The main task of safety and health at work is to protect the most important thing we have, the health of each of us. The basic task of the article is to describe the history of safety management systems to identify the state of implementation of the ISO 45001 system in the world. Subsequently, the article describes the ISO 45001 standard from the perspective of the PDCA cycle and describes the benefits and importance of implementing the ISO 45001 standard. The conclusion of the article deals with the development trend of the occupational health and safety management system according to STN ISO 45001:2019 in the context of occupational accidents in the conditions of the Slovak Republic.
Internal audits are a requirement of point 9.2 of the ISO 45001 standard. They are a very good tool to improve the management system, but also the entire organization. Audits and the auditors ...conducting them should be improved. Therefore, this article aims to develop a model for evaluating internal auditors of occupational health and safety management systems according to ISO 45001. The model includes both the guidelines of the ISO 19011 standard and expert knowledge resulting from experience in assessing auditors. The following tools are adequately integrated: the SMART(-ER) method, brainstorming (BM), and control sheets. The result is the estimated quality of the auditor’s work. Rankings created using this model cannot be used to punish auditors; the model is intended to help chart an improvement path for internal auditors. Due to its nature, the model can be used to assess internal auditors in any management system. It can also be modified according to the original solutions in the field of auditing in a given organization.
•Companies adopting OHSAS 18001 have a 14% lower risk of severe work accidents at baseline compared to non-adopters.•Adopters of OHSAS 18001 were not able to further reduce the risk of severe work ...accidents at three years follow-up.•These results indicate that an OSH certificate primarily serves as an important signal to the institutional environment of superior workplace safety performance.•Regulatory agencies, should consider whether to reduce enforcement resources in relation to OHSAS 18001 and ISO 45001 certified workplaces.
Many organizations worldwide have adopted certified occupational health and safety management systems (COHSMSs), such as OHSAS 18001. The effectiveness of COHSMSs in improving health and safety at work has become an important question for authorities, companies, and other stakeholders. This study aims to examine whether the adoption of COHSMSs leads to reduced risk of severe accidents at work.
We used a register-based longitudinal design, to compare the risk of severe accidents among adopters to non-adopters of COHSMS in the period 2010 – 2018. We linked a national register of COHSMS adopters with individual-level information on reportable accidents in the Labour Market Insurance (LMI) register to compare the risk of severe accidents at work among 805 adopters of COHSMS with a matched control group of 12,297 non-adopters of COHSMS. Multivariable Poisson regression models were used to calculate rate ratios (RR) with 95% confidence intervals (CI).
The risk of severe accidents at work was 14% lower among adopters of COHSMS compared to non-adopters already two years before the date of certification (RR 0.86, 95% CI 0.76–0.98), but no further decrease in the rate ratio could be established at three-year follow-up (RR 0.85, 95% CI 0.75–0.97). In addition, we found no decrease in the rate ratio for all reportable accidents at work at three-year follow-up.
Workplaces with a lower risk of accidents are more likely to adopt COHSMS, indicating either a self-selection effect or that adopting workplaces have improved safety during the pre-certification phase for obtaining a certificate. Adopters of COHSMS did not reduce reportable severe work accidents further at three-year follow-up after the date of certification. This study did not find support for an effect of COHSMS on reportable severe accidents at work and nor all reportable accidents at work.

Systems thinking has emerged as a necessary approach to effective management, including occupational health and safety. Considering the recent publication of the international standard ISO 45001:2018 on occupational health & safety management systems (OHSMS), this study evaluated the extent to which it incorporates systems thinking aspects derived from the literature. The qualitative assessment of the standard against eight systems thinking tenets, each of them referring to the internal and external organisational context, revealed an adequate degree of their coverage. Overall, the effective implementation of the new standard could encourage organisations to move beyond a focus on individual system components and better understand and manage their socio-technical system by contemplating the multiple interactions amongst its elements. However, our findings also indicated a tendency of ISO 45001:2018 to focus more internally, view external agents mainly as constraints and not opportunities and implicitly promote a highly systematic approach that does not recognise local adjustments to manage variability. Subject to the need for field research to investigate the above in organisations implementing the new standard, the results from this study can raise the awareness of the industry about strengths and possible gaps when implementing their OHSMS and inform international and regional bodies when introducing new standards or revising existing ones that focus heavily on socio-technical systems. Additionally, the inclusive list of systems thinking tenets developed as part of this research can function as an updated reference for studies about systems thinking in any socio-technical environment.
