With the end of World War II, the signing in 1951 of the Treaty establishing the European Coal and Steel Community not only constituted peace in Europe but also institutionalized international ...cooperation. Following the example of regionalism in mainland Europe, the countries in the wider Black Sea area (WBSA) also embarked on regional cooperation at the end of the Cold War. With the declaration on Black Sea Economic Cooperation (BSEC), the leaders announced their concrete plans to develop practical cooperation in a range of areas including economy, trade, industry, environment, science and technology. This paper discusses the detected indicators and general patterns of complex regionalization around the Black Sea. With the aim to determine the extent to which BSEC countries have been able to act collectively following the cooperation they launched in 1992, this paper will discuss the plurilateral as well as minilateral cooperation efforts, the attempts for business cooperation, and energy cooperation in the WBSA. With the failed attempt to institute Liberalism in the aftermath of WWI it seemed the idealistic vision of perpetual peace, increased prosperity, and collective security was merely an unrealistic ...hope. However, the successful progression of the European Union from the European Coal and Steel Community and the European Economic Community began a new era of interstate relations. But, the repeated refusal of states to ratify the European constitution is a sign that European economic and policy integration is not enough to give Europeans a sense of shared values and principles and a sense of common heritage. The dissatisfaction over Europe's recent financial woes—that were described as threatening a break-up of EU—has indicated that European Liberalism is faltering again. This article analyzes the issue from the perspective of peace research, global political economy, social psychology, and intercultural relations.

This research examines whether a long-run stationary equilibrium relationship holds between economic activity and the consumption of crude steel within the UK. Using the theory of fractionally ...integrated and cointegrated processes, and allowing for the possibility that the equilibrium path changes abruptly at occasional points in time, it is possible to determine if steel consumption and economic activity follow a common stochastic trend or whether the two series randomly drift apart over time. Evidence is found to support such a long term relationship. This result is at odds with the conclusions drawn by previous researchers in the area. The reason for this difference may be due to these researchers concentrating only on
I(0) and
I(1) specifications, without consideration of fractional possibilities and also to a failure to account for structural breaks in the equilibrium relationship. Such conclusions are made within the framework of the ARFIMA methodology that yields reliable inferences on the degree of fractional integration and cointegration. Critical values for fractional contegration with an ARFIMA model in the presence of structural breaks are also derived in this paper.
Seit dem Juli 1952 bildete der Vertrag über die Gründung der Europäischen Gemeinschaft für Kohle und Stahl (EGKS) den rechtlichen Rahmen der europäischen Montanindustrie. In diesem Vertrag hatten die ...Gründerstaaten Belgien, Bundesrepublik Deutschland, Frankreich, Italien, Luxemburg und die Niederlande der Hohen Behörde, dem Exekutivorgan der neuen Gemeinschaft, eine Reihe von Regulierungskompetenzen für die Kohle- und Stahlindustrien ihrer Länder übertragen. Wie aus den Vertragsverhandlungen hervorgeht, hatten die Mitgliedstaaten das Ziel, eine Europäische Gemeinschaft zu begründen, in deren Rahmen die Produzentenverbände und die Regierungen der Mitgliedstaaten Entscheidungen über Preis- und Marktentwicklungen koordinnieren würden. Erst auf Druck des Franzosen Jean Monnet und der amerikanischen Regierung wurden ein Kartellverbot und die Fusionskontrolle in den Vertrag aufgenommen (Artikel 66). Die politisch intendierten Wirkungen der Einführung von Wettbewerbsregeln im EGKS-Vertrag stimmten mit dem formellen, rechtlichen Programm des Artikels 66 nicht überein. Im Vertrag standen Dinge, die eigentlich keiner wirklich umsetzen wollte. Die Hohe Behörde handelte dann im Sinne des impliziten Mandats, indem sie die Rekonzentration der Ruhrstahlindustrie legitimierte, ohne wirkliche Anstrengungen zu unternehmen, eine kohärente Wettbewerbspolitik zu entwickeln. Die formelle Rechtsordnung des EGKS-Vertrages wurde also zu großen Teilen nicht eingehalten. Dies führte aber nicht zum Scheitern der Integration. Die Weiterentwicklung der Europäischen Integration hing nicht in erster Linie von der Effizienz der formellen supranationalen Regeln ab. Entscheidend ist der politische Wille der Mitgliedstaaten zur Zusammenarbeit.
