Smart cities have emerged as a possible solution to sustainability problems deriving from rapid urbanization. They are considered imperative for a sustainable future. Despite their recent popularity, ...the literature reveals the lack of conceptual clarity around the term of smart city, due to the plethora of existing definitions. This comprehensive literature review has identified 43 smart city definitions assessed according to the dimensions of sustainability that they consider, environmental, economic or social, and the priority in which they accord the concept of sustainability. The study revealed the common and opposite characteristics of the definitions according to the sustainability dimensions they consider and discussed the limitations they present. Such limitations appear to be related to citizen accessibility, misrepresentation and the particularity of existing urban fabrics. Taking into account these issues, as well as the difference between the smart city vision and its actual implementation, a new updated definition is proposed. The findings of the present study contribute to knowledge and practice by aiding conceptual clarity and, in particular, by drawing attention to underlying assumptions about the role of sustainability in smart city development.
This paper introduces a conceptual framework aiming to broaden the discussion on resilience for the design of public services. From a theoretical point of view, the paper explores service design with ...a Systems Thinking lens. A multi-contextual perspective aiming to analyze, decompose, and design smart cities services where resilience is an input at the service design level is described and the four diamonds-of-context model for service design (4DocMod) is introduced. This service model accommodates various actors' contexts in public service design and consists of four design artefacts, the diamonds (<inline-formula> <tex-math notation="LaTeX">\boldsymbol {S} </tex-math></inline-formula>ee, <inline-formula> <tex-math notation="LaTeX">\boldsymbol {R} </tex-math></inline-formula>ecognize, <inline-formula> <tex-math notation="LaTeX">\boldsymbol {O} </tex-math></inline-formula>rganize, <inline-formula> <tex-math notation="LaTeX">\boldsymbol {D}\text{o} </tex-math></inline-formula>). From a practical point of view, guidelines for the application of the 4DocMod service model extension for resilience are described along with two case studies addressing the recent COVID-19 pandemic that illustrates a clear situation of resilience with insights in multiple contexts. According to the findings of this paper, it is obvious that resilience is not "just" a request. Instead, it plays a higher role within the service system. It is not "just" another Context, either. Instead, it goes through many contexts with different circumstances. In this manner, it is possible to address the qualities through which actors can become resilient, at the service design stage, to ensure continuity of the public services in times of emergency. As our approach using the 4DocMod is proposing, resilience may be is achieved when specific properties are provisioned at information service design level.

PurposeSmart city projects typically operate in consortia of actors that lead to the co-creation of jointly owned intellectual property (IP) and data. While IP and data are significant for economic ...development, there are very limited studies on their co-ownership regimes especially on co-ownership of open data and open intellectual property. This study address this gap.Design/methodology/approachThis study is qualitative. In total, 62 in-depth semi-structured interviews were carried out, with predominantly senior members of organisations actively involved in smart city projects. Thematic analysis was used to analyse the data.FindingsThere are three models of co-ownership of IP and data: contractual joint ownership, undetermined or not-yet-determined ownership and open ownership. Each ownership model impacts differently the value-in-use. The relationships between actors in the consortia affect the way in which they co-create IP and data.Originality/valueThis study demonstrates how projects that operate in new models of innovation-led consortia produce new types of resources that are not simply co-created but co-owned. Co-owned resources have different value-in-use for each one of the different actors, independently of the fact that they jointly own them. This is influenced by the type of ownership model and predisposition of the actors to initially share resources and be flexible. Co-owned resources may generate future value propositions, act as interconnected operant resources and lead to the creation of new business models.
Purpose
The COVID-19 pandemic started a new era in understanding the topic of resilience and adaptability. The human society has not faced such a widespread global challenge until now. This paper ...aims to address a context change influenced by the COVID-19 pandemic, using a case study in high education. While the character of the issues emerging is the same as in any other domain, in high education, the principles and consequences can be more directly studied and analyzed.
Design/methodology/approach
This paper describes a framework to evaluate how the context of the tertiary education service has been disrupted and the influence on the adherence of the students to the educational process, via primary quantitative data collection. This paper tackles the problem of distinguishing the change in context and context change and the possibility of system reconfiguration.
Findings
To properly face the evolving conditions induced by the pandemic, the education service system must be aligned to the imposed emergency situations, trying to “find” where the changes have emerged, i.e. what kind of reconfiguration is, whether it appears in the goals or in the service system itself. Furthermore, this study discusses how the findings can be valuable and applied to situations beyond the pandemic, in other cases of context disruption to highlight how general the service activities are within our reconfiguration approach.
Originality/value
From a theoretical point of view, this work is in line with main assumptions of system thinking, by confirming several insights of service systems’ behavior, even in a logic of B2B interactions (from the offer side); first in terms of openness and adaptation, in addition to readiness to change and – when and how – this change can occur. From a practical point of view, this paper’s contribution is directed toward achieving the more successful change management process, as reached together by motivated partners working hard for a common final goal. Realizing that the pandemic has brought a completely new context of education, managers should focus now on monitoring all aspects of the education business, not only directly affected projects and processes.
Abstract Background This study aimed to investigate the distribution and changes of HER2 status in untreated tumours, in residual disease and in metastasis, and their long-term prognostic ...implications. Methods This is a population-based cohort study of patients treated with neoadjuvant chemotherapy for breast cancer during 2007–2020 in the Stockholm–Gotland region which comprises 25% of the entire Swedish population. Information was extracted from the National Breast Cancer Registry and electronic patient charts to minimize data missingness and misclassification. Results In total, 2494 patients received neoadjuvant chemotherapy, of which 2309 had available pretreatment HER2 status. Discordance rates were 29.9% between primary and residual disease (kappa = 0.534), 31.2% between primary tumour and metastasis (kappa = 0.512) and 33.3% between residual disease to metastasis (kappa = 0.483). Adjusted survival curves differed between primary HER2 0 and HER2-low disease ( p < 0.001), with the former exhibiting an early peak in risk for death which eventually declined below the risk of HER2-low. Across all disease settings, increasing the number of biopsies increased the likelihood of detecting HER2-low status. Conclusion HER2 status changes during neoadjuvant chemotherapy and metastatic progression, and the long-term behaviours of HER2 0 and HER2-low disease differ, underscoring the need for obtaining tissue biopsies and for extended follow-up in breast cancer studies.
This study introduces AI-based models in prediction and risk assessment of early cardiac dysfunction in older breast cancer patients, as a side-effect of their cancer treatment. Using only features ...extracted during the baseline evaluation of each patient the proposed methodology could predict a decline in LVEF values in 4 different follow-up intervals during the first year after treatment initiation (i.e. months 3-12), with a mean accuracy of 66.67% and up to 73.55%. Selected baseline predictive factors were ranked according to their prevalence in the evaluation experiments, replicating the importance of various cardiac disorders at baseline, LVEF value and a higher age, which are all previously reported, while introducing Diabetes as an important risk factor.Clinical Relevance- Healthcare providers can better assess cardiovascular health status and risk of cardiotoxicity in the cancer treatment continuum. This will enable timely intervention and close monitoring on high risk patients while saving resources for low risk patients.
