This study aims to measure the management of IT utilization in the Diponegoro University Library using the COBIT framework. From the results of these measurements it is expected to identify the ...conditions of IT governance at present, the gap with ideal conditions, and improvements to increase the use of IT in line with organizational goals. In this study, IT governance will be assessed in the Evaluate-Direct-Monitor (EDM) aspects of five domains, namely EDM01: Ensure Governance Framework Settings and Maintenance, EDM02: Ensure Benefits Delivery, EDM03: Ensure Risk Optimization, EDM04: Ensure Resource Optimization, and EDM05 Ensure Stakeholders Transparency. The research design used in this study is sequential exploratory, which is collecting and analyzing qualitative data then collecting and analyzing quantitative data. The research location is in the Diponegoro University Library. Data collection techniques in this study were conducted through a survey using interviews with the leaders and managers of the Diponegoro University Library, and observations of conditions at the Diponegoro University Library. Based on score calculation and mapping based on the COBIT framework, the Diponegoro University Library Manager has implemented IT governance. Deficiencies identified are in the EDM01 domain Ensure Governance Setting and Maintenance and EDM03 Ensure Risk Optimization which have not reached the maximum level. capability level is still below expectations. Whereas in other domains, EDM02 Ensure Benefits Delivery, EDM04 Ensure Resource Optimization, and EDM05 Stakeholder Transparency are at the highest level.
This study aims to explore the relationship between the performance of banks and the governance of information technology as outlined by control objectives for information and related technologies ...(COBIT) standards. A survey questionnaire method was used to collect data, guided by a specific model to address the research objectives. Participants included employees from the Central Bank of Sudan and various commercial banks. Out of 280 distributed surveys, 240 were successfully returned and analyzed using the SPSS software to assess both measurement and structural models. The analysis revealed a positive and significant link between bank performance and several aspects: acquisition and implementation, support and delivery, monitoring and evaluation, and planning and organizing. This research contributes to the existing literature by specifically examining the performance of banks and information technology governance in the Middle Eastern context through COBIT, marking it as a distinctive empirical study in this field.
The present study tends to evaluate information technology governance based on COBIT framework in the electronic banking system to increase productivity of banks in an empirical study. This study is ...an exploratory mixed research. In the qualitative section, the theoretical foundations and related models are reviewed in order to identify the components of IT governance based on COBIT framework and productivity in the electronic banking system. In the quantitative section, 258 people were randomly selected as sample. Cronbach's alpha for IT governance and productivity was 79.7% and 82.3%, respectively, which indicates the reliability of this questionnaire. Qualitative results indicate that COBIT based IT governance includes four parameters (IT planning and organization, IT acquisition and implementation, IT delivery and support and IT monitoring and evaluation) and productivity includes four parameters (effectiveness, efficiency, improved performance and customer satisfaction). Quantitative results showed that the effect of COBIT based IT governance is positive on increased productivity (0.45). Moreover, the findings showed that the effect of COBIT based IT governance is significant on improved performance, efficiency and effectiveness (P < 0.01). According to the results, IT governance based on COBIT framework in the electronic banking system leads to increased productivity, efficiency, effectiveness and improved performance. Therefore, it can be concluded that deploying COBIT framework IT governance leads to a competitive advantage for electronic banking system.
Nowadays, implementing the IT management in Indonesia Higher Education (HE) has been an integral part of institution management and all business functions, starting from teaching & learning, academic ...information system, administration & payment system, registration of student’s admission and so on. Handling incident response is an IT management and evaluation activity that must be done by the HE in Indonesia. Because, this activity is used to control the business sustainability and help perform attempts of betterment. To this matter, a standardized guideline is required so that the management of handling incidents in the HE environment can be performed effectively and efficiently. COBIT framework version 4 has four domains with 34 processes, while the version 5 has five domains with 37 processes. The process of handling incidents in COBIT 5 is discussed in the DSS02 process, namely Manage Service Request, and Incident of DSS domain. Meanwhile, COBIT 4 is discussed in the DS8 process, namely Manage Service Desk and Incidents. This paper reviews the status of management of handling IT incidents in Indonesia HE limited from 2010 to 2016.

