As climate change causes unprecedented dislocation from flooding and sea-level rise, a new legal regime for climate retreat (i.e., shifting human settlement from severe climate risk zones) is ...developing. Buyout laws, such as FEMA's Hazard Mitigation Grant Program, fund government acquisitions of severely flood-impacted homes, enabling owners to relocate, and require localities to rezone acquired land as open space. Despite the growing interest in flood buyouts as a tool for climate change adaptation, there has been little attention by policymakers or scholars to the capacity of buyouts to incentivize "buy ins" to flood zones by subsidizing flood risk-taking-a problematic irony given buyouts' increasing role in climate retreat. This Article reconceptualizes buyouts from their current focus on dispossession to a form of climate transition relief that balances incentive effects against individual losses. Specifically, this Article advocates for a presumption against buyouts for flooded homeowners in order to curb incentives for high-risk housing choices. This reform would carve out a significant exception for low-income residents of floodplains and means test buyouts. In the face of severely constrained housing choice, unaffordable flood insurance, and high marginal costs from property loss, this group is less vulnerable to incentive distortion from compensation and more vulnerable to harm from dislocation. While this Article focuses on flood buyouts, the model of climate transition relief I propose can inform climate compensation and retreat policymaking more broadly.
Bronchiolitis obliterans syndrome (BOS) is a major complication of lung transplantation that is associated with poor survival. The International Society for Heart and Lung Transplantation, American ...Thoracic Society, and European Respiratory Society convened a committee of international experts to describe and/or provide recommendations for 1) the definition of BOS, 2) the risk factors for developing BOS, 3) the diagnosis of BOS, and 4) the management and prevention of BOS. A pragmatic evidence synthesis was performed to identify all unique citations related to BOS published from 1980 through to March, 2013. The expert committee discussed the available research evidence upon which the updated definition of BOS, identified risk factors and recommendations are based. The committee followed the GRADE (Grading of Recommendation, Assessment, Development and Evaluation) approach to develop specific clinical recommendations. The term BOS should be used to describe a delayed allograft dysfunction with persistent decline in forced expiratory volume in 1 s that is not caused by other known and potentially reversible causes of post-transplant loss of lung function. The committee formulated specific recommendations about the use of systemic corticosteroids, cyclosporine, tacrolimus, azithromycin and about re-transplantation in patients with suspected and confirmed BOS. The diagnosis of BOS requires the careful exclusion of other post-transplant complications that can cause delayed lung allograft dysfunction, and several risk factors have been identified that have a significant association with the onset of BOS. Currently available therapies have not been proven to result in significant benefit in the prevention or treatment of BOS. Adequately designed and executed randomised controlled trials that properly measure and report all patient-important outcomes are needed to identify optimal therapies for established BOS and effective strategies for its prevention.

Abstract
Rent-control laws limiting the rents private landlords can charge tenants are controversial in the United States. Critics have condemned rent control’s mandated wealth transfer from ...landlords to tenants, and economists have decried its negative effects on rental supply and quality. With the advent of the sharing economy, rent-controlled tenants can rent out their below-market units for short durations at market-level or premium prices, a practice I term “rent control sharing.” The reaction to rent-controlled tenants pocketing money from Airbnb and other homesharing sites at the expense of their hapless landlords has been negative. Yet, the sharing economy has not changed an essential feature of rent control: the redistribution of wealth from landlord to tenant. Instead, Airbnb and similar platforms have altered the form of the redistribution and the legal relations between landlord and tenant, and increased the salience of the wealth transfer from landlord to tenant. As a result, rent control sharing collides with public preferences for in-kind redistribution and stronger legal protections for property used personally or intimately. This Article explores how rent control sharing accentuates some of the flaws of rent control and fuels the debate over rent control’s future.
