of the Fukushima disaster on March 11, 2011, directly ...and
indirectly raised the costs of nuclear power in Japan. The
Nuclear Regulation Authority resisted capture by the nuclear
industry and fundamentally altered the environment for nuclear
policy implementation. Independent safety regulation changed
state-business relations in the nuclear power domain from
regulatory capture to top-down safety regulation, which raised
technical safety costs for electric utilities. Furthermore, the
safety agency's extended emergency preparedness regulations
expanded the allegorical backyard of NIMBY demonstrations.
Antinuclear protests, mainly lawsuits challenging restarts,
incurred additional social acceptance costs. Increasing costs
undermined pronuclear actors' ability to implement nuclear power
policy and caused a rift inside the "nuclear village." Small
nuclear safety administration reforms were, in fact, game changers
for nuclear power politics in Japan.
Koppenborg's findings contribute to the vibrant conversations
about the rise of independent regulatory agencies, crisis as a
mechanism for change, and the role of nuclear power amid global
interest in decarbonizing our energy supply.

Lu defines this ...overpopulation discourse as 'Malthusian expansionism'. This was a set of ideas that demanded additional land abroad to accommodate the supposed surplus people in domestic society on the one hand and emphasized the necessity of national population growth on the other. Lu delineates ideological ties, human connections and institutional continuities between Japanese colonial migration in Asia and Japanese migration to Hawaii and North and South America from 1868 to 1961. He further places Malthusian expansionism at the center of the logic of modern settler colonialism, challenging the conceptual division between migration and settler colonialism in global history. The Tokugawa Shogunate, which governed Japan for two and a half centuries until the mid-1860s, classed people into hierarchically ranked status groups (mibun). The early Tokugawa rulers legally ...established these status groups through the late-sixteenth and early-seventeenth centuries, adapting and clarifying existing customary divisions between warriors, peasants, artisans, and merchants. Subsequently, during the two and a half centuries of Tokugawa rule, status laws backed by coercive force worked to limit social mobility between groups and regulate relations between people of different status.
This book begins by examining the origins and evolution of the outcaste groups within the Tokugawa status order. It then looks into the complex processes leading up to the abolition of outcaste status and the institution of legal equality in 1871 under the Meiji regime, and analyzes subsequent practices and theories of social discrimination against firstly 'former outcastes' and 'New Commoners' and then 'Burakumin'. Eric C. Han narrates the paradoxical story of how, during periods of war and peace, Chinese immigrants found an enduring place within a monoethnic state. This study makes a significant contribution to scholarship on the construction of Chinese and Japanese identities and on Chinese migration and settlement. Using local newspapers, Chinese and Japanese government records, memoirs, and conversations with Yokohama residents, it retells the familiar story of Chinese nation building in the context of Sino-Japanese relations. But it builds on existing works by directing attention as well to non-elite Yokohama Chinese, those who sheltered revolutionary activists and served as an audience for their nationalist messages.
