Der wachsende Einfluss der Internetplattformen des 21. Jahrhunderts in wirtschaftlicher, gesellschaftlicher und politischer Hinsicht hat eine Diskussion über die angemessene Regulierung dieser ...Konzerne ausgelöst. Im Zentrum dieser Debatte steht das Kartellrecht – das Rechtsgebiet, das zur Kontrolle marktbeherrschender Unternehmen geschaffen wurde. Die Bestimmung des im Kartellrecht fundamentalen Begriffes der marktbeherrschenden Stellung steht in der Rechtsanwendung bei Internetplattformen vor zahlreichen Herausforderungen, von der Unentgeltlichkeit der Leistungen bis hin zur Mehrseitigkeit der Geschäftsmodelle. Die vorliegende Arbeit zerlegt den Begriff der marktbeherrschenden Stellung in seine Teile und zeigt auf, inwiefern die Methodik einer Anpassung an die digitale Wirtschaft bedarf. Dies geschieht unter Einbeziehung der Erkenntnisse der Rechtsökonomie sowie der Rechtsordnungen Deutschlands, der Europäischen Union und der USA.

Internet technologies and e-business Electronic business is a set of business activities that occur by ICT, especially Internet. CMS existence is conditioned by the development of Internet technology. Basic terminology, problem and solution The basic terms of which problems are considered in this paper are Content, Content Management and Content Management System. Content management systems demand Content management systems demand is reflected in the following: (1) complex structure and a hierarchy of target groups are major challenges for the selection and implementation of an adequate system of content management in decision-making processes; (2) timely adoption of key decisions and their implementation is currently a considerable advantage over competitors; (3) by applying modern information and communication technologies and service-oriented architecture, content, especially documents, management provides security and protection of information in the process of content managing. Content management systems types This article describes the following types of content management systems: Document Management System, Digital Asset Management, Web Content Management and Learning Content Management. Content management systems basic parts The main parts of the content management system are: (1) Content integration, including any content manipulation (input, processing, display); (2) Version control, older versions of files are stored in the database (date of creation/change, and optional comment). Thanks to version control, web site can be restored later (rolled-back) to the previous version; (3) Workflow, allows defining processes in a few steps concerning the creation, review and approval of content publishing; (4) Content repositorium (relational, object or XML databases) greatly improves reuse and content management, especially when these items have a high repetition level; (5) Users management and their privileges; (6) User interface. Display of client and administrative console is done through a web browser; (7) Applications represent an addition to content management systems (business rules, API functions, search, forum, etc.) Content management systems classification Content management systems classification can be performed by different elements: (1) by type, where the content management system is a framework or system; (2) by license; (3) by used technology; (4) by price. The paper briefly explains the classification. Conclusion Future direction of research of content management system applications in the Serbian Army would be based on the advantages and disadvantages of electronic document management system repositories, for example realistic management processes and data flows within the command and information system.

In this dissertation, the development of digital certification involves the introduction of the concept of PKI (Public Key Infrastructure) system, which incorporates many elements and phenomena in ...the field of computational statistics, information - communication technologies and electronic commerce. The strategic importance of applying the concept of digital certificates and its underdevelopment in electronic commerce of Serbia, points to the need of setting Theoretical support for its efficient development and implementation. In this sense, the subject of this dissertation is to improve the development and deployment of digital certificates, which are focused on building specific Public Key Infrastructure - PKI system, which should be designed to be efficient and flexible solution to light of different PKI requirements. Construction of an information system based on statistical analysis of the effectiveness of PKI and digital certificates. The analysis is to define the business needs of PKI in accordance with the development of electronic services, using modern methods for static evaluation. The main objectives are that, based on statistical methods and analysis of real data available from the process of PKI, it is possible to identify latent system parameters, which would be adequate identification and application of quality management processes contribute to the improvement of PKI digital certificates in electronic commerce and make the automation of key management processes PKI digital certificates of the selected system, using statistical methods, in order to integrate the appropriate statistical model. The experimental part of a doctoral dissertation relates to the application model, which is the use of digital certificates, which are defined activities that have a strategic role in promoting e-business, determining the degree of importance of activities and measuring its effectiveness. In this module, using applicative statistical analysis we came to the target architecture PKI system, which gave the best results in the practical application of modern business environments. For the development of digital certificates is critical information because they provide information on which users of electronic services, making more efficient and effective decisions and therefore increase the level of satisfaction with life.
