The emerging academic field focused on sustainability has been engaged in a rich and converging debate to define what key competencies are considered critical for graduating students to possess. For ...more than a decade, sustainability courses have been developed and taught in higher education, yet comprehensive academic programs in sustainability, on the undergraduate and graduate level, have emerged only over the last few years. Considering this recent institutional momentum, the time is seemingly right to synthesize the discussion about key competencies in sustainability in order to support these relatively young academic programs in shaping their profiles and achieving their ambitious missions. This article presents the results of a broad literature review. The review identifies the relevant literature on key competencies in sustainability; synthesizes the substantive contributions in a coherent framework of sustainability research and problem-solving competence; and addresses critical gaps in the conceptualization of key competencies in sustainability. Insights from this study lay the groundwork for institutional advancements in designing and revising academic programs; teaching and learning evaluations; as well as hiring and training faculty and staff.
The paper identifies an under-researched mode of smart city-making in Africa characterized by municipal deployments of ICT-driven innovations. This departs from typical framings that view African ...smart city development as nationally driven, master planned new city developments. An in-depth analysis of the City of Cape Town's Digital City Strategy provides insights into the mechanisms and processes grounding smart city concepts in African municipalities. Thus, situating Africa's municipal ICT-driven strategies in the context of a global discourse of smart urbanism and local (and continental) processes of decentralized governance reform. In Cape Town, these global and local forces converge to drive ICT-inspired urbanism that reinforce market-oriented logics of urban governance, largely at the expense of transformative and contextually sensitive ICT deployments. By highlighting the multi-scalar production of smart cities inspired by global discourse yet subjected to local dynamics, the findings offer insights into the political realities of municipal ICT deployments in Africa.
Cities face many challenges in their efforts to create more sustainable and resilient urban environments for their residents. Among these challenges is the structure of city administrations ...themselves. Partnerships between cities and universities are one way that cities can address some of the internal structural barriers to transformation. However, city–university partnerships do not necessarily generate transformative outcomes, and relationships between cities and universities are complicated by history, politics, and the structures the partnerships are attempting to overcome. In this paper, focus groups and trial evaluations from five city–university partnerships in three countries are used to develop a formative evaluation tool for city–university partnerships working on challenges of urban sustainability and resilience. The result is an evaluative tool that can be used in real-time by city–university partnerships in various stages of maturity to inform and improve collaborative efforts. The paper concludes with recommendations for creating partnerships between cities and universities capable of contributing to long-term sustainability transformations in cities.
The urgency of climate change and other sustainability challenges makes transferring and scaling solutions between cities a necessity. However, solutions are deeply contextual. To accelerate solution ...efforts, there is a need to understand how context shapes the development of solutions. Universities are well positioned to work with cities on transferring solutions from and to other cities. This paper analyses five case studies of city–university partnerships in three countries on transferring solutions. Our analysis suggests that understanding the interest, the action on sustainability, and the individual and collective sustainability competences on the part of the city administration and the university can help facilitate the transfer of sustainability solutions across contexts. We conclude that the nature of the city–university partnership is essential to solution transfer and that new and existing networks can be used to accelerate progress on the 2030 United Nations Sustainable Development Goals.
Cities worldwide are rising to the challenge of sustainable development, calling for large-scale and fastpaced transformations towards sustainability. Urban sustainability challenges are now being ...reframed as a lack of capacity of individuals and organizations to carry out such socio-technical transformations. This article expands on transformative capacity literature by elucidating the concept of actor-centric transformative capacity. It focuses on the unique role city-university partnerships (CUPs) can play in catalyzing and supporting effective urban sustainability transformations. Two case studies on CUPs in Portland, Oregon and Tempe, Arizona are used to identify determinants of actor-centric transformative capacity, their role in the transformative capacity of urban systems, and how they are built through CUPs. The article concludes with strategies for building effective CUPs capable of building actor-centric transformative capacity among university actors and city administrators.
Strengthening the sustainable entrepreneurial ecosystem (SEE), particularly its support functions for small to medium-sized enterprises (SMEs), is increasingly seen as an important means of ...accelerating the transformation to a sustainable economy. Little is known, however, about
how
to strengthen SEEs. In this article, we evaluate a series of 16 projects intended to develop SEE functioning to accelerate transformation to a sustainable food economy in the Greater Phoenix Area of Arizona. We use an evaluative framework designed around a set of ten SEE support functions to qualitatively assess the baseline state of the SEE, how projects were executed, the effects of these projects, and the overall changes in the SEE that resulted. The findings indicate all but one projects had positive effects on the SEE (nine weak, six medium). In conjunction with other developments, the projects raised the overall SEE performance from the baseline state of two functions being performed at only minimal level, to six functions being performed minimally, and one at a medium level. Insights gained from comparing results across projects suggest tentative guidelines for future practice, which should be useful for SEE stakeholders, including policy makers, economic development agencies, financial institutions, consultants, and educators, interested in strengthening SEEs. Researchers engaging in studies on strengthening SEEs may benefit from the evaluative framework enabling larger cross-case comparisons.
