Conventional accounts focus on war outcomes and international peacebuilding, but Huang suggests that postwar regimes have wartime origins, notably in how rebel groups interact with ordinary people as part of war-making. War can have mobilizing effects when rebels engage extensively with civilian populations, catalyzing a bottom-up force for change toward greater political rights. Politics after civil war does not emerge from a blank slate, but reflects the war's institutional and social legacies. The Wartime Origins of Democratization explores these ideas through an original dataset of rebel governance and rigorous comparative case analysis. How does international law change? How does it adapt to meet global challenges in an accelerated social and political context? The question is crucial for any account of international law, but it is ...not very well understood. This interdisciplinary volume traces drivers, conditions, and consequences of change across the different fields of international law and paints a complex and varied picture very much in contrast with the relatively static and uniform imagery in most existing accounts. It highlights the social dynamics through which different areas and institutional contexts have generated their own pathways, with different constellations of actors and authorities that condition how smoothly and speedily change proceeds. The volume presents a theoretical framework for understanding this dynamism, and its chapters explore the strategies, forms, and forces behind the many paths of change they encounter. They take into view the politics of precedent and legal restatements, they look at populist and authoritarian challenges and their effects, and they trace change in response to contestation and non-compliance. They also highlight how states are at times marginalized in change processes—and how change may take other forms when international law itself proves too inflexible. Overall, the volume offers a fascinating account of an international legal order in flux—with a degree of dynamism not captured through traditional doctrinal lenses—and helps situate change processes and their varied implications in international law and politics.
Recent years have seen a sharp increase in the production of indices of vulnerability to climate change. Most of these indices of vulnerability to climate change have been primarily used for ...awareness-raising purposes rather than for guiding international policy. The Physical Vulnerability to Climate Change Index (PVCCI) proposed in this paper has been designed as an index of exogenous vulnerability, not influenced by the present policy of the countries concerned. As such it can be used as a criterion for guiding the international allocation of concessional resources (in particular those devoted to adaptation), as well as for the identification of the countries that are most vulnerable for structural or physical reasons. The index has been calculated for 191 countries. LDCs, SIDS, and African countries have a higher average score. However, there is a wide disparity in PVCCI scores within these three groups of countries, implying that a country-by-country allocation of resources should be used rather than an allocation by country group. The findings appear to be robust after comparison of various options.

This book explores three key issues to understand the redefinition of relations between the European Union (EU) and Latin America and the Caribbean (LAC): the international context, foreign policies ...of EU member states towards Latin America, and crucial topics on the EU-LAC agenda. At the theoretical level, the book aims to rebalance two debates on EU-LAC relations. First, in the debate between agency and structure, the book stresses that context is a limiting factor of the agent’s preferences and actions. Second, in the debate between values and interests, it finds that interests should not be made invariably dependent on values. At the empirical level, two aspects stand out. First, the change and continuity in EU member states’ foreign policies also impact the EU’s own role in the continent. Second, new topics on the bi-regional and global agenda have the potential to redefine the relations between the two regions. At a time of European alleged decline, this volume argues that the EU remains a highly significant actor in Latin America and the Caribbean.
