Albansko je zakonodavstvo sporo pristupilo sveobuhvatnom uređenju i kaznenom sankcioniranju okrutnosti prema životinjama. Tijekom drugog desetljeća izgradnje demokratskog pravnog sustava, prihvaćeno ...je zakonodavstvo prvotno odredilo samo prekršajne kazne za ograničen broj djela okrutnosti prema životinjama, počinjenih komisivno ili omisivno. Međutim, peticija 37.257 glasača iz studenog 2017. obvezala je Odbor za zakonodavstvo Parlamenta Albanije da se raspravi i o kriminalizaciji takvih djela. Dvije godine kasnije, 18. srpnja 2019., usvojene su dopune albanskog Kaznenog zakona kojima je dodano 6 članaka kojima je predviđena kaznena sankcija za djela okrutnosti prema životinjama. Pitanje koje se postavlja u radu jest kako su društveni kontekst i drugi faktori oblikovali pravo kojim su regulirana ova kaznena djela. Cilj autora je odgovoriti na to pitanje funkcionalnom metodom te pristupom koji se temelji na kontekstualnoj analizi rješenja problema, poduzimajući dubinsku pravnu procjenu albanskog zakonodavstva te poredbenih pravnih rješenja. Rad se u velikoj mjeri temelji na zapisnicima osam sastanaka Odbora za zakonodavstvo te razgovorima sa 19 članova Parlamenta, službenicima u odgovornim ustanovama te predstavnicima civilnog društva, kako bi se rasvijetlilo kako su napori društva oblikovali proces i krajnji rezultat kriminalizacije okrutnosti prema životinjama u Albaniji. Rasprava se nastavlja s poredbenopravnom analizom predloženih rješenja i usvojene regulacije u Kaznenom zakonu u odnosu prema zakonodavstvima izabranih zemalja Europske unije i EU acquisem. Iznose se sumnje i zabrinutost je li kriminalizacija okrutnosti prema životinjama odgovarajući način kako bi se smanjio broj takvih postupanja.

V zadnjem desetletju so številne raziskave migracij osvetlile fenomen množičnih izseljevanj iz Albanije, vendar se jih je doslej le nekaj osredotočilo na vlogo žensk v teh procesih. Članek obravnava ...vlogo in pomen žensk skozi materialne tokove med migrantkami iz Dhërmija/Drimadesa v južni Albaniji in njihovimi možmi, ki ostajajo v rodni vasi. Materialni tokovi niso le emblemi, pač pa tudi dejavni agensi migrantskih svetov, saj prispevajo k oblikovanju transnacionalnih zakonskih zvez, nujnih za vzpostavi- tev in vzdrževanje materialnih tokov. Tokovi so del širših recipročnih menjav, vzdržujejo in poustvarjajo zakonske zveze in širše družbene odnose ter delujejo kot zavarovalne police, saj utrjujejo bivanje in dinamično prisotnost odsotnih migrantk.
Movement and mobility, in its various modes, have strong implications for social, political and cultural dimensions of peoples’ daily lives and their broader social realities. The book addresses ...individual experiences of movement, focusing on spatial and temporal implications of movement and mobility. The core idea is that mobility and movement engender moving places – places the location of which is not geographically fixed but relative. Places such as home and homeland appear to be fixed and immobile, but in practice they are always contested and depend on practices, imaginaries and politics of movement. They are continuously redefined through given social, political, historical and economic contingencies. The book explores the interrelatedness between spatial configuration and practices and politics of movement, mobility and immobility. Ethnographically, the book explores the specificities of given regions, addressing two basic topics of place-making linked through movement. The first one is relationality, i.e. relations between centres and peripheries as well as relations between people and places as they are generated through movement. Both topics are explored ethnographically and comparatively, enriching theoretical discussion on movement, mobility, immobility and place making.
