattern they have been able to sustain by increasing the use of TCNs for posting. Hence, despite a growing share of TCNs involved in posting, most TCNs continue to be based in Slovenia and Poland, suggesting posting or onward migration are not necessarily the main reason these workers go to Slovenia and Poland in the first place. Yet, the increase in numbers of posted TCNs observed in both countries, regardless of stricter regulations and the Covid-19 pandemic, suggests that posting in labour-intensive sectors such as road freight transport and construction is increasingly becoming a segmented labour market. We argue that the posting of TCNs might grow into an important intra-EU mobility channel, with the caveat that while certain EU countries will insist on restricting direct access to their national labour market for TCNs, other EU countries, especially those that so far have acted as labour or services suppliers, will lend themselves as gate-openers for the intra-EU mobility of TCNs.
The article addresses the use of online communication technologies for educational purposes by Slovenian emigrants and their descendants. Technologies such as web-classes, forums, blogs and social ...networks enable them to maintain transnational links with the homeland, especially in terms of learning the language, and exploring, preserving and negotiating cultural practices. The article builds on the extensive content analysis of web pages, portals and social network sites where they interact to discuss the variety of themes connected with Slovenian culture. It is argued that shared meanings are not necessarily communicated and negotiated within the frame of a single language, and that learning about cultural heritage and contemporary lifestyles through discussions on social networks is an efficient and popular mode of informal learning.
Used exclusively or as a complementary methodology, foresight has the potential to enrich hard data with possible future scenarios and encourage policy and decision makers to utilize the results in ...strategic planning on migration and related processes. The article outlines the first example of a diverse stakeholder involvement in discussions on future migration-related scenarios in Slovenia, organised within the international project SEEMIG - Managing Migration and its Effects in SEE - Transnational Actions towards Evidence Based Strategies. Methodological planning and application of creativity-based and interaction-based foresight methods is discussed. Outcomes are outlined to highlight the value of foresight for strategic planning. Using Kosovo as a case study, the book illuminates the interplay of some of the most controversial concepts in postcolonial times, including humanitarian intervention, peacebuilding, nation-state ...building, and doing development in war torn states. A special focus is on development professionals, mandated to build peace and implement development projects in war-torn or failed states. The book seeks to uncover the complex nature of doing good for others, especially when development efforts are serving the political and economic interests of donor states and when the social status attained by the expatriate development workers tends to improve upon migrating to and working in war-torn states.