Since an occupational health and safety management system (OHSMS) provides a systematic framework for an organisation to manage occupational health and safety (OHS) risks and opportunities, an ...increasing number of organisations regard the implementation of an OHSMS as a tool to promote their sustainability. However, there is no consensus on whether the various types of certified OHSMSs, including ISO 45001, can achieve the intended outcomes. Therefore, it is urgent to study the factors that hinder the effective implementation of OHSMSs and the relationships between them, in order to provide guidance for improving the effectiveness of ISO 45001 certification. According to institutional theory, resource-based view, and stakeholder theory, this study identifies sixteen barriers to the effectiveness of ISO 45001 certification in the five aspects of motivation, tangible resources, intangible resources, skills and certification organisations, based on an extensive review of the literature. The study applies an integrated DEMATEL and ISM method to analyse the influence of different barriers on the effectiveness of ISO 45001 certification and the influence paths between them using the evaluation data obtained from ten experts inside and outside certified organisations. This study's findings show that employees' lack of awareness of or negative attitude towards OHS, lack of safety culture, and employee participation are the most important factors. In addition, this study concludes that inadequate internal motivation, lack of top management commitment and support, OHS policy, and financial resources within an organisation and barriers from certification organisations are the root- and deep-influence factors that can affect other factors in the process of OHSMS implementation. The findings play a better guiding role for different participants, such as organisations, third-party certification organisations, and government regulatory agencies, in developing and implementing effective measures to improve the effectiveness of ISO 45001 certification, which can effectively support an organisation's sustainable development strategy.

Little empirical research exists on micro–level factors, especially different modes of internationalisation, affecting adoption of international standard for occupational safety and health. Using a dataset of 653 automotive component producers in India in year 2017–18, this firm–level study examines the likelihood of having OHSAS 18001 certification. This voluntary standard valid till September 2021, has paved the way for transition to ISO45001 Standard. The study analyses also the joint probability of ‘having OHSAS 18001, ISO 14001 and the (automotive) industry–specific quality management system standard (ISO/TS:16949/ IATF:16949)’ Triple certifications. Automotive industry is an interesting case study for investigating ‘internationalisation–certifications’ relationships. This paper explores the role of exports to original equipment manufacturers (OEMs) & Tier–1 firms, and outward investment in adoption of safety and the ‘Triple’ standards. For the safety–environmental–quality multiple management systems econometric analysis, considering only the industry–specific quality management system (given its signalling superiority) is another novel contribution. The logit model estimates and sample average partial effects indicate significant positive effects of having outward direct investment (commenced in recent years) and exports to OEMs/high–Tier firms on OHSAS18001 and Triple certifications propensities. These findings pertaining to deep internationalisation of the firm are useful to emerging market producers and governments.
Objectives: Using cases in the Korean workplace, this study preliminarily investigated whether ISO 45001-certified and non-certified workplaces differ in 4 aspects of occupational safety and health ...(OSH) management.Methods: Data were obtained from the 2021 Survey on the Status of Safety and Health in the Workplace in Korea. This study used a matched-pair analysis of certified and non-certified workplaces.Results: The results suggest that although ISO 45001-certified workplaces have a more safety-friendly internal institutional context than non-certified workplaces, there is no significant difference in the number of injuries and fatalities.Conclusions: The results indicate that ISO 45001-certified workplaces do not achieve better OSH performance than non-certified workplaces because ISO 45001 remains in the early stages of expansion, and certification does not require the achievement of OSH performance. A longitudinal analysis is needed to confirm the accurate outcomes of ISO 45001 certification.
The main aim of this paper is to prepare a comprehensive list of benefits offered by Integrated Management System (IMS) discussed in the previous literature. This paper had followed a methodology for ...literature review based on the keyword search in the electronic database of Web of science, Science direct, Scopus and Emerald. Findings of this literature review have unveiled several important and interesting benefits offered by the integrated management system and wider scope of integration. Several studies have confirmed the listed benefits of integrated management system, namely, Quality Management System (QMS) according ISO 9001, Environmental Management System (EMS) according ISO 14001 and Occupational Health and Safety Management System (OHSMS) according ISO 45001/BS OSHAS 18001. Moreover, this study has highlighted some dimensions of future study in line with the analysis of benefits of integrated management system.