It has long been a common place of Balkan Studies and historical writing about the Balkans to state that religion is often a major factor in conflicts. Some contemporary authors have seen it as the ...decisive factor. In the context of the bloody debacle of the wars of the 1990's in ex-Yugoslavia which was analysed as a conflict between Roman Catholic Croatia and Orthodox Serbia, or the Bosnian war in terms of re-emerging Islam. The longstanding reputation of Albania and Albanians for tolerance in religious matters is important, and deserves scholarly study and debate. In the period of the emergence of Albania from the chaos and turmoil of the 1989-1992 period and the end of the one-party state, the main priority for Albanians was the reestablishment of religion in Albania after the years of enforced atheism under the Hoxha regime. In the main this process went very well, with a successful programme of church and mosque construction taking place. This publication illuminates the background to this emerging and complex religious culture in Albania and also touches upon subjects of importance in relevant neighbouring nations (Greece and Montenegro). It includes papers by a number of prominent local scholars, and invited foreign experts on Albania and its history.
“The Crescent and the Eagle” examines the awakening of Albanian national identity from the end of the 19th century to the outbreak of the First World War - a period of intense nationalism in the ...Balkans - from an Ottoman perspective. Drawing on Ottoman and European archival material, the book undermines the customary negative stereotypes of Ottoman rule, offering a more nuanced interpretation. Gawrych provides a critical but objective examination of the evolution of government policies toward Albanians, from attempts to mould them into an "iron barrier" to the establishment of a uniform system of administration. He argues that this was a result of a complicated set of conflicting allegiances and identities, rather than a simply adversarial struggle between government imposition of policy and Albanian resistance. The author also analyses the general problems of endemic violence and misadministration at the provincial level, and examines Albanian efforts to gain nationality rights and maintain local privileges and tribal autonomy. Weaving his analysis of these events into a chronological framework, he concludes that Albanian independence resulted from a confluence of foreign and domestic developments rather than from the design and will of the Albanians themselves. This stimulating study offers many fresh insights into the dynamics of power within the Ottoman Empire and contributes a new perspective to the study of the development of Albanian nationalism.
For nearly half a century, Albania had been one of the most isolated and enigmatic countries in the world, where the confiscation of private property was more thoroughly accomplished than anywhere ...else in Europe. In an abrupt and radical turnaround beginning in 1991, the bulk of the country's land and assets were distributed to its citizens. This book explores issues and challenges emerging in this new context, focusing specifically on rural areas, and examines the question of how secure current landholders seem to be about their property and what this implies for future investment and land market prospects. What does emerge quite clearly from the author's findings is the important role of historical and regional factors in the economic activities of the rural population. The volume is particularly concerned with some key challenges resulting from the new farm property structure, including land fragmentation, formal credit access, and intra-family property rights issues. This in-depth study at the micro level leads to the conclusion that, in Albania's case, privatization of property does certainly not have the far-reaching salutary effects that western reformers had expected.
Avtorica v prispevku raziskuje pomene »ukoreninjenosti« ali lokalnosti v južnoalbanski vasi Dhërmi (uradno albansko ime) oziroma Drimades (lokalno grško ime) in se sprašuje o razmerju med lokalnostjo ...ter zemljo in lastnino. S sodobnimi procesi privatizacije, ki pogosto povzročajo zemljiške spore, pa so začele na lokalnost vplivati individualne zahteve po zemljiški lastnini. V članku opiše in pojasni, kako se vaščani, ki nenehno potujejo in se selijo, odzivajo in kako upravljajo in ustvarjajo lokalnost in pripadnost ter si na ta način zagotavljajo zemljiško lastnino, in obratno. Avtorica se na podlagi štirinajstmesečnega antropološkega terenskega dela v omenjeni vasi osredotoča na domačine, povratnike in lastnike turističnih storitev na vaški obali ter izseljence, ki se vsako leto v poletnih mesecih vrnejo v vas. Predpostavlja, da ko domačini in povratniki razvijajo občutke lokalnosti in pripadnosti, nenehno rekonstruirajo in utrjujejo vezi z zemljo in lastnino, vzpostavljajo nadzor nad delom, produkti in dohodki, določajo prevlado nad zemljo ter ustvarjajo pomen lastnine.