We have analysed the XMM-Newton and Chandra data overlapping ~16.5 deg... of Sloan Digital Sky Survey Stripe 82, including ~4.6 deg2 of proprietary XMM-Newton data that we present here. In total, ...3362 unique X-ray sources are detected at high significance. We derive the XMM-Newton number counts and compare them with our previously reported Chandra logN-logS relations and other X-ray surveys. The Stripe 82 X-ray source lists have been matched to multiwavelength catalogues using a maximum likelihood estimator algorithm. We discovered the highest redshift (z = 5.86) quasar yet identified in an X-ray survey. We find 2.5 times more high-luminosity (...) AGN than the smaller area Chandra and XMM-Newton survey of COSMOS and 1.3 times as many identified by XBo...tes. Comparing the high-luminosity active galactic nuclei (AGN) we have identified with those predicted by population synthesis models, our results suggest that this AGN population is a more important component of cosmic black hole growth than previously appreciated. Approximately a third of the X-ray sources not detected in the optical are identified in the infrared, making them candidates for the elusive population of obscured high-luminosity AGN in the early universe. The theory that one's home is a psychologically special form of property has become a cherished principle of property law, cited by legislators and touted extensively in the legal scholarship. ...Influential scholars, most notably Margaret Radin, have asserted that ongoing control over one's home is necessary for an individual's very personhood and ability to flourish in society. Other commentators have expounded a communitarian vision of the home as rooting individuals in communities of close-knit social ties. Remarkably, the legal academy has accepted these theoretical accounts of the home without demanding a shred of empirical evidence. The misplaced belief in the psychological primacy of the home has encouraged the overproduction of home-protective legislation and added a gloss of moral legitimacy to rent seeking. In light of the political groundswell to "save homes" and the social costs of residential protectionism, it is time for a critical reexamination of the psychological importance attributed to the home. Drawing on the research literature in psychology, sociology, and demography, this Article argues that there is scant evidence to support the theory that one f s home is a special object that constitutes psychological personhood or enables a rich web of territorial relationships. The psychology research illustrates the primacy of social relations, not possessions, to self and flourishing. The sociological and demographic data indicate that closely-knit, low-turnover territorial neighborhoods are the exception, not the norm. In view of the high costs and limited psychological benefits of protectionism, I advance an evidencebased and minimal approach to residential protection.
We present results of a ground-based near-infrared campaign with Palomar TripleSpec, Keck NIRSPEC, and Gemini GNIRS to target two samples of reddened active galactic nucleus (AGN) candidates from the ...31 deg2 Stripe 82 X-ray survey. One sample, which is ∼89% complete to (Vega), consists of eight confirmed AGNs, four of which were identified with our follow-up program, and is selected to have red R − K colors ( , Vega). The fainter sample ( , Vega) represents a pilot program to follow-up four sources from a parent sample of 34 that are not detected in the single-epoch SDSS catalog and have WISE quasar colors. All 12 sources are broad-line AGNs (at least one permitted emission line has an FWHM exceeding 1300 km s−1) and span a redshift range . Half the (R − K)-selected AGNs have features in their spectra suggestive of outflows. When comparing these sources to a matched sample of blue Type 1 AGNs, we find that the reddened AGNs are more distant ( ), and a greater percentage have high X-ray luminosities ( erg s−1). Such outflows and high luminosities may be consistent with the paradigm that reddened broad-line AGNs represent a transitory phase in AGN evolution as described by the major merger model for black hole growth. Results from our pilot program demonstrate proof of concept that our selection technique is successful in discovering reddened quasars at missed by optical surveys.
ABSTRACT Capitalizing on the all-sky coverage of WISE and the 35% and 50% sky coverage from Sloan Digital Sky Survey and Pan-STARRS, respectively, we explore the efficacy of mR (optical) - ...(mid-infrared), hereafter , as a color diagnostic to identify obscured supermassive black hole accretion in wide-area X-ray surveys. We use the ∼16.5 deg2 Stripe 82 X-ray survey data as a test bed to compare with R − K, an oft-used obscured active galactic nucleus (AGN) selection criterion, and examine where different classes of objects lie in this parameter space. Most stars follow a well-defined path in R − K versus space. We demonstrate that optically normal galaxies hosting X-ray AGNs at redshifts can be recovered with an color cut, while they typically are not selected as AGNs based on their colors. Additionally, different observed X-ray luminosity bins favor different regions in parameter space: moderate-luminosity AGNs (1043 erg erg s−1) tend to have red colors, while the highest-luminosity AGNs ( erg s−1) have bluer colors; higher spectroscopic completeness of the Stripe 82X sample is needed to determine whether this is a selection effect or an intrinsic property. Finally, we parameterize X-ray obscuration of Stripe 82X AGNs by calculating their hardness ratios (HRs) and find no clear trends between HR and optical reddening. Our results will help inform best-effort practices in following up obscured AGN candidates in current and future wide-area, shallow X-ray surveys, including the all-sky eROSITA mission.
