In this study, global satellite data were analyzed to determine trends in oceanic wind speed and significant wave height over the 33-year period from 1985 to 2018. The analysis uses an extensive ...database obtained from 31 satellite missions comprising three types of instruments-altimeters, radiometers, and scatterometers. The analysis shows small increases in mean wind speed and significant wave height over this period, with larger increases in extreme conditions (90th percentiles). The largest increases occur in the Southern Ocean. Confidence in the results is strengthened because the wind speed trends are confirmed by all three satellite systems. An extensive set of sensitivity analyses confirms that both the mean and 90th percentile trends are robust, with only small impacts caused by satellite calibration and sampling patterns.

This dataset consists of 33 years (1985 to 2018), of global significant wave height and wind speed obtained from 13 altimeters, namely: GEOSAT, ERS-1, TOPEX, ERS-2, GFO, JASON-1, ENVISAT, JASON-2, ...CRYOSAT-2, HY-2A, SARAL, JASON-3 and SENTINEL-3A. The altimeter data have been calibrated and validated against National Oceanographic Data Center (NODC) buoy data. Differences between altimeter and buoy data as a function of time are investigated for long-term stability. A cross validation between altimeters is also carried out in order to check the stability and consistency of the calibrations developed. Quantile-quantile comparisons between altimeter and buoy data as well as between altimeters are undertaken to test consistency of probability distributions and extreme value performance. The data were binned into 1° by 1° bins globally, to provide convenient access for users to download only the regions of interest. All data are quality controlled. This globally calibrated and cross-validated dataset provides a single point of storage for all altimeter missions in a consistent format.
Multiple logic devices are presently under study within the Nanoelectronic Research Initiative (NRI) to carry the development of integrated circuits beyond the complementary metal-oxide-semiconductor ...(CMOS) roadmap. Structure and operational principles of these devices are described. Theories used for benchmarking these devices are overviewed, and a general methodology is described for consistent estimates of the circuit area, switching time, and energy. The results of the comparison of the NRI logic devices using these benchmarks are presented.
Abstract
Global models of tide, storm surge, and wave setup are used to obtain projections of episodic coastal flooding over the coming century. The models are extensively validated against tide ...gauge data and the impact of uncertainties and assumptions on projections estimated in detail. Global “hotspots” where there is projected to be a significant change in episodic flooding by the end of the century are identified and found to be mostly concentrated in north western Europe and Asia. Results show that for the case of, no coastal protection or adaptation, and a mean RCP8.5 scenario, there will be an increase of 48% of the world’s land area, 52% of the global population and 46% of global assets at risk of flooding by 2100. A total of 68% of the global coastal area flooded will be caused by tide and storm events with 32% due to projected regional sea level rise.
The application of extreme-value analysis to long-duration (30 year) global altimeter and radiometer datasets is considered. In contrast to previous extreme-value analyses of satellite data, the ...dataset is sufficiently long to enable a peaks over threshold analysis to be undertaken. When applied to altimeter data for wind speed and significant wave height, this analysis produces values consistent with buoy validation data and previous numerical model reanalysis datasets. The spatial distributions produced are also consistent with the model reanalysis data. However, the altimeter data shows much greater finescale structure for wind speed, which is consistent with known tropical cyclone activity. The greater data density provided by radiometer measurements offers the potential to address altimeter undersampling. However, issues associated with the radiometer’s inability to measure wind speed in heavy rain events appears to create an unacceptable “fair weather” bias at extreme wind speeds. This renders the radiometer data of wind speed largely unusable for the investigation of wind speed extremes. The study also clearly demonstrates the limitations of the initial distribution method for extreme-value analysis, which is heavily biased by mean conditions.

Foodborne illness has a substantial health and economic burden on society, and most cases are believed to be due to unsafe food handling practices at home. Several qualitative research studies have ...been conducted to investigate consumers' perspectives, opinions, and experiences with safe food handling at home, and these studies provide insights into the underlying barriers and facilitators affecting their safe food handling behaviours. We conducted a systematic review of previously published qualitative studies in this area to synthesize the main across-study themes and to develop recommendations for future consumer interventions and research. The review was conducted using the following steps: comprehensive search strategy; relevance screening of abstracts; relevance confirmation of articles; study quality assessment; thematic synthesis of the results; and quality-of-evidence assessment. A total of 39 relevant articles reporting on 37 unique qualitative studies were identified. Twenty-one barriers and 10 facilitators to safe food handling were identified, grouped across six descriptive themes: confidence and perceived risk; knowledge-behaviour gap; habits and heuristics; practical and lifestyle constraints; food preferences; and societal and social influences. Our overall confidence that each barrier and facilitator represents the phenomenon of interest was rated as high (n = 11), moderate (11), and low (9). Overarching analytical themes included: 1) safe food handling behaviours occur as part of a complex interaction of everyday consumer practices and habituation; 2) most consumers are not concerned about food safety and are generally not motivated to change their behaviours based on new knowledge about food safety risks; and 3) consumers are amenable to changing their safe food handling habits through relevant social pressures. Key implications and recommendations for research, policy and practice are discussed.

Scaling transistors and following Moore's law have served the industry well for more than 50 years in providing integrated circuits that are denser, cheaper, higher performance, and lower power. And ...despite occasional reports of its demise, Moore's law is alive and well. But progress in scaling CMOS has not come easily. We've had to continually invent and introduce new materials and new device structures to deliver the performance, power, and cost improvements expected of each new technology generation. This article describes trends in CMOS scaling over the past decade and discusses some of the new device options and technology directions being explored to continue scaling into the future.
We study the impacts of carbon taxation of international transport fuels on CO2 emissions and trade activity, focusing on maritime transport, which constitutes the most important international trade ...transport activity. Our estimated bunker price elasticities range from −0.03 to −0.42. For the current level of international trade, a global tax of US$ 40 per ton of CO2 will reduce CO2 emissions by 7.65% for the heaviest traded products (at the 6-digit HS level of aggregation) transported by sea. The greatest CO2 emission reductions are for products with relatively low value-to-weight ratios such as fossil fuels and ores. Using our estimates, we present a plan with a gradual increase in the carbon tax, including some transition to zero emissions vessels, for reaching the emissions target of the International Maritime Organization by 2050. We compare the reduction in CO2 emissions with a carbon tax policy with CO2 reductions with a feebate policy.
•A carbon tax of US$ 40 per ton CO2 on bunker fuel will reduce CO2 emissions from maritime trade of heavy products by 7.65%.•Largest emissions reductions are achieved in products with high weight relative to their values, as ores and fossil fuels.•Gradual carbon tax increases up to 2050 with some zero-emission vessels from 2040 will allow IMO to reach its 2050 target.•A US$ 40 carbon tax in the maritime sector can at least raise US$ 15 billion in 2030 and US$ 13 billion in 2050.•With a feebate policy, 75% of bilateral trades of 6-digit products would receive a subsidy, the rest will pay a tax.
More than three decades of observations of tropical cyclone wind and wave fields have resulted in a detailed understanding of wave-growth dynamics, although details of the physics are still lacking. ...These observations are presented in a consistent manner, which provides the basis to be able to characterize the full wave spectrum in a parametric form throughout tropical cyclones. The data clearly shows that an extended fetch model can be used to represent the maximum significant wave height in such storms. The shape stabilizing influence of nonlinear interactions means that the spectral shape is remarkably similar to fetch-limited cases. As such, the tropical cyclone spectrum can also be described by using well-known parametric models. A detailed process is described to parameterize the wave spectrum at any point in a tropical cyclone.
