Рассмотрены основные направления национальной и конфессиональной политики П. Н. Врангеля в Крыму в 1920 г. Цель исследования – определение специфики реализации национальной и конфессиональной ...политики в период существования политического режима П. Н. Врангеля по отношению к различным группам населения. Методология исследования базируется на принципах критического анализа публикаций периодической печати и источников личного происхождения, многие из которых вводятся в научный оборот впервые. В частности, речь идет о практически не известных исследователям материалах крымских газет, выходивших в 1920 г. (таких как «Южные ведомости», «Таврический голос», «Крымский вестник» и др.) и мемуарах непосредственных участников событий из числа офицеров и местных обывателей. Названные материалы в силу специфики эпохи являются фундаментом для качественного изучения и понимания реализации государственной политики в этноконфессиональной сфере. Принципиальным новаторством представленной работы является комплексный подход к проблеме. Данная работа представляет попытку анализа действий национальных и этнических общин Крыма на завершающем этапе Гражданской войны. Авторами отмечено значение национального вопроса в деятельности правительства Юга России, а также определены исторически сложившиеся особенности региона, которые традиционно влияли на уклад жизни этнических и религиозных общин и с которыми приходилось считаться новой администрации. Основные результаты исследования связаны с демонстрацией следующих положений: режим П. Н. Врангеля, в отличие от режима А. И. Деникина, шел на принципиальные уступки в отношении к национальным и конфессиональным группам, уделяя особое внимание крымским татарам. В то же время на официальном уровне режим позиционировал себя в первую очередь как православный, что подчеркивалось в риторике его лидеров и пропаганде. Уделено внимание такому малоизвестному сюжету, как эмиграция отдельных этнических групп из Крыма в период существования режима П. Н. Врангеля.
The paper is devoted to the analysis of the current and the forecast of the prospective state of introducing digital technologies into the oil and gas mining industry of the Russian Arctic. The ...authors of the paper analyzed the global trends that define the process of digital technologies’ introduction into the oil and gas mining industry. They also reviewed the Russian companies’ experience in this sphere. The main trends and prospects for the development of oil and gas resources extraction in the Russian Arctic in the digitalization sphere were identified. Together with this, the researchers considered prospects for digital technologies’ introduction into the oil and gas industry, observing their competition with RES. As a result, the authors have come to the following conclusions: (1) in Russian companies, digitalization is being more actively introduced into the processes of general enterprise management. (2) The main purpose of Russian oil and gas sector digitalization is to increase the efficiency of business process management, while the key constraining factors of digitalization are the lack of qualified personnel, lack of material and technical base and cyber-security threats aggravation. (3) The prospects of introducing a new package of sanctions can become both an incentive for a qualitative leap in Russian software development/implementation and an obstacle to the development of Arctic projects due to their rise in price. (4) The COVID-19 pandemic factor is one of the incentives for the widespread introduction of production and various business processes automation in the oil and gas industry, as well as the development of digital communications. (5) The leader in the digital technology development industry among Russian oil and gas companies is “Gazprom Neft” PJSC, followed by “NK Rosneft” PJSC. (6) “Gazprom” PJSC continues to lag behind in the sphere of digitalization; however, qualitative changes here should be expected in 2022. (7) The “sensitivity parameters” influencing the industry digitalization process in the Arctic region are the high dependence on foreign technological solutions and software, characteristics of the entire Russian oil and gas industry, and the problem of ensuring cybersecurity in Arctic oil and gas projects and power outages. (8) For the Arctic regions, the use of RES as the main source of electricity is the most optimal and promising solution; however, hydrocarbon energy will still dominate the market in the foreseeable future.
The article is devoted to the problem of analysis of saving the national identity of the ethnic Polish group on the territory of the Olonets province (modern Republic of Karelia, Arkhangelsk and ...Leningrad Oblast) in the historical perspective. Basing on the analysis of the resources of personal nature (memoirs), as well as the Russian and Polish historiography the main distinguishing characteristics of the national Polish identity on the hostile social-cultural environment were studied. Due to the research the authors concluded that the driving force of preserving the national identity was the religious factor, opening itself in the activity of the exiled priests and such traditional Polish leisure activities such as: choral singing, reading of religious and secular national literature, organization is the educational process.
This paper analyses the process of transforming specialist training systems for oil and gas projects in the Arctic, which has been taking place within the structure of education in Russia over the ...past decade. Using classical methods of analysis, synthesis, and classification, the authors studied the main global trends in training personnel for the Arctic and the manifestations of these trends in the system of training Russian specialists. To identify the qualitative characteristics of the educational system development, the authors applied the survey method and composed a list of leading universities in training personnel for the Russian Arctic, as well as the “Arctic professions of the future”. As a result of the study, the authors came to the conclusion that global trends in training “Arctic personnel” show the need to develop an interdisciplinary approach, to form basic knowledge in Natural Sciences, to study the socio-cultural specifics of the region, to develop new educational standards, to implement the concept of ‘Life Long Learning’, to widely introduce digital technologies and to internationalize education. In general, the Russian personnel training system is adapting to changing conditions, in particular, some progress has been made in the formation of “digital” competencies and skills to work in a developed IT infrastructure. The introduction of “digital fields” has led to an increase in the demand for IT specialists in the Arctic oil and gas sector. With the help of an expert survey, it was revealed that in the future, the most popular professions, along with “drillers” and transport specialists, will be IT specialists who ensure the “digital fields” functioning. The leading Russian universities that train specialists for modern oil and gas projects in the Arctic have been identified. It is noted that not all leading industry universities in Russia are participating in international educational projects and organizations. There is skepticism about the internationalization of education.
