Departing from the analysis of different international congresses concerning criminal issues carried out between 1870 and 1945 mostly in Europe, the article traces the expansion of the category of ...»dangerousness« (estado de peligrosidad) in Latin America at discursive and normative levels. It focuses on the particular role that these congresses played as tools for the universalization of norms and in the production of modes of subjectivity based on a racist social classification, which was widely accepted by Latin-American elites. Thus, the presence of the Latin American delegations in these congresses gave rise to theoretical frameworks for social control and transnational criminal law regimes. The article shows how the construction of »dangerousness« as a transnational criminal legal-political concept could become an instrument of control and consolidation of a new world order.
RESUMO Este artigo trata do processo de sensibilização política e intelectual que deu origem à “geração de 1870”. Por meio da análise das Conferências democráticas do Casino de Lisboa, objetiva-se ...discutir a relação entre a constituição desse importante grupo de intelectuais e uma das primeiras grandes críticas públicas direcionadas à monarquia constitucional portuguesa. Com efeito, pretende-se demonstrar que sujeitos com percepções e projetos bem diferentes entre si partilhavam um “horizonte de inquietação”. Para realizar tal intento, será feita a caracterização do evento em questão, tratando de suas principais ideias, componentes e repercussões. Em seguida, serão comparados os posicionamentos dos protagonistas das conferências, tomando como referência, Eça de Queiroz. A escolha deste autor como centro para a comparação deve-se não só à sua notoriedade, mas ao seu posicionamento singular frente aos conservadores e aos progressistas.

Por medio del análisis de las “conferencias democráticas del casino de Lisboa” se pretende discutir la relación entre la constitución de ese importante grupo de intelectuales y de una de las primeras grandes críticas públicas dirigida a la monarquía constitucional portuguesa. En efecto, se busca demostrar que sujetos con percepciones y proyectos bien diferentes entre sí, compartían un “horizonte de inquietud”. Para realizar tal intento, será hecha la caracterización del evento en cuestión, tratando sus principales ideas, componentes y repercusiones. Luego, serán comparadas las posiciones de los protagonistas de las conferencias, tomando como referencia, Eça de Queiroz. La escogencia de este autor como centro para la comparación, se debe no sólo a su notoriedad, sino también a su posición singular frente a los conservadores y a los progresistas.
ABSTRACT This article deals with the process of political and intellectual awareness that gave rise to the “generation of 1870.” Through an analysis of the “Democratic Casino Conferences in Lisbon,” this article discusses the relationship between the formation of this important group of intellectuals and the emergence of one of the first major public criticisms directed at the Portuguese constitutional monarchy. The article demonstrates that subjects with very different perceptions and plans shared a “horizon of restlessness.” It covers the conferences and their main ideas, components and repercussions, and then compares the positions of the protagonists of the conferences, . Eça de Queiroz is an ideal reference point for this comparison because of his notoriety and his unique position vis-à-vis conservatives and progressives.
A novel integrated antenna solution for wireless handheld devices is proposed for the existing 4G standards and upcoming 5G systems for broadband, high data rate communications. The complete antenna ...system is a unique combination of a multiple-input–multiple-output (MIMO) antenna system at microwave frequencies and a millimetre (mm)-wave antenna array. The MIMO antenna system consists of two reactive loaded monopoles while the mm-wave array consists of a planar 2 by four slot antennas. The integrated antenna system covers the frequency bands from 1870 to 2530 MHz for 4G standards along with the upcoming 5G mm-wave band at 28 GHz. In addition, the integrated antenna system is planar and is designed for typical smart phone devices with a standard 60 mm by 100 mm by 0.965 mm back plane. Excellent field correlation values were obtained across the 4G band while realised peak gain values of 4 and 8 dBi were, respectively, measured for the MIMO and mm-wave antenna arrays. The proposed antenna design may also be useful for other compact implementations that support 4G and 5G communications.

Este artigo analisa a ‘experiência educativa’ de José Veríssimo associada à ‘marginalização’ e ao ‘engajamento’ político na província do Pará. No contexto de polarização política entre tradição ...imperial e política científica, ocorreu o concurso para a cadeira de francês do Liceu Paraense (1881) e emergiu a Sociedade Paraense Promotora da Instrução (1883-1884). Considero que a desclassificação no concurso foi uma forma de marginalização das posições profissionais prestigiadas e constatação a respeito da ‘decadência’ das instituições imperiais – conhecendo o ‘saber do poder’ –, permitindo o engajamento na Sociedade – promovendo o ‘saber é poder’ –, ao se apropriar das práticas político-culturais da Geração 1870 de contestação do status quo saquarema no contexto amazônico.
This essay introduces a review dossier dedicated to Daniel Laqua's Activism across Borders since 1870: Causes, Campaigns and Conflicts in and beyond Europe (London, 2023). The dossier features ...comments by four historians – Constance Bantman, Georgina Brewis, Nicole Robertson, and Mark Hurst – as well as a response from Laqua himself. Laqua's book provides a framework for studying different forms of transnational activism in connection to one another.
In around 1900 debating rules came under attack. This special issue examines debates in parliaments as well as popular meetings. Changes in parliamentary ideals and the rise of democracy put the ...rules of parliamentary debate under pressure. This article considers the question whether there existed an alternative ideal to reasonable parliamentary debating. As a competing ideal for political debates, this contribution discusses the agonistic notion of honour. Honour is the claim to be respected by significant others. Honour is competitive, gendered, public and theatrical, and ought to be defended in a fair fight. Honour is local rather than universal, i the exclusive code of a certain community, a relevant 'honour group'. Using examples from Britain, France, Germany, Belgium and the Netherlands and from parliaments as well as political popular meetings, this article argues that honour helps us to understand public and parliamentary meetings in around 1900.
Este artigo analisa a experiência educacional de José Veríssimo no Collegio Americano, entre 1881 e 1890. Procura-se compreender as inovações pedagógicas realizadas por Veríssimo no interior do ...debate político entre a tradição imperial e a política científica. Em nome da educação moderna, tais inovações provocaram intensos debates sobre a sua legitimidade diante da opinião pública paraense. A partir de uma pesquisa documental e bibliográfica, considero que a experiência educacional de Veríssimo assumiu desdobramentos políticos em função dos seus pressupostos reformistas da Geração 1870. Constata-se que o Collegio Americano representou um espaço de organização da cultura ao defender uma educação moderna, laica, científica na sociedade civil paraense oitocentista.
The article provides a first-time examination of the evaluations of the urban election system in the Russian Empire during the period of 1890-1892, when the preparation and implementation of the new ...City Regulations were taking place. The study is based on materials from private provincial periodicals. The author highlights the essence and content of the criticism of the provincial press towards the institution of urban elections. The article presents the attitudes towards the issue of social composition of urban self-government bodies as revealed in the periodical press. Positions on the issue of suffrage and proposals for its expansion through tax and educational qualifications are identified. The analysis includes assessments of the national composition of city councils and urban administrations on the outskirts and within Jewish settlements. It demonstrates how the formation of parties based on national identity in urban self-government bodies was covered in the periodicals. Discussions on the merger of powers between the heads of administrative and executive bodies of urban self-government are examined. Satirical poems, which characterize the recorded attitude towards council members and provincial assemblies in pre-revolutionary Russia, who dishonestly perform their duties and disrupt city council meetings, are introduced into scholarly circulation. Satire targeting corrupt intentions of council members is also discussed.
