The largest ongoing river training project in Switzerland, the so-called Third Correction of the Rhone in the Valais, builds on nature-based solutions (river enlargements and renaturation) while ...official documents and discourses also refer to an ill-defined notion of “sustainable security” and the goal of controlling floods. Drawing on qualitative data from stakeholder interviews and analysis of official documents, this paper examines the concept of sustainable security, as it is applied to the river project in terms of a balance between security and environmental concerns, the relationship between the three pillars of sustainability, and the opportunities of the population to debate the spatial development of the Rhone Valley. We argue that legal provisions, the dominance of security concerns and technocratic framings of the project foreclose more substantive political debate on the sustainable future of the hydrosocial territory of the Rhone Valley.
In the growing field of urban political ecology, so far not much attention has been paid to air-quality and related policies. In this paper I examine the recent far-reaching air-pollution policies in ...India's capital, as well as the role of environmental nongovernmental organizations and judicial activism, in view of their implications for different groups of the urban population. I analyze these policies in the wider context of Delhi's ongoing strive for ‘city beautification’ and for changing (environmental) governmentalities, and reveal a marked middle-class bias in the environmental and judicial activisms practised, which also contributes to the refining of the boundary between public and private environments. Furthermore, it is argued that air quality with its complex sociospatial patterns plays a significant part in the coproduction of urban ‘socioenvironments' that needs to be addressed in political-ecological studies.
Solid waste management is often perceived as one of the most pressing environmental problems facing local governments in urban India and elsewhere in the global south. However, solid waste is not ...simply a managerial problem but is in many ways a highly political issue that involves diverse political actors at different scales. Particularly at the local level, solid waste management can also be a key part of broader political strategies, acting through its unique materiality as an environmental artefact and social relic. In this paper, we use an urban political ecology approach to examine a recent segregation-at-source project in a small town in West Bengal as a lens to understand more general multi-scalar, socio-political urban processes. Drawing primarily upon qualitative field research, the paper shows how diffuse forms of power and different governmentalities were applied between and within state-level government agents, municipal authorities, local waste workers and local communities to implement and (re)shape this project. The research points to the complexity of urban environmental governance and everyday politics in which action repertoires ranging from threats, the creation of environmental and hygienic subjects, moral appeals and economic rationality, underpinned by the harmful character of waste and by socio-cultural imaginaries thereof, (re)produced uneven political ecologies of waste between and within different neighbourhoods of the city.
Urban ponds in India have for a long time been used for multiple purposes and have been accessible to a wide range of social groups; they thus often represent an urban commons. However, recent ...transformations of urban ponds into infrastructure that serves more limited uses have been accompanied by enclosure and social exclusion. Using an urban political ecology approach that is enriched with the concepts of environmental imaginaries and (un)commoning, this paper examines the ideational foundations and societal mechanisms underpinning the transformation of the pondscape of Navsari, a small city in the state of Gujarat. Based on interviews and field observations, the study found that the small-town elite’s imaginary of the 'modern city' underpinned the shift to the ponds becoming part of Navsari’s drinking water infrastructure; this led to the enclosure of the ponds and thus the ideational and physical separation of residents from these waterbodies and the exclusion of traditional user groups. This socio-ecological transformation of the pondscape, however, was not characterised by simple, linear processes of uncommoning driven by local elites: the dismantling of the urban commons (in the form of waste dumping by multiple actors) largely preceded the creation of infrastructure; enclosures and exclusions remained imperfect and spatially variable; and in some places informal resource-use rules continued or were recreated by local communities. This research points to how important it is for urban political ecology to consider the imaginaries and practices of multiple actors – including those beyond the metropolitan areas – in the construction of a nuanced narrative of dispossession in the neoliberal city.
