The purpose of this research is to recommend theoretical and program basis for the new economic policy for the purposes of overcoming the recession and enabling the recovery of production in the ...Croatian economy. Furthermore, the goal is to show that the results of this study provide the economic policy with a guidance to the consistent and direct answer on relevant issues in resolving the undesired state of economy. This includes other issues relevant for the society as well. The achievement of these goals is feasible by scientific method of analysis incorporated by activities of economic policy based on fundaments of modern theory. This refers to its fiscal and monetary content in particular and their modern pragmatism. The results of the research show that the causes of recession and economic crisis in Croatia only partly refer to the external origin, and are dominated by internal factors. Among those factors the crucial one is the application of the so called 'stabilization program' in 1993 and related policy of overvalued and stable exchange rate. The main conclusion of the research is that it is necessary to abandom the neoliberal concept of economic policy and its monetarist content (anchor policy). Without such an action it is not possible to stop recession and direct production towards recovery. The objective of this research is to analyze the relationship between government budget spending and the effect on the growth and structure of the GDP of Croatia during the past two decades. The ...starting working assumption (hypothesis) is that the volume of total budget expenditure (including the foreign borrowing) has not been realizing appropriate effect on GDP growth. In the analysis of these relationships we primarily use the method of vector autoregressions (VAR). The main result of the analysis showed that, in accordance with theoretical assumptions, the structure of expenditures is essential for the effects of budgetary spending on economic growth. We determine the positive effects of investment spending and purchases of goods and services and the negative effects of other categories of current spending. The reduction of capital expenditures during the recession presents a particularly adverse trend, which reduces the rate of growth of the economy in the long and short term. A fundamental conclusion of the research is that the budget expenditures have not adequately affected the GDP growth. Therefore, it is possible to affect the economic growth by changing the structure of budgetary spending, as well as directing public borrowing to investment financing.
At its Annual General Meeting, held at the beginning of 2013, the Scientific Society of Economists decided to organize and carry out a study into the causes and possible remedies for social ...disparities and poverty in the Republic of Croatia. It was also decided the results of this research would be discussed in a plenary session at the next annual general meeting, to be held in early 2014. These tasks have been carried out successfully. Therefore, starting from the results of this research, the open discussion and the scientific notions of the roots and principles as well as the methods of addressing social inequalities and poverty in modern societies, the Annual General Meeting of the SSE considers itself called upon and duty-bound to point out the following: 1. European causal reflections on Croatian social realities, 2. state of social relations in Croatia, 3. the causes of social inequality in Croatia, 4. strategy and measures for overcoming the unacceptable social and income imbalances in Croatian society.

The autumn in 2003, economic science, not only in Croatia, but worldwide, was struck by another heavy earthquake with an echo like the one when casting down centuries-old oak trees. At the end of ...2003, Branko Horvat, Professor Emeritus passed away (died on Dec 18, 2003), the founder and president of the Scientific Association of Economists and Academician Jakov Sirotkovic had passed away the year before. Horvat is remembered as the world's scientific authority, and there might be only few who are not aware of that fact. Furthermore, among other things, his enormous scientific work contributed to the coexistence of socialist self-management and modern market economic system. It should be recognized that by the departure of Horvat and Academician Jakov Sirotkovic a year earlier, the economic science has lost its breath. And, on the other hand, the existing scene is arrogance and fascination with the socio-economic framework of the ruling neo-liberal ideology, above all permeated by ignorance.

“Flexible Fourier Stationary Test in GDP per capita for Central Eastern European Countries” grupe autora Hsu-Ling Chang, Chi-Wei Su, Meng-Nan Zhu, objavljenog u našem časopisu Zbornik radova Ekonomskog fakulteta u Rijeci, časopis za ekonomsku teoriju i praksu/ Proceedings of Rijeka Faculty of Economics, Journal of Economics and Business, 2011, vol. 29 (1), str. 51-63 i gotovo istovremeno u časopisu Eastern European Economics, 2011, vol. 49 (3), str. 54-65.
U kontaktu s urednikom časopisa Eastern European Economics (EEE), profesorom Josefom C Bradom otkrili smo da je spomenuti članak istovremeno poslan u oba časopisa, s tim da je prije objavljen u EEE, a potom u našem časopisu.
Zajedničkom analizom s profesorom Bradom, ustanovili smo da se radi o potpuno istom članku ako se izuzmu neznatne razlike vjerojatno nastale tijekom uredničke obrade prije objavljivanja. Nadalje, jedina uočljiva razlika je u naslovu i u činjenici da su u našem časopisu navedena tri autora, a u EEE-u dva. Ovdje želimo napomenuti da je sama činjenica istovremenog prosljeđivanja članka u oba časopisa dovela do nemogućnosti detektiranja tog slučaja za vrijeme postupka recenzije.
Urednički odbor želi obavijestiti svoje uvaženo čitateljstvo da smo poduzeli sve potrebne mjere da se objavljeni članak povuče iz publikacije prema svim etičkim načelima uz napomenu da je svaka daljnja suradnja s autorima članka prekinuta.
Iako u ovom slučaju ni EEE niti naš časopis nisu imali mogućnost spriječiti dvostruko objavljivanje, upućujemo svojim čitateljima duboku ispriku.