The paper discusses Roald Amundsen’s discoveries in the sphere of knowledge about the Earth’s magnetic field, made during the Arctic expedition of 1903-1906. A historical overview of previous ...discoveries made by scientists in the process of studying Geomagnetism is given. The research is based on the study and analysis of R. Amundsen’s memoirs about the expedition. The authors consistently consider the stages of the expedition along the Northwest passage in 1903-1906 and its results. The significance of the geomagnetic characteristics obtained in this expedition is shown. Attention is paid to the phenomenon of magnetic poles drift, and the process of its discovery is described in detail. Amundsen’s discovery of magnetic drift gave an invaluable impetus for further Geomagnetism development, which is also briefly considered. Observations made by Roald Amundsen helped to take a new look at the existing scientific picture of the world, to challenge the traditional model of the Earth structure and to construct a new and, in many ways, revolutionary scheme. As a result of the research, the authors of the paper come to the conclusion that the expedition of 1903-1906 is one of the greatest scientific breakthroughs of that time, also in the sphere of Geophysics. Scientists processed the recorded characteristics of the magnetic field in the Arctic until the 30s of the 20

century. This huge flow of data allowed to supplement the existing maps with magnetic declination and inclination readings in the studied area, and thus to simplify further development of the Arctic region.
In 2023, Empress Catherine II Saint Petersburg Mining University – the first higher technical educational institution in Russia – turns 250 years. Any significant anniversary is an occasion to look ...back, analyze and evaluate the way traveled. The article analyzes the main achievements of the Mining University on the basis of statistical material from the moment of the foundation of the Mining School to the present day: educational and pedagogical experience in the education and training of mining specialists, scientific and technical intelligentsia; the outstanding contribution of its scientists, graduates to the establishment and development of the mineral resource complex of Russia, in strengthening the country's defense power, the creation of scientific schools. The first part of the article provides data on the number of graduates for different periods of the history of the university, shows the dynamics of their number growth, the peculiarities of learning. According to the authors, over 250 years, about 99 thousand engineers and mining specialists have been prepared in the university. The second part of the article is devoted to the characteristics of the teaching staff, in which a special place is occupied by his favorites, who have become outstanding scientists, academicians and corresponding members of the Academies of Sciences. Those of them who have devoted more than a dozen years of their lives to teaching within the walls of the university are noted. The final part shows the main scientific achievements of the university: the organization of scientific societies, the development of scientific schools, research institutes, etc. About 200 graduates of the Mining University have been awarded State Prizes for their contribution to the development of science and technology. The work of dissertation councils was noted, in which more than 5 thousand dissertations have been defended since 1943.
This paper examines the main directions of P. N. Wrangel’s national and confessional policy in Crimea in 1920. The study aims to determine the specifics of national and confessional policy ...implementation during P. N. Wrangel’s political regime regarding various population groups. The research methodology relies on the principles of critical analysis of periodicals and private sources, many of which have never been studied previously. More particularly, the authors talk about data from Crimean newspapers published in 1920 (such as Yuzhnye Vedomosti, Tavricheskiy Golos, Krymskiy Vestnik, etc.), which are practically unknown to researchers, as well as the memoirs of the participants of the events, i. e. officers and residents. Due to the peculiarities of the era, these materials are the foundation for the qualitative development and understanding of the state policy implementation in the ethno-confessional sphere. The fundamental innovation of this work is a comprehensive approach to the issue. The authors try to analyse the actions of the national and ethnic communities of Crimea at the final stage of the Civil War. They emphasise the importance of the national question in the activities of the government in the South of Russia, as well as identify the historical features of the region, which traditionally influenced the ethnic and religious lifestyle, which the new administration could not disregard. The main results of the study are related to the demonstration of the following provisions: in contrast to A. I. Denikin’s regime, P. N. Wrangel’s regime made fundamental concessions regarding national and confessional groups, paying attention to the Crimean Tatars. At the same time, at the official level, the regime positioned itself primarily as Orthodox, which was emphasised in its leaders’ rhetoric and propaganda. Attention is paid to such a little-known story as the emigration of certain ethnic groups from Crimea during P. N. Wrangel’s regime.

The article analyzes how the main factors influence the competitiveness of the economy. In constructing the model, three assumptions are introduced: a) there is a prehistory of the process, i.e. the ...variables that evaluate the competitiveness of the economy at the time t, also affect the values of previous periods; b) there is a mutual influence (interdependence) between the variables that evaluate the competitiveness of the economy; c) the variables that evaluate the competitiveness of the economy are influenced by internal and external factors. The national economy competitiveness model is a system of four interconnected econometric equations. The article selects the following endogenous variables that evaluate the competitiveness of the national economy: the volume of GDP per capita; the volume of industrial production; the volume of exports by national companies; the index of human development. The article describes the method of finding the coefficients of interconnected econometric equations.
The article analyzes the construction of the image of the Grand Duchy of Lithuania in the Lithuanian socio-political thought of the late XIX – first quarter of the XX century on the example of the ...Lithuanian newspapers «Auszra» and «Varpas». The article discusses the main elements of image construction: outstanding princes, victories over enemies, Lithuanian language and culture. Based on the analysis of newspaper texts, it is concluded that the cornerstone of Lithuanian historical memory has always been the image of the heroic past of the Grand Duchy of Lithuania: the heroes of the past have become a source of values and ideals, and the political history of the state is the foundation for the restoration of state sovereignty. The authors trace the manifestation of the construction of the historical memory of Lithuania on the basis of the past of the Grand Duchy of Lithuania and the idea of the national revival of Lithuania from the newspapers of the 1880s, through the poetry of Maironis and to the creativity of the signatories of the Act of Independence of Lithuania, among whom there were many historians.
IOP Publishing Limited ("IOPP") is retracting this paper following an investigation which resulted from a reader complaint.