ABSTRACT
India's oilseeds sector, which includes its coconut economy, experienced drastic changes in the wake of agricultural liberalization in the mid‐1990s. A persistent coconut crisis ‘narrative’ ...emerged after sharp price declines between 2000 and 2002 in which small farmers in the state of Kerala, India's main coconut producer, were identified as victims of the liberalized importation of cheap palm oil. This article describes this crisis narrative based on a literature review of academic and official reports, and challenges its problem analysis by juxtaposing it with information from ethnographic research with local farmers and traders. The research indicates that local labour shortages and increased regional competition also had a strong impact on Kerala's coconut market, production and processing, which varied from region to region. Furthermore, small farmers, with their diversified livelihoods, did not recognize a ‘crisis’ as such. Drawing upon the ‘advocacy coalition framework’, the article also indicates reasons for the emergence and persistence of the coconut crisis narrative and points to complex processes of restructuring social space in the age of globalization.
Urban parks in India are often discussed as positive environmental projects, and their creation appears as unproblematic in public discourse. This paper presents the creation of a municipal park in a ...small city in Gujarat, India. Using insights from history and architecture, we stress the importance of reading parks as political and to some extent ideological projects in the larger context of city-making. The political ecology and history of the particular park studied here allow us to problematise the socio-ecological project of urban "beautification" via park creation. The municipal park, established in the centre of a small urban agglomeration after displacing a slum settlement from the site, is - as we argue - an integral part of a local geography of power. As such it expresses several registers of values upheld by local elites and brings into focus highly conflictive social relations. The case study contributes to further developing a situated urban political ecological approach that starts theorising cities from the South. It moreover offers a critical perspective on the understudied urban nature of small towns.

India’s 74th Constitutional Amendment obliges state governments to devolve responsibilities related to urban environmental resources and services to the Urban Local Bodies. However, the existing ...literature points to deficiencies in urban decentralization, including a mismatch between resources and responsibilities, financial constraints, and a lack of capacities at the municipal level. This article, based on comparative fieldwork and analysis of environmental governance in four small cities in Gujarat and West Bengal, two states representing contrasting subnational political regimes, largely confirms the literature on urban decentralization, but it also shows important differences between the two states. Municipal governance reflects state-level regime types to some extent: While an efficient local and parastatal bureaucracy spearheads investments in environmental infrastructure in Gujarat, relatively autonomous elected municipal councillors in West Bengal guide a widely spread creation of small environmental assets. The availability of more untied funds at the local level in Gujarat than in West Bengal leads to more pronounced intra-state variation and opens possibilities for more substantial municipal agency.

This paper aims to provide a theoretical rationale for the development and implementation of a Foucauldian ap-proach to the UPE of water. We show how a Foucauldian approach could shed light on the hydro-social cycle and could be the basis of a specific form of scholarly political engagement.
Democratic decentralization and community participation often stand at the center of an agenda of “good governance” that aims to reduce corruption and increase the state’s accountability to its ...citizens. However, this paper suggests based on empirical studies on the Employment Assurance Scheme in rural West Bengal that the strength of upward accountability (especially to political parties) is as crucial as downward accountability to communities. When these vertical accountabilities are weak, horizontal accountability structures between local civil society and officials can mutate into networks of corruption in which “community” actors become accomplices or primary agents.
Waste generation in Sub-Saharan Africa is increasing rapidly. While biodegradable waste remains predominant, it is rarely treated separately by municipal solid waste management systems, thus ...foregoing the possibility to reduce the volume going to landfills or dumpsites. This paper discusses the unique case of the small city of Dschang, Cameroon, where the municipality operates two central composting plants that treat about 20% of the city’s household and restaurant waste. Using Urban Political Ecology and Social Practice Theory, this article studies waste flows, waste practices, material arrangements, power relations, social norms, institutional dynamics, and policies to identify opportunities and obstacles for organic waste sorting at the level of households and restaurants. Our analysis draws upon qualitative and quantitative data and points to the importance of the availability of multiple waste bins and monetary compensation for organic waste sorting. These factors have also facilitated the development of an informal waste sector, which might use up to 20% of the city’s waste as animal feed and for home/farm composting. However, complex relations between multiple actors and the national policy framework complicate the emergence of organic waste segregation at source as a common practice. In this way, the study shows that solid waste management is also a matter of power and (micro)politics.
