The author served as vice chairman & project director of the Illinois Governor's Advisory Commission on Labor- management Policy for Public Employees. Personal observations are recorded as well as a ...documentary analysis of the Commission's work & the ensuing legislative experience of a bill based on the Commission's recommendations. The defeat of the legislative effort in the last hours of the legislative session is explained in terms of the econ & pol'al interest groups involved. 3 main conclusions are reached: (1) that a vigorous labor movement has autonomous sources of vitality & need not depend on a law to achieve its aims; (2) formal collective bargaining may be viewed by some pol'al leaders as a threat to pol'al party-union arrangements; & (3) that legislative thinking about public employee org & bargaining focuses too much on the strike issue.
