In many young democracies, local politics remain a bastion of nondemocratic practices, from corruption to clientelism to abuse of power. In a context where these practices are widespread, will local ...politicians ever voluntarily abandon them? Focusing on the practice of clientelism in social policy in Argentina, this book argues that only the combination of a growing middle class and intense political competition leads local politicians to opt out of clientelism. Drawing on extensive fieldwork, an original public opinion survey, and cross-municipal data in Argentina, this book illustrates how clientelism works and documents the electoral gains and costs of the practice. In doing so, it points to a possible subnational path towards greater accountability within democracy.
Most studies of immigration to the New World have focused on the United States. Samuel L. Baily's eagerly awaited book broadens that perspective through a comparative analysis of Italian immigrants ...to Buenos Aires and New York City before World War I. It is one of the few works to trace Italians from their villages of origin to different destinations abroad. Baily examines the adjustment of Italians in the two cities, comparing such factors as employment opportunities, skill levels, pace of migration, degree of prejudice, and development of the Italian community. Of the two destinations, Buenos Aires offered Italians more extensive opportunities, and those who elected to move there tended to have the appropriate education or training to succeed. These immigrants, who adjusted more rapidly than their North American counterparts, adopted a long-term strategy of investing savings in their New World home. In New York, in contrast, the immigrants found fewer skilled and white-collar jobs, more competition from previous immigrant groups, greater discrimination, and a less supportive Italian enclave. As a result, rather than put down roots, many sought to earn money as rapidly as possible and send their earnings back to family in Italy. Baily views the migration process as a global phenomenon. Building on his richly documented case studies, the author briefly examines Italian communities in San Francisco, Toronto, and Sao Paulo. He establishes a continuum of immigrant adjustment in urban settings, creating a landmark study in both immigration and comparative history.
This book reconsiders the relationship between race and nation in Argentina during the twentieth and twenty-first centuries and places Argentina firmly in dialog with the literature on race and ...nation in Latin America, from where it has long been excluded or marginalized for being a white, European exception in a mixed-race region. The contributors, based both in North America and Argentina, hail from the fields of history, anthropology, and literary and cultural studies. Their essays collectively destabilize widespread certainties about Argentina, showing that whiteness in that country has more in common with practices and ideologies of Mestizaje and 'racial democracy' elsewhere in the region than has typically been acknowledged. The essays also situate Argentina within the well-established literature on race, nation, and whiteness in world regions beyond Latin America (particularly, other European 'settler societies'). The collection thus contributes to rethinking race for other global contexts as well.

Arsenic (As) speciation in surface and groundwater from two provinces in Argentina (San Juan and La Pampa) was investigated using solid phase extraction (SPE) cartridge methodology with comparison to ...total arsenic concentrations. A third province, Río Negro, was used as a control to the study. Strong cation exchange (SCX) and strong anion exchange (SAX) cartridges were utilised in series for the separation and preservation of arsenite (As
III
), arsenate (As
V
), monomethylarsonic acid (MA
V
) and dimethylarsinic acid (DMA
V
). Samples were collected from a range of water outlets (rivers/streams, wells, untreated domestic taps, well water treatment works) to assess the relationship between total arsenic and arsenic species, water type and water parameters (pH, conductivity and total dissolved solids, TDS). Analysis of the waters for arsenic (total and species) was performed by inductively coupled plasma mass spectrometry (ICP-MS) in collision cell mode. Total arsenic concentrations in the surface and groundwater from Encon and the San José de Jáchal region of San Juan (north-west Argentina within the Cuyo region) ranged from 9 to 357 μg l
−1
As. Groundwater from Eduardo Castex (EC) and Ingeniero Luiggi (LU) in La Pampa (central Argentina within the Chaco-Pampean Plain) ranged from 3 to 1326 μg l
−1
As. The pH range for the provinces of San Juan (7.2–9.7) and La Pampa (7.0–9.9) are in agreement with other published literature. The highest total arsenic concentrations were found in La Pampa well waters (both rural farms and pre-treated urban sources), particularly where there was high pH (typically > 8.2), conductivity (>2,600 μS cm
−1
) and TDS (>1,400 mg l
−1
). Reverse osmosis (RO) treatment of well waters in La Pampa for domestic drinking water in EC and LU significantly reduced total arsenic concentrations from a range of 216–224 μg l
−1
As to 0.3–0.8 μg l
−1
As. Arsenic species for both provinces were predominantly As
III
and As
V
. As
III
and As
V
concentrations in San Juan ranged from 4–138 μg l
−1
to <0.02–22 μg l
−1
for surface waters (in the San José de Jáchal region) and 23–346 μg l
−1
and 0.04–76 μg l
−1
for groundwater, respectively. This translates to a relative As
III
abundance of 69–100% of the total arsenic in surface waters and 32–100% in groundwater. This is unexpected because it is typically thought that in oxidising conditions (surface waters), the dominant arsenic species is As
V
. However, data from the SPE methodology suggests that As
III
is the prevalent species in San Juan, indicating a greater influence from reductive processes. La Pampa groundwater had As
III
and As
V
concentrations of 5–1,332 μg l
−1
and 0.09–592 μg l
−1
for EC and 32–242 μg l
−1
and 30–277 μg l
−1
As for LU, respectively. Detectable levels of MA
V
were reported in both provinces up to a concentration of 79 μg l
−1
(equating to up to 33% of the total arsenic). Previously published literature has focused primarily on the inorganic arsenic species, however this study highlights the potentially significant concentrations of organoarsenicals present in natural waters. The potential for separating and preserving individual arsenic species in the field to avoid transformation during transport to the laboratory, enabling an accurate assessment of in situ arsenic speciation in water supplies is discussed.
