This paper examines excerpts from interviews in which informants from six European border communities formulate explicit or implicit reflections on the 'linguistic universe' - including language use, ...linguistic diversity and language variation. Our results show that not only is linguistic diversity considered a fundamental element of ethnic and cultural identity, but that the very concept of diversity is used to assert, confirm or defend power interests. Evaluation of the individual languages is legitimated through apparently rational arguments incorporating marks of prestige or stigma which emerge from language attitudes based on linguistic prejudice and stereotyping. The linguistic ideology at work here is founded both on the concept of the 'mother tongue' (informants on both the east and west sides of the border claim that the unique 'character' or 'mentality' of each 'people' is created by their mother tongue), as well as on the 'one nation, one language' principle. This linguistic ideology gives rise to three key issues of linguistic ecology: the restriction of societal bilingualism to minority groups; the risk of minority language endangerment or obsolescence; and the close ties between the prestige or stigma of the language and resulting social power. In general, communities on the western side of the border are not interested in learning the language of their eastern neighbours. Eastern communities, on the other hand, are strongly motivated to learn western languages. The importance attributed to English as the 'language of globalisation' is common to both sides.

Gorizia (Italie) et Nova Gorica (Slovénie), villes jumelles séparées par l’actuelle frontière d’Etat, se trouvent dans une zone qui a connu une évolution historique assez complexe caractérisée par la ...rencontre, la cohabitation et la collaboration mais aussi par la confrontation (surtout récemment) entre divers peuples, diverses communautés nationales et ethniques ou linguistiques d’origine latine, slave et germanique. En ce qui concerne les deux villes, un fait essentiel est que l’histoire de Gorizia remonte à plus de mille ans, tandis que Nova Gorica est née après la seconde guerre mondiale. Le nouveau tracé frontalier a laissé à l’ex-Yougoslavie deux agglomérations périphériques de Gorizia et un arrière-pays privé d’un centre urbain. Durant les premières années de l’après-guerre, la frontière a eu les caractéristiques du « rideau de fer », puis, les transits frontaliers et en général les rapports transfrontaliers au niveau individuel et institutionnel — au niveau non seulement des rapports personnels, mais aussi commerciaux et économiques, administratifs et culturels — ont augmenté de plus en plus vite. Aujourd’hui, pour les citoyens de Gorizia et de Nova Gorica, mais aussi pour tous ceux qui vivent sur une zone plus vaste, passer la frontière ne représente plus un problème, si ce n’est un problème de résistance psychologique. La collaboration entre les deux villes a progressé dans divers domaines et s’accroît sans cesse à la faveur des initiatives transfrontalières encouragées par l’Union Européenne.
This essay concentrates on the psycho-sociological and socio-cultural aspects of relations among ethnic groups in the Friuli-Venezia Giulia Region, especially between Slovenes and the other ethnic ...groups. Therefore it will not deal with the following two points: the ethno-minority problem of the Slovenes in Italy in demographic and ecologic terms (such as, for example, the number of members in a specific group, their territorial dislocation, etc.), or the problem of their socio-professional relations and of their institutional structures (such as, the distribution of minority group members in the professional stratification, the existence of economic, political and cultural structures within the minority groups, etc.).
