Aim/Purpose: The objective of this study is to summarize the challenges of Agile Requirements Engineering (Agile RE) in the public sector in republican and constitutional monarchy nations. ...Additionally, it offers recommendations to address these challenges. Background: Failure of IT projects in the public sector results in financial losses for the state and loss of public trust, often attributed to issues in requirements engineering such as prioritization of user needs and excessive scope of requirements. IT projects can have a higher success rate with Agile RE, but there are also drawbacks. Therefore, this study holds significance by presenting a thorough framework designed to pinpoint and overcome the challenges associated with Agile RE to increase the success rate of IT projects. Methodology: This study employs a Systematic Literature Review (SLR) protocol in the field of software engineering or related domains, which consists of three main phases: planning the review, conducting the review with a snowballing approach, and reporting the review. Furthermore, the authors perform open coding to categorize challenges based on the Agile methodologies adoption factor model and axial coding to map potential solutions. Contribution: The authors assert that this research enriches the existing literature on Agile RE, specifically within the public sector context, by mapping out challenges and possible solutions that contribute to creating a foundation for future studies to conduct a more in-depth analysis of Agile adoption in the public sector. Furthermore, it compares the barriers of Agile RE in the public sector with the general context, leading to the discovery of new theories specifically for this field. Findings: Most challenges related to Agile RE in the public sector are found in the people and process aspects. Project and organizational-related are subsequent aspects. Therefore, handling people and processes proficiently is imperative within Agile RE to prevent project failure. Recommendations for Practitioners: Our findings offer a comprehensive view of Agile RE in the public sector in republican and constitutional monarchy nations. This study maps the challenges encountered by the public sector and provides potential solutions. The authors encourage practitioners to consider our findings as a foundation for adopting Agile methodology in the public sector. Furthermore, this study can assist practitioners in identifying existing barriers related to Agile RE, pinpointing elements that contribute to overcoming those challenges, and developing strategies based on the specific needs of the organizations. Recommendation for Researchers: Researchers have the potential to expand the scope of this study by conducting research in other countries, especially African countries, as this study has not yet encompassed this geographic region. Additionally, they can strengthen the evidence linking Agile RE challenges to the risk of Agile project failure by performing empirical validation in a specific country. Impact on Society: This research conducts a comprehensive exploration of Agile RE within the public sector, serving as a foundation for the successful adoption of Agile methodology by overcoming obstacles related to Agile RE. This study highlights the importance of managing people, processes, projects, and organizational elements to increase the success of Agile adoption in the public sector. Future Research: In the future, researchers should work towards resolving the limitations identified in this study. This study has not provided a clear prioritization of challenges and solutions according to their significance. Therefore, future researchers can perform a Fuzzy Analytical Hierarchical Process (F-AHP) to prioritize the proposed solutions.
The COVID-19 pandemic has enormously affected the economic situation worldwide, including in Indonesia resulting in 30 million Indonesian tumbling into penury. The Ministry of Social Affairs ...initiated a program to distribute social assistance aimed at the poorest households. ‘Aplikasi Cek Bansos’ is a public service application that aims to validate their status towards the social assistance program. Understanding the public sentiment and factors affecting public satisfaction levels is crucial to be performed. The goal of this study is to perform a comparative study of supervised machine learning to learn the sentiment of the public and the dominant variable resulting in public satisfaction. Support vector machine, Naïve Bayes dan K-nearest neighbor (KNN) are performed to seek the highest accuracy. This experiment discovered that the KNN algorithm produced outstanding performance where the accuracy hit 99.21%. Sentiment prediction indicated negative perception as the majority covering 83.81%. Trigrams analysis is performed to learn themes affecting satisfaction levels toward the application. Negative themes are grouped into the following categories: App instability, hope for improvement, navigation issues, and low-quality content. Some recommendations are offered for the Ministry of Social Affairs and developers, to overcome negative feedback and enhance public satisfaction level towards the application.
The Indonesian national police (Polri) offer public services through mobile apps: Digital korlantas polri (DigiKorlantas) and samsat digital nasional (SIGNAL). Sentiment analysis gauges public ...perceptions, serving as a basis for e-government evaluation using user ratings and comments from app stores. Keyword relevance is assessed via feature extraction and Naïve Bayes classification. Thematic analysis is implemented using N-grams methods to identify the factors affecting the effectiveness based on user experiences. The accuracy of the model reaches 81.09% where it indicates a high performance. DigiKorlantas acquires slightly more negative reviews in comparation with positive reviews which are 51% and 49% respectively. In contrast, positive sentiment is dominant on SIGNAL which reach 58%, compared with negative sentiment that in 42%. N-grams reveal similar review patterns for both apps. Some of the solutions are Korlantas Polri should enhance the verification functionality with several techniques such as retinex algorithms or optical character recognition pipeline and increase the capacity of supporting server then releasing an updated version of application to address errors or bugs. This analysis can be alternative evaluation by the Polri to measure the success of the application and find out the continuous improvement of the process and the system.
Global Software Development (GSD) has emerged as a promising strategy for reducing software development costs. However, the adoption of GSD also brings forth various challenges. The geographical and ...socio-cultural dispersion of stakeholders can lead to ineffective communication and coordination, resulting in project delays. Moreover, executing large-scale agile projects in a global software development environment poses additional complexities, such as team coordination, customer collaboration, and knowledge transfer. This research aims to identify the key challenges faced in implementing large-scale agile projects in GSD environments and provide best practices to address these challenges. The state-of-the-art of this study is the identification of barriers and practices on scaling agile in a GSD environment and a thorough analysis and rationale on how the potential challenges could be eliminated through the practices. A systematic literature review (SLR) approach was performed using the Kitchenham framework to achieve the project objective. This paper executed six steps on planning review which led to 26 papers as primary studies that discuss the barriers faced by the teams and practices to overcome the barriers upon executing large-scale agile projects in GSD environments. The review process identified 24 challenges and 23 practices which were categorized into five categories: communication & collaboration, human resources management, project management, software methodology, and technology. This paper presented the rationale and thorough relationship on how the identified barriers could be eliminated by implementing the practices.
