We present a risk‐based approach for incorporating nonstationary probabilistic climate projections into long‐term water resources planning. The proposed methodology uses nonstationary synthetic time ...series of future climates obtained via a stochastic weather generator based on the UK Climate Projections (UKCP09) to construct a probability distribution of the frequency of water shortages in the future. The UKCP09 projections extend well beyond the range of current hydrological variability, providing the basis for testing the robustness of water resources management plans to future climate‐related uncertainties. The nonstationary nature of the projections combined with the stochastic simulation approach allows for extensive sampling of climatic variability conditioned on climate model outputs. The probability of exceeding planned frequencies of water shortages of varying severity (defined as Levels of Service for the water supply utility company) is used as a risk metric for water resources planning. Different sources of uncertainty, including demand‐side uncertainties, are considered simultaneously and their impact on the risk metric is evaluated. Supply‐side and demand‐side management strategies can be compared based on how cost‐effective they are at reducing risks to acceptable levels. A case study based on a water supply system in London (UK) is presented to illustrate the methodology. Results indicate an increase in the probability of exceeding the planned Levels of Service across the planning horizon. Under a 1% per annum population growth scenario, the probability of exceeding the planned Levels of Service is as high as 0.5 by 2040. The case study also illustrates how a combination of supply and demand management options may be required to reduce the risk of water shortages.

Climate change is expected to modify rainfall, temperature and catchment hydrological responses across the world, and adapting to these water-related changes is a pressing challenge. This paper ...reviews the impact of anthropogenic climate change on water in the UK and looks at projections of future change. The natural variability of the UK climate makes change hard to detect; only historical increases in air temperature can be attributed to anthropogenic climate forcing, but over the last 50 years more winter rainfall has been falling in intense events. Future changes in rainfall and evapotranspiration could lead to changed flow regimes and impacts on water quality, aquatic ecosystems and water availability. Summer flows may decrease on average, but floods may become larger and more frequent. River and lake water quality may decline as a result of higher water temperatures, lower river flows and increased algal blooms in summer, and because of higher flows in the winter. In communicating this important work, researchers should pay particular attention to explaining confidence and uncertainty clearly. Much of the relevant research is either global or highly localized: decision-makers would benefit from more studies that address water and climate change at a spatial and temporal scale appropriate for the decisions they make.