ABSTRACT Some reddened quasars appear to be transitional objects in the paradigm of merger-induced black hole growth/galaxy evolution, where a heavily obscured nucleus starts to be unveiled by ...powerful quasar winds evacuating the surrounding cocoon of dust and gas. Hard X-ray observations are able to peer through this gas and dust, revealing the properties of circumnuclear obscuration. Here, we present NuSTAR and XMM-Newton/Chandra observations of FIRST-2MASS-selected red quasars F2M 0830+3759 and F2M 1227+3214. We find that though F2M 0830+3759 is moderately obscured (NH,Z = (2.1 0.2) × 1022 cm−2) and F2M 1227+3214 is mildly absorbed ( cm−2) along the line of sight, heavier global obscuration may be present in both sources, with cm−2 and <5.5 × 1023 cm−2 for F2M 0830+3759 and F2M 1227+3214, respectively. F2M 0830+3759 also has an excess of soft X-ray emission below 1 keV, which is well accommodated by a model where 7% of the intrinsic X-ray emission from the active galactic nucleus (AGN) is scattered into the line of sight. While F2M 1227+3214 has a dust-to-gas ratio (E(B - V)/NH) consistent with the Galactic value, the value of E(B - V)/NH for F2M 0830+3759 is lower than the Galactic standard, consistent with the paradigm that the dust resides on galactic scales while the X-ray reprocessing gas originates within the dust sublimation zone of the broad-line region. The X-ray and 6.1 m luminosities of these red quasars are consistent with the empirical relations derived for high-luminosity, unobscured quasars, extending the parameter space of obscured AGNs previously observed by NuSTAR to higher luminosities.
In situ electron microscopy is an effective tool for understanding the mechanisms driving novel phenomena in 2D structures. However, due to practical challenges, it is difficult to address these ...technologically relevant 2D heterostructures with electron microscopy. Here, we use the differential phase contrast (DPC) imaging technique to build a methodology for probing local electrostatic fields during electrical operation with nanoscale spatial resolution in such materials. We find that, by combining a traditional DPC setup with a high-pass filter, we can largely eliminate electric fluctuations emanating from short-range atomic potentials. Using a method based on this filtering algorithm, a priori electric field expectations can be directly compared with experimentally derived values to readily identify inhomogeneities and potentially problematic regions. We use this platform to analyze the electric field and charge density distribution across layers of hBN and MoS2.
ABSTRACT We release the next installment of the Stripe 82 X-ray survey point-source catalog, which currently covers 31.3 deg2 of the Sloan Digital Sky Survey (SDSS) Stripe 82 Legacy field. In total, ...6181 unique X-ray sources are significantly detected with XMM-Newton (>5 ) and Chandra (>4.5 ). This catalog release includes data from XMM-Newton cycle AO 13, which approximately doubled the Stripe 82X survey area. The flux limits of the Stripe 82X survey are 8.7 × 10−16 erg s−1 cm−2, 4.7 × 10−15 erg s−1 cm−2, and 2.1 × 10−15 erg s−1 cm−2 in the soft (0.5-2 keV), hard (2-10 keV), and full bands (0.5-10 keV), respectively, with approximate half-area survey flux limits of 5.4 × 10−15 erg s−1 cm−2, 2.9 × 10−14 erg s−1 cm−2, and 1.7 × 10−14 erg s−1 cm−2. We matched the X-ray source lists to available multi-wavelength catalogs, including updated matches to the previous release of the Stripe 82X survey; 88% of the sample is matched to a multi-wavelength counterpart. Due to the wide area of Stripe 82X and rich ancillary multi-wavelength data, including coadded SDSS photometry, mid-infrared WISE coverage, near-infrared coverage from UKIDSS and VISTA Hemisphere Survey, ultraviolet coverage from GALEX, radio coverage from FIRST, and far-infrared coverage from Herschel, as well as existing ∼30% optical spectroscopic completeness, we are beginning to uncover rare objects, such as obscured high-luminosity active galactic nuclei at high-redshift. The Stripe 82X point source catalog is a valuable data set for constraining how this population grows and evolves, as well as for studying how they interact with the galaxies in which they live.
