The 20th Century, Vilem Flusser's first major philosophical work, still unpublished in its entirety, is of particular interest to Flusserians. Unlike his mature essayistic approach, this is organized ...rather like an academic thesis including a biography which, though rather rudimentary, gives precious unique insight into Flusser's early influences. The scope of this project is extremely ambitious. As can already be gleaned from this short section, Flusser is testing the limits of his erudition. But his interest in Asian thought, especially in Buddhism, was not cursory. Groping out of the abyssal failure of the Enlightenment Humanist project in the ashes of the Holocaust, Flusser sought out in Buddhism a new raison d'etre, not only for philosophy, but for himself. In this abbreviated version of a report excerpt from a hearing on 'target balances' held by the Finance Committee of the German parliament on 5 June 2019, the authors discuss legal and business ...aspects of the Bundesbank's 'target claims'. Warnings about risks to German taxpayers are shown to be based on a flawed interpretation of the relevant legal norms, under which target balances involve no rights and obligations. The so-called 'interest' on target balances merely serves to protect the calculation of joint income from the vagaries of cross-border transactions. If a country leaves the EMU, the effects on the remaining central banks do not hinge on target balances, but on the difference between the value of the assets the country withdraws from the system and the value of the share in joint income that it foregoes. Reform proposals that confuse the matter can actually increase risks to taxpayers. JEL Classification: E42, E44, E58 Am 5. Juni 2019 veranstaltete der Finanzausschuss des Deutschen Bundestags eine offentliche Anhorung zu zwei Antragen der Fraktionen der FDP und der AfD zum Thema "Target". Der AfD-Antrag betont die mit den Target-Forderungen der Bundesbank verbundenen Risiken und fordert, "Target-Kredite" nur bei angemessener Besicherung zu gewahren. Der FDP-Antrag warnt vor den mit einem Austritt aus der Europaischen Wahrungsunion (EWU) verbundenen Risiken und macht Reformvorschlage fur die EWU. Die Stellungnahme der Autoren gegenuber dem Finanzausschuss erklart die den Antragen zugrundeliegende Interpretation der rechtlichen und betriebswirtschaftlichen Bedeutung der Target-Salden fur falsch und warnt, die Vorschlage selbst konnten zusatzliche Risiken schaffen.
