Paieto and Mosca, the original elite theorists, in addition to combating socialism developed a new analysis of and set of norms for democratic societies. Some democratic theorists counter-attacked ...while others tried to incorporate parts of elite theory into their understandings of democracy. 'Neo-elite' theorists, however, have returned the compliment and tried to turn democratic theory into a sub-branch of elite theory. In my re-examination of the work of Pareto and Mosca and criticism of neo-elitism, it is argued that although neo-elitists may appear to be more sympathetic to democracy than were Pareto and Mosca, they make less of a contribution to the understanding of democratic government and their work has a greater tendency to give democratic forms an oligarchic content.

The article examines Geoffrey Partington's (1999a) study of teacher education in England and Wales, concentrating on (1) Partington's conception of education as a contestable idea and project, which ...he uses to evaluate school teaching, teacher education and national educational policy; (2) his distinction between the Old and the New Left, on which he grounds his critique of recent leftist educational theory and practice; (3) what he regards as the disgraceful condition of school teaching and teacher education in Britain in the 1960s and 1970s; (4) the debates and conflicts over the educational policies of the 1979-1997 Conservative governments; and (5) his reflections on the effects of these policies and the way ahead. In the article's final section I assess the book's analysis and draw conclusions from it on the dilemmas which confront the educators, governments and citizens of Britain, Australia and other democratic nations.
Several books are reviewed, including "Why Future Generations Now?," "Thinking About Future Generations" and "Creating a New History for Future Generations" edited by Tae-Chang Kim and James A. Dator.