Extended Abstract: Nowadays, using strategic alignment and IT governance can be an effective strategy to gain the initiative to help organizations allow efficient utilization of information ...technology and gain competitive advantage. The present article examines the gap between strategic alignment and IT governance maturity level of services in the field of virtual learning. To collect information and views of experts and thus to evaluate the alignment of IT and business on the field of virtual learning services, a questionnaire with 63 questions has been designed by integrating some expert-selected factors of Luftman and Cobit models. Introduction While the study of strategic IT alignment has made significant progress in the last quarter century since the work of Henderson, Venkatraman, and others first emerged, there remains several important research questions that are still relatively unexplored. A lot can happen in 25 years. The fact that IT alignment is a perpetual priority for CIOs confirms that alignment is difficult but it also shows that alignment is a moving target. We see a continuing need for researchers to adapt and extend our knowledge of what it means for IT to be aligned with business. This will require fresh thinking as the extant IT alignment paradigms are a product of a simpler time when IT was less complicated and business strategy was more stable. To reflect the reality of IT and business strategy in modern society, a new approach is needed to account for the ways that businesses are increasingly attempting to exploit synergies between corporate, strategic business unit, and functional-level activity (Coltman et al., 2015). Further investigation into IT governance structural relationship to IT strategic alignment may contribute to existing knowledge as well as add practical know-how to managers and executives planning and developing IT governance is an effort to achieve IT strategic alignment (Hosseinbeik et al., 2011). In summary, the present research is aimed to find the answer for the following questions: What is the relationship between strategic alignment and IT governance structures in E-learning services? What are the effects of IT governance structures on e-learning services based on a combined selective strategic alignment model? Case study Since the field of research is very large, and since the objective of this study is to provide a way to assess the relationship between alignment of IT and IT governance in the field of e-learning services, we selected virtual leaning department of Shahid Beheshti University as a case study in a specified range with similar characteristics with other universities. E-learning domain has three key elements: Teacher, Student and expert personnel, so we asked our questions from these selected experts. The sample of 28 professors, experts, assistants, professors and graduate students (PhD) were asked to answer our questions as expert panel. Materials and Methods This study is quantitatively trying to explore IT/business alignment and the gap between as-is status with to-be status of e-learning services at universities. Conclusion Survey results indicate that proper use of information technology to successfully reach the goals with mean of 3.33 and design and implementation of appropriate basic systems with the mean of 3.16 show the most important influence, and in contrast failure to use an integrated enterprise architecture for virtual learning processes with the mean of 1.27, and lack of attention to risk factors of IT and non-implementation of a framework of internal control with the mean of 1.38, has been the most weakness factors. Thus, it is clear over and over that to promote strategic alignment and IT governance in virtual learning, require more effort in enterprise architecture and other areas that have low scores.
Improving the quality of information technology-based higher education institutions is a must to realizing a transparent, accountable and professional education system and refers to the achievement ...of higher education institutions (HEI) vision. The role of information technology greatly influences the process of HEI governance, so that HEI must have an information system framework to support ongoing business processes and can be accessed anytime and anywhere by stakeholders who need it. This study aims to analyze the extent to which higher education institutions implement academic information system governance to support information technology-based education services using the COBIT (Control Objectives for Information and Related Technology) framework approach. Using a systematic literature review method, the author will discuss how to manage the integration of academic information systems with IT governance in higher education institution. The expected result of this research is how to know the role of IT governance in achieving better and more effective academic information system performance towards the alignment of strategic business objectives with the implementation of IT in the HEI environment.
The use of Information Technology (IT) in education is a must now and it should bring benefits to education especially in the university level. Good information technology governance is required in ...the field of education from planning to implementation. This study aims to evaluate how effective and efficient the implementation of information technology governance at the Universitas Atma Jaya Yogyakarta as measured by COBIT 5 Framework. The method used is conducting a survey by distributing questionnaires to UAJY's information system office employees and observing documents that are adjusted to the control objectives in the COBIT 5 Framework. This study uses four control objectives, namely APO (Align, Plan, and Organize), BAI (Build, Acquire, and Implement), and DSS (Monitor, Evaluate, Asses). The first stages of the study was data collection, second was analyzing maturity and gap level, third was analysing and problem finding in the implementation of IT governance and proposing recommendations, and fourth was conclusions and suggestions. The result of this research is that Universitas Atma Jaya Yogyakarta has applied the IT governance at level 3 (Established). It means that at this level the process has been built then implemented in accordance to the defined or predetermined process, and able to achieve the result of the process.
The IT governance has been drawn much attention, and the COBIT has been known as a framework for the IT governance. One of the key features of the IT governance is the alignment of business goals and ...IT goals. The COBIT framework basically provides the definitions of business, IT and processes’ goals and the links among them. There has been much research on the assessment of the IT governance in terms of applying the COBIT framework to the IT governance of an organization. However, this paper studies the assessment of the IT governance of the COBIT framework itself. We develop an assessment method, apply it to the COBIT framework and derive several assessment results including the weights of the IT goals and the IT processes to the business goal. The results can also be applied to other IT governance areas such as the priority determination of the IT investment or IT audit.
