Was it Al Gore's election to lose? Most political scientists, includeing us, believed that peace and a booming economy would give Gore a significant advantage in the 2000 presidential race. The ...election outcome—a virtual dead heat in the popular vote—has prompted two reactions that seem to us to be quite wrong-headed.
Transmission power control is essential in systems of the third-generation (3G) in order to optimize the bandwidth utilization, which is critical when variable data rates are used. One remaining ...problem is oscillations in the output powers, due to round-trip delays in the power control loops together with the power up-down command device. The oscillations are naturally quantified using discrete time-describing functions, which are introduced and applied. More importantly, time delay compensation (TDC) is proposed to mitigate the oscillations. When employing TDC, the power control algorithm exhibits greater stability, which is important from a network perspective. Simulations illustrate the oscillations and the benefits of TDC. Moreover, the fading tracking capability is improved, and thus, less fading margin is needed. The results apply not only to wideband code division multiple access (WCDMA), but to other direct-sequence (DS) CDMA systems power controlled in a similar manner as well.
Phosphomannose isomerase (PMI) catalyzes the reversible interconversion of mannose 6-phosphate and fructose 6-phosphate. Plant cells lacking this enzyme are incapable of surviving on synthetic medium ...containing mannose as a carbon source. Maize, wheat and barley plants, genetically modified to express the Escherichia coli manA gene (pmi) under the control of a plant promoter, were able to survive selection on mannose-containing medium. Transformation frequencies averaged 45% for maize transformation via Biolistics™, 35% for maize Agrobacterium-mediated transformation, 20% for wheat, 3% for barley, and 2% for watermelon transformation. Moreover, the frequencies exceeded those obtained for maize and wheat using the pat or bar gene with Basta® selection. A preliminary safety assessment has been conducted for PMI. Purified PMI protein demonstrates no adverse effects in an acute mouse toxicity test. Purified PMI protein was readily digested in simulated mammalian gastric and intestinal fluids. Plants derived from sugar beet and corn cells that had been genetically modified to express the E. coli manA gene were evaluated for biochemical changes in mannose-associated pathways. No detectable changes in glycoprotein profiles were detected in PMI-transformed plants as compared to non-transgenic controls. The yield and nutritional composition of grain from PMI-transformed corn plants compared to their non-transformed isogenic counterparts were also determined and no statistically significant differences were found. The inherent safety of a system based on simple sugar metabolism coupled with high transformation frequencies for monocots make pmi an ideal selectable marker for plant transformation.

Dans la continuité des mesures prises lors du Conseil européen de Berlin (réforme de la PAC de l'Agenda 2000), certains estiment que le moment est désormais venu de promouvoir un nouveau modèle agricole laissant une plus large place au développement durable. En France, cela se manifeste, par exemple, par la mise en oeuvre, dans le cadre de la loi d'orientation agricole, des contrats territoriaux d'exploitation.
Many animals have the ability to search for odor sources by tracking their plumes. Some of the key features of this search behavior have been successfully transferred to robot platforms, although the ...capabilities of animals are still beyond the current level of sensor technologies. The examples described in this paper are (1) incorporating into a wheeled robot the upwind surges and casting used by moths in tracking pheromone plumes, (2) extracting useful information from the response patterns of a chemical sensor array patterned after the spatially distributed chemoreceptors of some animals, and (3) mimicking the fanning behavior of silkworm moths to enhance the reception of chemical signals by drawing molecules from one direction. The achievements so far and current efforts are reviewed to illustrate the steps to be taken toward future development of this technology.
While China made impressive achievements in economic growth, and poverty reduction over the last quarter century, it now faces daunting, internal challenges, such as ensuring employment to millions ...over the coming decade, continuing to maintain high growth, increasing its international competitiveness, and reducing income, and regional inequalities. Compounding these challenges is the new knowledge, and information revolution. Thus, to prosper in this new era, China must welcome the knowledge revolution, and make effective use of knowledge in its agricultural, and industrial sectors, and especially, in developing its service industry. Additionally, it also needs to manage the transition to an environmentally, sustainable economy that better utilizes its relatively, limited natural resources. This book outlines those main challenges, and the importance of shifting from a factor-based to a knowledge-based strategy. It presents the long-term strategy for China, that integrates key knowledge-related policy components, improving relevant economic incentives, and institutions, including education, and training upgrading, to build an information structure that strengthens innovations, and research. Concrete steps are suggested for implementing this strategy, and, the book recommends a further withdrawal by Government, from hands-on management of the economy, to rather take the role of an architect for appropriate institutions, and provider of incentives to establish a new socialist, market economy.
