Burnt by the Sun examines the history of the first Korean diaspora in a Western society during the highly tense geopolitical atmosphere of the Soviet Union in the late 1930s. Author Jon K. Chang ...demonstrates that the Koreans of the Russian Far East were continually viewed as a problematic and maligned nationality (ethnic community) during the Tsarist and Soviet periods. He argues that Tsarist influences and the various forms of Russian nationalism(s) and worldviews blinded the Stalinist regime from seeing the Koreans as loyal Soviet citizens. Instead, these influences portrayed them as a colonizing element (labor force) with unknown and unknowable political loyalties.
One of the major findings of Chang's research was the depth that the Soviet state was able to influence, penetrate, and control the Koreans through not only state propaganda and media, but also their selection and placement of Soviet Korean leaders, informants, and secret police within the populace. From his interviews with relatives of former Korean OGPU/NKVD (the predecessor to the KGB) officers, he learned of Korean NKVD who helped deport their own community. Given these facts, one would think the Koreans should have been considered a loyal Soviet people. But this was not the case, mainly due to how the Russian empire and, later, the Soviet state linked political loyalty with race or ethnic community.
During his six years of fieldwork in Central Asia and Russia, Chang interviewed approximately sixty elderly Koreans who lived in the Russian Far East prior to their deportation in 1937. This oral history along with digital technology allowed him to piece together Soviet Korean life as well as their experiences working with and living beside Siberian natives, Chinese, Russians, and the Central Asian peoples. Chang also discovered that some two thousand Soviet Koreans remained on North Sakhalin island after the Korean deportation was carried out, working on Japanese-Soviet joint ventures extracting coal, gas, petroleum, timber, and other resources. This showed that Soviet socialism was not ideologically pure and was certainly swayed by Japanese capitalism and the monetary benefits of projects that paid the Stalinist regime hard currency for its resources.
Sovereignty Experimentstells the story of how authorities in Korea, Russia, China, and Japan-through diplomatic negotiations, border regulations, legal categorization of subjects and aliens, and ...cultural policies-competed to control Korean migrants as they suddenly moved abroad by the thousands in the late nineteenth century. Alyssa M. Park argues that Korean migrants were essential to the process of establishing sovereignty across four states because they tested the limits of state power over territory and people in a borderland where authority had been long asserted but not necessarily enforced. Traveling from place to place, Koreans compelled statesmen to take notice of their movement and to experiment with various policies to govern it. Ultimately, states' efforts culminated in drastic measures, including the complete removal of Koreans on the Soviet side. As Park demonstrates, what resulted was the stark border regime that still stands between North Korea, Russia, and China today.
Skillfully employing a rich base of archival sources from across the region,Sovereignty Experimentssets forth a new approach to the transnational history of Northeast Asia. By focusing on mobility and governance, Park illuminates why this critical intersection of Asia was contested, divided, and later reimagined as parts of distinct nations and empires. The result is a fresh interpretation of migration, identity, and state making at the crossroads of East Asia and Russia.
This English translation of a work previously published in Russian ( Geoarkheologiya i radiouglerodnaya khronologiya kamennogo veka Severo Vostochnoi Azii , St. Petersburg: Nauka, 2010) presents an ...overview of the Paleolithic archaeology of Northeast Asia, with emphasis on geoarchaeological and radiocarbon-based chronology. Although archaeological investigations above the Arctic Circle began more than two hundred years ago, access to and publication of findings has been difficult. In Geoarchaeology and Radiocarbon Chronology of Stone Age Northeast Asia , veteran researchers Vladimir V. Pitul’ko and Elena Yu. Pavlova have gathered and analyzed the available data to provide comprehensive documentation of human occupation of continental territories far above the Arctic Circle in the late Neopleistocene (also known as the Late Pleistocene era). By using uncalibrated radiocarbon dating, Pitul’ko and Pavlova have been able to establish reliable correlations between the artifacts and phenomena being studied. The increased number of radiocarbon age determinations for these Arctic sites is the most important data to come from the latest studies of Northeast Asia, offering a significant opportunity for re-evaluation of older materials in light of these new findings. The authors include reporting on recent work performed at two of the most important sites in the region: the “mammoth cemetery” site at Berelekh and the Yana Rhinoceros Horn Site.
This is an exciting time in East Asia and the Pacific region. No region will appear to be moving so rapidly. In this dynamic environment, many countries in the region have been approaching the World ...Bank requesting technical assistance and knowledge about health financing best practices and options. There is great interest in expanding knowledge sharing and learning from other East Asian and Pacific countries about their experiences in health financing. Moreover, some common issues appear to be emerging: universal insurance, options for financing health insurance, institutional setups of health financing options, provider payment mechanisms, equity considerations, ways to reach the poor and impoverished, and ways to meet the challenges of a changing demographics and epidemiologic profile. Under a generous grant from the Health, Nutrition, and population hub in the World Bank in fiscal year 2008, the region was requested to provide an overview of health financing systems in the region. This overview examined the different health financing mechanisms in terms of performance on dimensions of efficiency and equity and in terms of relative roles of government. In addition, the analysis was to identify, gaps in knowledge needing to be addressed strengthen and reform existing health financing mechanisms and thereby expand health coverage and benefits.
Deindustrialized cities in the United States are at a particular crossroads when it comes to the contest over refugees. Do refugees represent opportunity or danger? These cities are in desperate need ...to stem population and resource loss, problems that an influx of refugees could seemingly help address. However, the cities are simultaneously dealing with local communities that are already feeling internally displaced by economic and technological flux. For these existing citizens, the prospect of incoming refugee populations can be perceived as a threat to financial, cultural, and personal security. Few U.S. locations provide a more vivid case study of this fight than Metro Detroit, where competing interest groups are waging war over the meaning of the figure of the refugee. This book dives deeply into the discourse on refugees occurring among various institutions in Metro Detroit. The way in which local institutions talk about refugees gives us vital clues as to how they are negotiating competing pressures and how the city overall is negotiating competing imperatives. Indeed, this local discourse gives us a crucial glimpse into how U.S. cities are defining and redefining themselves today. The figure of the refugee becomes a slate on which groups with varied interests write their stories, aspirations, and fears. Consequently, we can figure out from local refugee discourses the ongoing question of what it means to be a Metro Detroiter—and by extension, what it means to be a revitalizing U.S. city in this age.

An 88‐year‐old Japanese woman underwent DDD pacemaker (MicroPort KORA 250 DR, V lead: VEGA R52) implantation for complete atrioventricular block. A 12‐lead electrocardiogram for a routine examination ...showed atrial pacing within the intrinsic P wave, followed by inhibition of ventricular pacing. Pacemaker interrogation revealed no abnormalities in the basic parameters; however, ventricular pacing was inhibited by far‐field sensing of intrinsic atrial waves before atrial events; type II far‐field P‐wave sensing. As a result, unusual atrial pacing occurred due to the pause suppression algorithm, which is the one of the functions that prevent atrial fibrillation development.