The majority of climate change impacts and adaptation studies so far have been based on at most a few deterministic realizations of future climate, usually representing different emissions scenarios. ...Large ensembles of climate models are increasingly available either as ensembles of opportunity or perturbed physics ensembles, providing a wealth of additional data that is potentially useful for improving adaptation strategies to climate change. Because of the novelty of this ensemble information, there is little previous experience of practical applications or of the added value of this information for impacts and adaptation decision making. This paper evaluates the value of perturbed physics ensembles of climate models for understanding and planning public water supply under climate change. We deliberately select water resource models that are already used by water supply companies and regulators on the assumption that uptake of information from large ensembles of climate models will be more likely if it does not involve significant investment in new modeling tools and methods. We illustrate the methods with a case study on the Wimbleball water resource zone in the southwest of England. This zone is sufficiently simple to demonstrate the utility of the approach but with enough complexity to allow a variety of different decisions to be made. Our research shows that the additional information contained in the climate model ensemble provides a better understanding of the possible ranges of future conditions, compared to the use of single‐model scenarios. Furthermore, with careful presentation, decision makers will find the results from large ensembles of models more accessible and be able to more easily compare the merits of different management options and the timing of different adaptation. The overhead in additional time and expertise for carrying out the impacts analysis will be justified by the increased quality of the decision‐making process. We remark that even though we have focused our study on a water resource system in the United Kingdom, our conclusions about the added value of climate model ensembles in guiding adaptation decisions can be generalized to other sectors and geographical regions.
In the papers collected in Man's Impact on the Hydrological Cycle in the United Kingdom Hollis gives us a fascinating view of the concerns and approaches of practising hydrologists in the late 1970s. ...Hollis, a physical geographer from University College London, spent most of his research career considering the way that humans acted to change their surroundings, looking first at the impact of urbanisation on flooding and later at the management of wetlands. The papers in this book cover a wide range of subjects, from the impact of forestry to the effects of house building on channel morphology and function. Many provide valuable reviews and insights into contemporary thinking on the effect of humans on the UK environment, and the modern reader will discover much of value in the ideas and approaches described in this book.
Water plays a central part in many aspects of life, and good hydrological science is needed to inform many decisions that affect human health and livelihoods. Hydrological scientists are aware of the ...importance of their work, and make great efforts to develop relevant research and advice. Decision-makers want to use the best science in their decisions, but rarely read academic papers or attend conferences. This gap is often filled either by organisations that aim to bridge the science to policy gap (boundary organisations) or hydrological consultants. Academic hydrologists can aid the efficient transfer of knowledge to practitioners in these organisations by writing review papers, participating in professional conferences and engaging practitioners in their work. Researchers should also try to anticipate future evidence requirements and prepare research that will meet these. Faced with hydrological problems, decision-makers should continue to seek the right professional advice, and hydrological scientists should respect the expertise of decision-makers in making decisions.
The impacts of climate change on future river flows are a growing concern. Typically, impacts are simulated by driving hydrological models with climate model ensemble data. The U.K. Climate ...Projections 2009 (UKCP09) provided probabilistic projections, enabling a risk‐based approach to decision‐making under climate change. Recently, an update was released—UKCP18—so there is a need for information on how impacts may differ. The probabilistic projections from UKCP18 and UKCP09 are here applied using the change factor method with catchment‐based hydrological modelling for 10 catchments across England. Projections of changes in median, mean, high, and low flows are made for the 2050s, using the A1B emissions scenario from UKCP09 and UKCP18 as well as the RCP4.5 and RCP8.5 emissions scenarios from UCKP18. The results show that, in all catchments for all flow measures, the central estimate of change under UKCP18 is similar to that from UKCP09 (A1B emissions). However, the probabilistic uncertainty ranges from UKCP18 are, in all cases, greater than from UKCP09, despite UKCP18 having a smaller ensemble size than UKCP09. Although there are differences between the central estimates of change using UKCP18 RCP4.5, RCP8.5 and A1B emissions, there is considerable overlap in the uncertainty ranges. The results suggest that existing assessments of hydrological impacts remain relevant, though it will be necessary to evaluate sensitive decisions using the latest projections. The analysis will aid development of advice to users of current guidance based on UKCP09 and help make decisions about the prioritization of further hydrological impacts work using UKCP18, which should also apply other products from UKCP18 like the 12‐km regional data.
A changing climate is anticipated to alter hydroclimatological and hydroecological processes across the UK and around the world. This paper builds on a series of reports commissioned in 2012 (Water ...Climate Change Impacts Report Card WCCRC, 2012) and published in a special issue of Progress in Physical Geography in 2015 that interpreted and synthesised the relevant, peer-reviewed scientific literature of climate change impacts on the UK’s water environment. It aims to provide reliable, clear information about the potential impacts of climate change on hydrology and the water environment. We review new evidence since 2012 for historical and potential future changes in precipitation and evapotranspiration, river flows and groundwater levels, river and groundwater temperature/quality and, finally, aquatic ecosystems. Some new evidence exists for change in most of these hydrological components, typically in support of the spatial and temporal trends reported in WCCRC 2012. However, it remains the case that more research has been conducted on rainfall and river flows than evapotranspiration, groundwater levels, river and groundwater temperature, water quality or freshwater ecosystems. Consequently, there remains a clear disparity of robust evidence for historical and potential future change between the top and bottom of the hydroclimatological–hydroecological process chain. As was the case in WCCRC 2012, this remains a significant barrier to informed climate change adaptation in these components of the water environment.
The movement of water, matter, organisms, and energy can be altered substantially at ecohydrological interfaces, the dynamic transition zones that often develop within ecotones or boundaries between ...adjacent ecosystems. Interdisciplinary research over the last two decades has indicated that ecohydrological interfaces are often “hot spots” of ecological, biogeochemical, and hydrological processes and may provide refuge for biota during extreme events. Ecohydrological interfaces can have significant impact on global hydrological and biogeochemical cycles, biodiversity, pollutant removal, and ecosystem resilience to disturbance. The organizational principles (i.e., the drivers and controls) of spatially and temporally variable processes at ecohydrological interfaces are poorly understood and require the integrated analysis of hydrological, biogeochemical, and ecological processes. Our rudimentary understanding of the interactions between different drivers and controls critically limits our ability to predict complex system responses to change. In this paper, we explore similarities and contrasts in the functioning of diverse freshwater ecohydrological interfaces across spatial and temporal scales. We use this comparison to develop an integrated, interdisciplinary framework, including a roadmap for analyzing ecohydrological processes and their interactions in ecosystems. We argue that, in order to fully account for their nonlinear process dynamics, ecohydrological interfaces need to be conceptualized as unique, spatially and temporally dynamic entities, which represents a step change from their current representation as boundary conditions at investigated ecosystems.

The COVID-19 pandemic has put unprecedented pressure on public health resources around the world. From adversity, opportunities have arisen to measure the state and dynamics of human disease at a ...scale not seen before. In the United Kingdom, the evidence that wastewater could be used to monitor the SARS-CoV-2 virus prompted the development of National wastewater surveillance programmes. The scale and pace of this work has proven to be unique in monitoring of virus dynamics at a national level, demonstrating the importance of wastewater-based epidemiology (WBE) for public health protection. Beyond COVID-19, it can provide additional value for monitoring and informing on a range of biological and chemical markers of human health. A discussion of measurement uncertainty associated with surveillance of wastewater, focusing on lessons-learned from the UK programmes monitoring COVID-19 is presented, showing that sources of uncertainty impacting measurement quality and interpretation of data for public health decision-making, are varied and complex. While some factors remain poorly understood, we present approaches taken by the UK programmes to manage and mitigate the more tractable sources of uncertainty. This work provides a platform to integrate uncertainty management into WBE activities as part of global One Health initiatives beyond the pandemic.
