Marie-Antoinette Hily was born in France in 1946 and received her doctorate in sociology in 1993, with a thesis on the Portuguese in France. She was part of the Migrinte research center in Poitiers, ...France, between 1996 and 2011. She was director of the Revue Européenne des Migrations Internationales, between 2000 and 2014. She is the author of a vast body of work published in books and scientific journals on migration, residential mobility, migratory circulations and transnational networks.
In the international literature, there is a scarcity of political theories focused on emigration, when compared to the literature on immigrant integration in receiving societies. With the ...transnational perspective, when it was noticed that migrants maintained links with their countries of origin, the analysis was extended to how the state could influence links between migrants and their countries of origin and even stimulate returns. However, the policies of linking migrants or promoting their, and their study, started in non-European countries of emigration. This article aims to contribute to the debate on public policies for the return of migrants and, thus, increase works on why and with which objectives these policies have been defined in the intra-European space, and from the country of origin - Portugal and Spain. In Portugal, about two decades after immigration prevalence, emigration regained prominence and intensified with the growth of unemployment and austerity measures, from 2011. On the resumption of the positive growth cycle, the return of these "new" (Portuguese) emigrants entered the academic and political agendas, with the Regressar Programme in 2019, with measures to recover working-age emigrants who had left before 2016. Spain shares with Portugal a similar development of its migration pattern, with increased emigration. In 2019, it launched a policy programme aimed at recovering emigrants, Un país para volver. In this paper we make the content analysis of categories on policy narratives, in comparative perspective, drawing upon the statements of these two programmes created to stimulate the return of emigrants.
This paper reviews the origins of the concepts of networks and social capital in sociology and in explaining migration. It intends to promote the relational theoretical perspective for the plausible ...emergence of a strong articulation between social networks of immigrants and of potential migrants, with social capital mobilization, for recruiting labour in shortage when there are opportunities at the destination country. Social networks may exert the same function than governmental programs with recruitment goals.
Neste artigo reveem-se as origens dos conceitos de redes e de capital social na sociologia e no estudo de migrações. Pretende-se promover a perspetiva teórica relacional de que é plausível o ...surgimento de uma articulação entre as redes sociais de migrantes e de potenciais migrantes, com mobilização de capital social, no recrutamento de mão de obra em falta quando há oportunidades de trabalho no destino. As redes sociais podem ser entendidas como equivalentes funcionais de outro tipo de recrutamento, na ausência de programas governamentais com esse objetivo.
Currently there is no agreement regarding which one is the most adequate anesthetic technique for the treatment of retinopathy of prematurity. Peribulbar block may reduce the incidence of ...oculocardiac reflex and postoperative apnea. The goal of this study was to report the outcomes of peribulbar block, when combined with general anesthesia, for the laser treatment for retinopathy of prematurity, in premature babies.
A retrospective analysis of anesthetic records of all babies who underwent laser treatment for retinopathy of prematurity from January 2008 through December 2015 in a tertiary hospital was performed.
During that period a total of six babies was submitted to laser treatment for retinopathy of prematurity, all under peribulbar block combined with general anesthesia. A single infratemporal injection of 0.15mL.kg−1 per eye ropivacaine 1% or 0.75% was performed. At the end of the procedure, all babies resumed spontaneous ventilation. No perioperative complications were reported.
Peribulbar block was a safe anesthetic technique in our sample considered.
Até o momento não há um consenso sobre a técnica anestésica mais adequada para o tratamento de retinopatia da prematuridade. O bloqueio peribulbar pode reduzir a incidência de reflexo oculocardíaco e apneia no pós-operatório. O objetivo deste estudo foi relatar os resultados do bloqueio peribulbar, quando combinado com anestesia geral, para o tratamento a laser de retinopatia da prematuridade em bebês prematuros.
Uma análise retrospectiva dos registros anestésicos de todos os bebês submetidos ao tratamento a laser para retinopatia da prematuridade de janeiro de 2008 a dezembro de 2015 foi realizada em um hospital terciário.
Durante esse período, seis bebês foram submetidos ao tratamento a laser para retinopatia da prematuridade, todos sob bloqueio peribulbar combinado com anestesia geral. Uma injeção infratemporal única de ropivacaína a 1% ou 0,75% (0,15mL.kg−1) foi administrada por olho. No final do procedimento, todos os bebês retomaram a ventilação espontânea. Não foram relatadas complicações perioperatórias.
O bloqueio peribulbar foi uma técnica anestésica segura em nossa amostra considerada.

É escassa a investigação sobre o regresso de emigrantes portugueses recentes. Neste artigo, apresentamos um estudo sobre intenções de regresso baseado numa amostra de 1100 emigrantes portugueses ...qualificados, respondentes a um inquérito online, realizado em 2017. O estudo apresenta contextos, protagonistas e o momento histórico em que as intenções são reveladas e os regressos podem acontecer. Analisam-se as intenções de regresso de acordo com variáveis explicativas como a idade, o país de residência, o tempo da imigração no país, entre outros fatores que, em Portugal e no destino, contribuem para explicar as intenções de regresso afirmadas pelos respondentes.
Resarch on the return of recent Portuguese emigrants is scarce. In this paper, we present a study on return intentions based on a sample of 1,100 high-skilled Portuguese emigrant residents abroad, who answered an online survey carried out in 2017. The study presents contexts, protagonists, and the historical moment in which the intentions are revealed and the returns may occur. The analysis is centered on the return intentions according to age, residence country, period of immigration in the reception country, and other factors that, both in Portugal and in the destination country, contribute to explain the intentions of return by respondents.