The intermediate to acid Choiyoi Magmatic Province is the most conspicuous feature along the Late Paleozic continental margin of southwestern Gondwana, and is generally regarded as the possible ...source for the widespread ash fall deposits interlayered with sedimentary sequences in the adjacent Gondwana basins. The Choiyoi magmatism is geologically constrained between the early Permian San Rafael orogenic phase and the Triassic extensional Huarpica phase in the region of Argentine Frontal Cordillera, Precordillera and San Rafael Block. In order to better assess the Choiyoi magmatism in Argentine Frontal Cordillera, we obtained 6 new LA-ICPMS U–Pb ages between 278.8 ± 3.4 Ma and 252.5 ± 1.9 Ma from plutonic rocks of the Colangüil Batholith and an associated volcanic rock. The global analysis of age data compiled from Chilean and Argentine Late Paleozoic to Triassic outcrops allows us to identify three stages of magmatism: (1) pre-Choiyoi orogenic magmatism, (2) Choiyoi magmatism (286–247 Ma), and (3) post-Choiyoi magmatism related to extensional tectonics. In the Choiyoi stage is there an eastward shift and expansion of the magmatism to the southeast, covering an extensive region that defines the Choiyoi magmatic province. On the basis of comparison with the ages from volcanogenic levels identified in the coeval Gondwana basins, we propose: (a) The pre-Choiyoi volcanism from the Paganzo basin (320–296 Ma) probably has a local source in addition to the Frontal Cordillera region. (b) The pre-Choiyoi and Choiyoi events identified in the Paraná basin (304–275 Ma) are likely to have their source in the Chilean Precordillera. (c) The early stage of the Choiyoi magmatism found in the Sauce Grande basin (284–281 Ma) may have come from the adjacent Las Matras to Chadileuvú blocks. (d) The pre-Choiyoi and Choiyoi events in the Karoo basins (302–253 Ma) include the longest Choiyoi interval, and as a whole bear the best resemblance to the age records along the Chilean and Argentine Frontal Cordillera.
•Six U–Pb ages between c. 279 and 253 Ma were obtained from the Choiyoi magmatism in Argentine Frontal Cordillera.•Three stages of magmatism are identified in the evolution of the Late Paleozoic to Triassic, southwestern Gondwana margin.•These stages are named pre-Choiyoi, Choiyoi (286–247 Ma) and post-Choiyoi magmatism, and their characteristics are given.•The Paganzo basin registers only the pre-Choiyoi magmatism, and the Sauce Grande basin only the Choiyoi magmatism.•The Paraná and Karoo basins register both the pre-Choiyoi and Choiyoi magmatism.
Patagonia has yielded the most comprehensive fossil record of Cretaceous theropods from Gondwana, consisting of 31 nominal species belonging to singleton taxa and six families: Abelisauridae, ...Noasauridae, Carcharodontosauridae, Megaraptoridae nov. fam., Alvarezsauridae, and Unenlagiidae. They provide anatomical information that allows improved interpretation of theropods discovered in other regions of Gondwana. Abelisauroids are the best represented theropods in Patagonia. They underwent an evolutionary radiation documented from the Early Cretaceous through to the latest Cretaceous, and are represented by the clades Abelisauridae and Noasauridae. Patagonian carcharodontosaurids are known from three taxa (Tyrannotitan, Giganotosaurus and Mapusaurus), as well as from isolated teeth, collected from Aptian to Cenomanian beds. These allosauroids constituted the top predators during the mid-Cretaceous, during which gigantic titanosaur sauropods were the largest herbivores. Megaraptorans have become better documented in recent years with the discovery of more complete remains. Megaraptor, Aerosteon and Orkoraptor have been described from Cretaceous beds from Argentina, and these taxa exhibit close relationships with the Aptian genera Australovenator, from Australia, and Fukuiraptor, from Japan. The Gondwanan megaraptorans are gathered into the new family Megaraptoridae, and the Asiatic Fukuiraptor is recovered as the immediate sister taxon of this clade. Although megaraptorans have been recently interpreted as members of Allosauroidea, we present evidence that they are deeply nested within Coelurosauria. Moreover, anatomical information supports Megaraptora as more closely related to the Asiamerican Tyrannosauridae than thought. Megaraptorans improve our knowledge about the scarcely documented basal radiation of Gondwanan coelurosaurs and tyrannosauroids as a whole. Information at hand indicates that South America was a cradle for the evolutionary radiation for different coelurosaurian lineages, including some basal forms (e.g., Bicentenaria, Aniksosaurus), megaraptorans, alvarezsaurids less derived than those of Laurasia, and unenlagiids, revealing that Gondwanan coelurosaurs played sharply differing ecological roles, and that they were taxonomically as diverse as in the northern continents. The unenlagiids represent an endemic South American clade that has been recently found to be more closely related to birds than to dromaeosaurid theropods. Analysis of the theropod fossil record from Gondwana shows the highest peak of origination index occurred during the Aptian–Albian and a less intense one in the Campanian time spans. Additionally, peaks of extinction index are recognized for the Cenomanian and Turonian–Coniacian time spans. In comparison, the Laurasian pattern differs from that of Gondwana in the presence of an older extinction event during the Aptian–Albian time-span and a high origination rate during the Cenomanian time-bin. Both Laurasian and Gondwanan theropod records show a peak of origination rates during the Campanian.
