In an era of intense false impressions, cognitive limitations and imperfect information, where critical challenge is the management of procedural relationships among public procurement partners, it ...is essential to exploit and identify sources associated with decreasing transparency in competitive tendering. The paper is supported by quantitative approach, using structured questionnaire as a data collection technique in a cross-sectional design. In this study, respondents were public procurement practitioners from Local Governments of Singida and Dodoma Regions in Tanzania, while descriptive statistics, regression analysis and moderated regression analysis were employed to analyse data. From the study results, it can be observed bounded rationality as an important element in explaining the existence of false impressions, cognitive limitations and imperfect information to governing rules and regulations which open possibilities for malpractices and non-compliances in competitive tendering. This paper offers new insights relatively into the nature, size and dominancy of bounded rationality in transparency in translating dominancy of false impressions, cognitive limitations and imperfect information to accountability, integrity and value for money. It fills practical and theoretical gap on nature and source of bounded rationality outcomes and clarifies under which circumstances professionalism, legal infrastructures, information disclosure and trust can be distorted.
In Southern Africa due to unsystematically and uncoordinated regional value chain (RVCs), plenty of perishable agricultural products are lost because of spoilage and poor postharvest system ...misaligning upstream and downstream partners. Although appeal for increasing trade in Southern Africa region may seem plausible, there are strictly speaking no well-grounded economic reasons why perishable agricultural products trade should be an obsession. Broad-based inclusive RVCs through blockchaining perishable agricultural products could enable far more effective responses to region’s sustainable developmental challenges as it does in developed and emerging economies. Recently, the rise and expansion of inclusive RVCs and emphasis on blockchain has spurred major paradigm shift on revamping postharvest system. The investigate relevance of blockchaining initiatives towards inclusive RVCs to perishable agricultural products in Southern Africa. Through a quantitative research approach involving quantitative data collection methods, the research aims to assess the current challenges, opportunities, and perceptions regarding blockchain technology in the agricultural sector. Study findings practically and empirically contribute to excel blockchain for supporting development of inclusive and resilient value chains, providing insights for policymakers and stakeholders in promoting sustainable economic growth in Southern Africa’s agricultural sector.
This paper presents the structure and contexts of transaction costs and competitive tendering. The model is proposed as the first step in the development of a causal link between transaction costs ...and competitive tendering in the public sector. It draws upon the theory of open systems to build a structural framework. Concepts relevant to transaction costs and competitive tendering in the public sector are integrated into this framework. The subsequent papers will add concepts to the model and demonstrate a generic model fit for public practitioners, decision-makers, academicians, and bidders (suppliers, contractors, and service providers) to carry out their procurement activities in a systematic and planned manner.

The study determined the influence of trust on contract management at the University of Dodoma. The study employed a case study research design and involved 118 participants. The data were collected ...using questionnaires and interview methods. Quantitative data analysis was used. Quantitative data were subjected are subjected to statistical analysis using computer-based software, Statistical Package for Social Scientists (SPSS) version 20. The findings revealed that trust has statistical significance with contract management. The multiple linear regression findings revealed that trust is significantly associated with contract management, which implies the need for improving certainty, credibility, intimacy, cooperation, certainty, shared goals, reliability and self-orientation to ensure trust in contract management. Therefore, the study recommends that the University of Dodoma have to improve degree of trust in contract management regarding the procurement process. This enhances user knowledge of what to do to ensure effective contract implementation during the procurement process. The University of Dodoma should create an environment that enables users, PMU staff and suppliers to work friendly by providing a communication platform whereby people can communicate and share information. As a result, it builds trust and shows commitment.
