In May and June of 1968 a dramatic wave of strikes paralyzed France, making industrial relations reform a key item on the government agenda. French trade unions seemed due for a golden age of growth ...and importance. Today, however, trade unions are weaker in France than in any other advanced capitalist country. How did such exceptional militancy give way to equally remarkable quiescence? To answer this question, Chris Howell examines the reform projects of successive French governments toward trade unions and industrial relations during the postwar era, focusing in particular on the efforts of post-1968 conservative and socialist governments. Howell explains the genesis and fate of these reform efforts by analyzing constraints imposed on the French state by changing economic circumstances and by the organizational weakness of labor. His approach, which links economic, political, and institutional analysis, is broadly that of Regulation Theory. His explicitly comparative goal is to develop a framework for understanding the challenges facing labor movements throughout the advanced capitalist world in light of the exhaustion of the postwar pattern of economic growth, the weakening of the nation-state as an economic actor, and accelerating economic integration, particularly in Europe.

The transition from a command economy to a capitalist market economy has entirely altered the industrial landscape in which Chinese trade unions have to operate. This book focuses on how the All ...China Federation of Trade Unions (ACFTU) is reforming under current conditions and demonstrates that labour unrest is the principal driving force behind trade union reform in China. Presenting case studies where reform has been largely inspired by the pressure of worker activism from below, the book examines three crucial areas of trade union activity - collective bargaining, labour rights and trade union direct elections - against the background of China's turbulent industrial relations history.
As well as exploring the principal direction of trade union reform, which has been to channel disputes into juridical forms of dispute resolution sponsored by the State, the book also highlights key examples of more innovative experiments in trade union work. These represent a clear break with past practice and, crucially, have been recognised by both the union and Party leaderships as models for future trade union policy and practice. Guy Standing argues that this class is producing instabilities in society. Although it would be wrong to characterise members of the Precariat as victims, many are frustrated and angry. The Precariat is dangerous because it is internally divided, leading to the villainisation of migrants and other vulnerable groups. Lacking agency, its members may be susceptible to the siren calls of political extremism.
