La vision du monde de Machiavel continue d'imposer une philosophie de résignation. Détruire le "faux réalisme" qui nous empêche d'y voir clair est une tâche très urgente.Š
In fall of 2005, little or nothing at all remained from the United Nations reforms proposed by the U.N. Secretary General & supported by some member states. The over 150 heads of member states that ...convened in New York on September 14-16 postponed the reform of the Security Council & adopted a document whose goals clearly do not match those of the U.N.'s 2000 Millennium Declaration, according to the author of this article. Despite the deletion of some dated articles of the U.N. charter, including references to "enemy states" & chapter XIII about a Trusteeship Council, as well as the decision to create a commission for peace consolidation -- however without any financial covenants -- no concrete commitments or reforms were decided upon. The author contends that important areas such as management of the U.N. Secretariat, human rights, or public development aid remain without any concrete action plans, except for the general requirement to improve services, which is consistent with the U.N.'s usual rhetoric. Die ...mehr als 150 Staats- und Regierungschefs, die vom 14. bis 16. September in New York zusammenkamen, haben die Reform des UN-Sicherheitsrats auf einen späteren Zeitpunkt verschoben und ein Ergebnisdokument2 angenommen, das deutlich hinter den Zielsetzungen der Millenniums-Erklärung von 2000 zurückbleibt. Abgesehen von der Streichung einiger überholter Artikel der UN-Charta, wie der Hinweis auf die >Feindstaaten< und das Kapitel XIII über den Treuhandrat, der Schaffung einer >Kommission für Friedenskonsolidierung<, allerdings ohne konkrete finanzielle Zusagen, wurden keine konkreten Verpflichtungen eingegangen, keine Reform beschlossen, die diesen Namen verdient hätte. Est-il nécessaire d'en définir un ...nouveau ? Face aux prétentions hégémoniques américaines qui tendent à instrumentaliser l'ONU et à la déposséder de ses responsabilités, l'Europe a effectivement un rôle à jouer. Mais cela suppose de se débarrasser d'un certain nombre d'idées fausses sur l'institution onusienne. Il s'agit en fait de dépasser une conception archaïque faisant de l'imprévisibilité des crises, et du recours concerté à la force par les grandes puissances les fondements du système de sécurité collective. Maurice Bertrand plaide ainsi pour la mise en place d'une politique systématique de prévention des crises qui utiliserait un canal plus économique que militaire. The present collective security system suffers from the United States' hegemonic ambitions. Although the Europeans reject the UN being controlled by the United States, no initiative has been taken to remedy the situation. In particular, Europe's position is confused by a number of misconceptions about the UN as an institution: it is thought to be an inescapable player and to be reformable from within... but above all, Europe reasons on the basis of an archaic concept of the collective security system, which sees the latter as being based on the notions of unpredictability of crises and use of force. Hence the aim for Europeans should be to define a new, more preventive and pragmatic security system.
