PurposeEuropean spatial governance underwent substantial changes over the past two decades with the expansion of European territorial cooperation programmes, the introduction of new instruments for ...cooperation and an increasing role of financial and regulatory framework in sector policies. Against this background the paper develops the argument that today’s European spatial governance has become more diversified and fragmented, leading to an increasing role for sector policies, and that the cumulative effect of these diverse activities on domestic planning processes are under researched.Design/methodology/approachThis paper summarises the legal recognition of spatial planning and categorises European spatial governance as being composed of spatial policies, financial instruments and governance frameworks. This paper then presents three explorative case studies: the Common Transport policy as one European Union (EU) sector policy, a cross-border cooperation supported by the European Regional Development Fund and macro-regional cooperation.FindingsThis paper concludes that the increasing regulatory impact of European spatial governance on domestic spatial planning goes far beyond the pure Europeanisation of narratives and agendas or “ways of doing things”. Furthermore, this paper illustrates that European spatial governance is characterised by a process of sectoralisation, supported by the EU’s regional policy and the provision of governance tools. The paper calls for further investigation of the interrelatedness of these processes and their reciprocal influences on planning practices.Originality/valueThe value lies in recognising the incremental changes that have come alongside European integration, and highlighting the importance of these processes for domestic planning processes. This paper highlights the hidden process of sectoralisation that leads to an increase in planning competences at the European level.
The participation of Hungary and Hungarian regions outside of Hungary in transnational and interregional programmes within the framework of the third objective (European Territorial Cooperation) of ...the European Union's Cohesion Policy 2007-2013 is an indicator suitable for analysing the international networking activity of Central European national minorities. These programme areas are very well in alignment with the settlement areas of Hungarians and thus it provides a great opportunity for cooperation in the field of regional developments. The study on the participation of Hungarian organizations in and outside of Hungary in the programming period of 2007-2013 shows; however, that Hungarian organizations outside of Hungary only partly utilize their networking potential and they worked with organisations of the mother country in only a few projects. Policies on cooperation may contribute to further utilize this networking potential.
This paper addresses territorial development through cooperation practices between European Union Member States and candidate countries. The European Territorial Cooperation (ETC) is an objective of ...the European Union (EU) Cohesion Policy and constitutes a key driver to reducing disparities in the Union's territory. ETC instrument integrates the participation of third countries, namely those included in the categories: Instrument for Pre-Accession (IPA) and European Neighbourhood Policy Instrument (ENPI). The ETC transnational programme for the Mediterranean area (MED Programme) covers ten member states of the European Union and three countries belonging to the IPA instrument: Bosnia and Herzegovina, Albania, and Montenegro. In 2013, the MED programme approved eight transnational projects integrating IPA partners and addressing the use and promotion of renewable energy sources (RES) and energy efficiency (EE). According to the current transitional period that entails a concluding cycle 2007-2013 and opening 2014-2020, ETC evaluation aspects, applied to specific thematic areas, are essential for better implementation of future strategies and learning from previous lessons. In this context, the purpose of this paper is to analyse the effects of ETC on the promotion of RES and EE in IPA countries by considering the experience of the MED programme.The methodological approach includes: (1) data gathering process (2) desk research and analysis of results and (3) validation of obtained results. The enlarged European Union encompasses regions characterized by a diversified level of socio-economic development and innovation. The Community cohesion policy contributes to a harmonious and ...balanced development of the European territory, and the assistance in support of cross-border cooperation, as well as transnational and interregional cooperation is offered through the Community Initiative INTERREG III. The article presents the innovation potential of the border regions of the Western and Southern Poland. It is not sufficient in the light of the presented indicators, and it is necessary to take up measures aiming at its development. The Polish accession to the EU has brought along new possibilities in terms of supporting cross-border cooperation, as well as transnational and interregional one, in the years 2004-2006. Also, in the new programming period for the years 2007-2013, emphasis has been given to the need for promoting this direction of activity, while pointing at the same time to the importance of innovation, since innovation constitutes a key factor of economic growth and of enhancing competitiveness of European regions. Es sollte daher nachhaltig in dieses Schlüsselfeld investiert werden.- This paper is concerned with the extension of cross-border transport within the EU. Despite the longstanding efforts of transport and cohesion policies to improve cross-border transport, many border regions still face challenges related to transport infrastructure and local public transportation. These are discussed in the first part of the paper. Transport policy goals and instruments on the EU level are then presented and their impact is assessed using case studies in the border area. EU policy and funding instruments are neither particularly concrete nor binding, so that there are still great variations between the national policies of member states. Implementation requires strong political will and secure finance. Transport is an important foundation for other fields of cross-border cooperation. Programi su namijenjeni za ...uspostavljanje osnove za održivu suradnju u budućnosti. Iskustva pokazuju da programi podržavaju pojedine projekte koji nisu dugoročno održivi, već završavaju nakon sufinanciranja. Iskustva i pregled prošlih prekograničnih projekata su služili kao temelj za razvoj modela koji će osigurati održivi životni ciklus projekata prekogranične suradnje. Ovaj model se temelji na izradi akcijskog plana koji će osigurati kontinuitet projektnih rezultata, te aktivno sudjelovanje projektnih ciljnih skupina u fazi projektiranja ideja.