U okviru ove doktorske disertacije, pod razvojem digitalnih sertifikata podrazumeva se uvođenje koncepta infrastrukture javnih ključeva PKI (PKI - Public Key Infrustructure) sistema, koje objedinjuje mnoštvo elemenata i pojava iz domena računarske statistike, informaciono – komunikacionih tehnologija i elektronskog poslovanja. Strateška važnost primene koncepta digitalnih sertifikata i njegova nedovoljna razvijenost u elektronskom poslovanju Republike Srbije,ukazuje na potrebu postavljanja teorijske podrške njegovog efikasnog razvoja i primene.U tom smislu,predmet istraživanja ove disertacije predstavlja unapređenje razvoja i uvođenja digitalnih sertifikata, koji su usmereni na izgradnju određene infrastrukture javnih ključeva - PKI sistema, koji treba da bude dizajniran tako da bude efikasan i fleksibilan u cilju lakog rešavanja različitih PKI zahteva. Izgradnja informacionog sistema bazira se na statističkoj analizi efikasnosti primene PKI sistema i digitalnih sertifikata. Osnovni ciljevi su da, na osnovu statističkih metoda i analize dostupnih realnih podataka iz procesa PKI sistema, je moguće prepoznati latentne parametre sistema, čija bi adekvatna identifikacija i primena kvalitativno doprinela poboljšanju procesa upravljanja digitalnim sertifikatima PKI sistema u elektronskom poslovanju i izvršiti automatizaciju ključnih procesa upravljanja digitalnim sertifikatima odabranog PKI sistema, putem statističkih metoda, sa ciljem da se objedine u odgovarajući statistički model. Eksperimentalni deo doktorske disertacije odnosi se na aplikacioni model, koji predstavlja primenu digitalnih sertifikata, gde su definisane aktivnosti koje imaju stratešku ulogu u unapređenju elektronskog poslovanja, određivanju stepena značaja aktivnosti i merenja efekta njegove primene. Na ovakvom aplikativno modulu uz primenu statističkih analiza došli smo do ciljne arhitekture PKI sistema, koji je dao najbolje rezultate u praktičnoj primeni savremenim poslovnim okruženjima. Za razvoj digitalnih sertifikata presudne su informacije, jer pružaju podatke na osnovu kojih korisnici elektronskih servisa,donose efikasnije i efektivnije odluke i samim tim povećavaju stepen zadovoljstva života. Ključne reči: digitalni sertifikat, digitalni potpis, kriptografija, informaciono-komunikacione tehnologije, elektronski dokument, elektronsko poslovanje, statistička kontrola procesa.
Rad je rezultat empirijskog istraživanja kojemu je cilj identificirati zastupljenost korištenja svjetskoga poslovnog trenda - elektronskog poslovanja - u velikim poslovnim sustavima u Hrvatskoj, te ...tako odrediti mogućnosti najznačajnijeg dijela hrvatskoga gospodarstva u usporedbi s razvijenim tržišnim gospodarstvima. Potrebno je promijeniti tradicionalni način poslovanja prilagođavajući se zahtjevima suvremenog tržišta, te smanjivati jaz u odnosu menadžmenta i moderne info-tehnologije. Analiza povratne informacije iz poslovnih sustava, odnosno top-menadžmenta, objektivno procjenjuje intenzitet prilagođenosti tvrtki ka koncepciji modernoga poslovnog sustava. Poslovanje podržano informacijskom tehnologijom usmjerava razvoj globalnoga gospodarstva, međutim zaključak je da hrvatsko gospodarstvo još nije dalo potrebno značenje ovomu suvremenom obliku poslovanja. Stoga je iznimno važna koordinacija ovoga razvojnog trenda s općim strateškim usmjerenjem uzimajući u obzir restrukturiranje menadžment koncepcija i funkcija. To je neophodno, jer podržavanje poslovanja modernom informacijskom tehnologijom, zahtijeva formiranje novog oblika (segmenta) menadžmenta, koji će se kontinuirano brinuti za ovu tehnologiju, njezinu primjenu i razvoj u poslovne svrhe. Općenito, istraživanje pokazuje relativno slabu fleksibilnost top-menadžmenta na promjene uzrokovane novom informacijskom tehnologijom, a istaknuti razlog je nedovoljno znanje top-manadžera o prednostima interakcije s novom info-tehnologijom. Konkurentnost na svjetskom tržištu ovisi o tome kolikim su intenzitetom poslovni sustavi u Republici Hrvatskoj strateški orijentirani prema novoj info-tehnologiji, kako je shvaćaju i kako prilagođavaju svoj menadžment.