A promising approach for addressing sustainability problems is to recognize the unique conditions of a particular place, such as problem features and solution capabilities, and adopt and adapt ...solutions developed at other places around the world. Therefore, research and teaching
in international networks
becomes critical, as it allows for accelerating learning by sharing problem understandings, successful solutions, and important contextual considerations. This article identifies eight distinct types of research and teaching collaborations in international networks that can support such accelerated learning. The four research types are, with increasing intensity of collaboration: (1) solution adoption; (2) solution consultation; (3) joint research on different problems; and (4) joint research on similar problems. The four teaching types are, with increasing intensity of collaboration: (1) adopted course; (2) course with visiting faculty; (3) joint course with traveling faculty; and (4) joint course with traveling students. The typology is illustrated by extending existing research and teaching projects on urban sustainability in the International Network of Programs in Sustainability, with partner universities from Europe, North America, Asia, and Africa. The article concludes with challenges and strategies for extending individual projects into collaborations in international networks.
We continue to understand little about how to best design and operate transnational collaborations between universities to advance research and education for sustainability. This article explores ...general practices in transnational research and teaching that can provide information and inspiration for the sustainability field. The article follows a systematic review protocol and examines 46 articles involving 147 universities engaged in transnational collaborations. First, it presents the main features of these collaborations according to: (a) locations connected; (b) objectives pursued and subjects addressed; (c) implementation. Second, it discusses how reflecting on challenges and strategies encountered in these collaborations can support transnational sustainability research and education. The article concludes highlighting success factors for transnational collaboration, including: combining local and global considerations; making effective use of digital technologies; capitalizing on cultural and national differences; and making the best of available resources.
In Phoenix, Arizona and other metropolitan areas, water governance challenges include variable climate conditions, growing demands, and continued groundwater overdraft. Based on an actor-oriented ...examination of who does what with water and why, along with how people interact with hydro-ecological systems and man-made infrastructure, we present a sustainability appraisal of water governance for the Phoenix region. Broadly applicable to other areas, our systems approach to sustainable water governance overcomes prevailing limitations to research and management by: employing a comprehensive and integrative perspective on water systems; highlighting the activities, intentions, and rules that govern various actors, along with the values and goals driving decisions; and, establishing a holistic set of principles for social–ecological system integrity and interconnectivity, resource efficiency and maintenance, livelihood sufficiency and opportunity, civility and democratic governance, intra- and inter-generational equity, and finally, precaution and adaptive capacity. This study also contributes to reforming and innovating governance regimes by illuminating how these principles are being met, or not, in the study area. What is most needed in metropolitan Phoenix is enhanced attention to ecosystem functions and resource maintenance as well as social equity and public engagement in water governance. Overall, key recommendations entail: addressing interconnections across hydrologic units and sub-systems (e.g., land and water), increasing decentralized initiatives for multiple purposes (e.g., ecological and societal benefits of green infrastructure), incorporating justice goals into decisions (e.g., fair allocations and involvement), and building capacity through collaborations and social learning with diverse interests (e.g., scientists, policymakers, and the broader public).
The scale and urgency of sustainability problems the world over has led to calls for sustainability transformations in cities, regions, and countries. Such calls for transformation are underlain by a ...persistent knowledge-to-action gap between scientific knowledge production, policy, and practice. To rise to the challenges of sustainability and resilience, municipal administrators need to set evidence-based and ambitious sustainability targets and develop strategies to achieve them. Simultaneously, transdisciplinary sustainability science researchers need to generate scientific knowledge to further enable cities along pathways of transformation. This paper details a collaborative backcasting game, AudaCITY, developed to build transformative capacity in city administrations while also generating deep contextual knowledge to inform a transformative sustainability science research agenda. We present AudaCITY's key features, potential applications and adaptations, and exemplary outputs and outcomes for cities and researchers. We conclude with recommendations for adopting and adapting AudaCITY for use in action-oriented and transformational sustainability science and capacity building.
