In The Politics of Dialogic Imagination, Katsuya Hirano seeks to understand why, with its seemingly unrivaled power, the Tokugawa shogunate of early modern Japan tried so hard to regulate the ...ostensibly unimportant popular culture of Edo (present-day Tokyo)—including fashion, leisure activities, prints, and theater. He does so by examining the works of writers and artists who depicted and celebrated the culture of play and pleasure associated with Edo's street entertainers, vagrants, actors, and prostitutes, whom Tokugawa authorities condemned to be detrimental to public mores, social order, and political economy. Hirano uncovers a logic of politics within Edo's cultural works that was extremely potent in exposing contradictions between the formal structure of the Tokugawa world and its rapidly changing realities. He goes on to look at the effects of this logic, examining policies enacted during the next era—the Meiji period—that mark a drastic reconfiguration of power and a new politics toward ordinary people under modernizing Japan. Deftly navigating Japan's history and culture, The Politics of Dialogic Imagination provides a sophisticated account of a country in the process of radical transformation—and of the intensely creative culture that came out of it.
For a country already uneasy about energy security, the 2011 earthquake and tsunami, which caused a nuclear catastrophe at the Fukushima nuclear power plant, turned pre-existing Japanese concern ...about the availability of energy into outright anxiety. The subsequent closure of many nuclear reactors meant Japan needed to replace lost power quickly and so had no choice but to secure additional fossil fuels, undermining Japanese diversification policy and increasing global and regional competition for energy. This switch has been at a cost to the already weak Japanese economy whilst the increase in fossil fuel consumption has caused a significant increase in greenhouse gas emissions. In this book Vlado Vivoda examines the drastically changed environment following the disaster in order to analyse Japan’s energy security challenges and evaluate Tokyo’s energy policy options. Looking at how the disaster exacerbated Japan’s existing energy security challenges, Vivoda considers the best policy options for Japan to enhance national energy security in the future, exploring the main impediments to change and how they might be overcome.

What actually unites the Japanese to achieve so many economic and social goals that have eluded other polities? Here Sheldon Garon helps us to understand this mobilizing spirit as he taps into the intimate relationships everyday Japanese have with their government. To an extent inconceivable to most Westerners, state directives trickle into homes, religious groups, and even into individuals' sex lives, where they are frequently welcomed by the Japanese and reinforced by their neighbors. In a series of five compelling case studies, Garon demonstrates how average citizens have cooperated with government officials in the areas of welfare, prostitution, and household savings, and in controlling religious "cults" and promoting the political participation of women.The state's success in creating a nation of activists began before World War II, and has hinged on campaigns that mobilize the people behind various policies and encourage their involvement at the local level. For example, neighborhoods have been socially managed on a volunteer basis by small-business owners and housewives, who strive to rid their locales of indolence and to contain welfare costs. The story behind the state regulation of prostitution is a more turbulent one in which many lauded the flourishing brothels for preserving Japanese tradition and strengthening the "family system, " while others condemned the sexual enslavement of young women.In each case, we see Japanese citizens working closely with the state to recreate "community" and shape the thought and behavior of fellow citizens. The policies often originate at the top, but in the hands of activists they take on added vigor. This phenomenon, which challenges the conventional dichotomy of the "state" versus the "people, " is well worth exploring as Western governments consider how best to manage their own changing societies.
From Country to Nation tracks the emergence of the modern Japanese nation in the nineteenth century through the history of some of its local aspirants. It explores how kokugaku (Japan studies) ...scholars envisioned their place within Japan and the globe, while living in a castle town and domain far north of the political capital. Gideon Fujiwara follows the story of Hirao Rosen and fellow scholars in the northeastern domain of Tsugaru. On discovering a newly opened Japan facing the dominant Western powers and a defeated Qing China, Rosen and other Tsugaru intellectuals embraced kokugaku to secure a place for their local country within the broader nation and to reorient their native Tsugaru within the spiritual landscape of an Imperial Japan protected by the gods. Although Rosen and his fellows celebrated the rise of Imperial Japan, their resistance to the Western influence and modernity embraced by the Meiji state ultimately resulted in their own disorientation and estrangement. By analyzing their writings—treatises, travelogues, letters, poetry, liturgies, and diaries—alongside their artwork, Fujiwara reveals how this socially diverse group of scholars experienced the Meiji Restoration from the peripheries. Using compelling firsthand accounts, Fujiwara tells the story of the rise of modern Japan, from the perspective of local intellectuals who envisioned their local country within a nation that emerged as an empire of the modern world.
As the historic capital of the country and the stronghold of the nation's most celebrated traditions, the city of Kyoto holds a unique place in the Japanese imagination. Widely praised for the beauty ...of its townscape and natural environments, it is both a popular destination for tourists and home to one and a half million inhabitants. There has been a sustained, lively debate about how best to develop the city, with a large number of local government officials, citizen activists, urban planners, real-estate developers, architects, builders, proprietors, academic researchers, and ordinary Kyotoites involved in discussions, forming a highly peculiar social arena that has no match elsewhere in Japan.
This book, based on extensive fieldwork and interviews, provides an ethnographic study of this particular social field. It analyses how people in Kyoto deal with their most cherished traditions, such as the traditional town houses and the famous Gion matsuri festival, which calls into question several of the standard social scientific assumptions about the functions of cultural heritage for present-day societies. The book looks at the way concerned citizens, government bureaucrats, and other important players interact with each other over contentious modern buildings, often with the best intentions but constrained by set role expectations and by the superior power of national-level regulations and agencies. This book contributes to debates on the social uses of tradition and heritage, and the question of how to create sustainable, liveable urban environments.

To prove his case, Metzler explores heterodox ideas about economic life , in particular Joseph Schumpeter's realization that inflation is intrinsic to capitalist development. Schumpeter's ideas, widely ignored within standard American neoclassical economic theory, were shaped by his experience of Austria's reconstruction after 1918. They were highly influential in Japan, and Metzler traces their impact in the period from the Allied Occupation, starting in 1945, through the Income Doubling Plan of 1960. Japan after defeat, Metzler argues, illustrates the critical importance of inflationary credit creation for increased production.
Heritage Politics: Shuri Castle and Okinawa's Incorporation into Modern Japan, 1879–2000 is a study of Okinawa’s incorporation into a subordinate position in the Japanese nation-state, and the role ...that cultural heritage, especially Okinawa’s iconic Shuri Castle, plays in creating, maintaining, and negotiating that position. Tze May Loo argues that Okinawa’s cultural heritage has been – and continues to be – an important tool with which the Japanese state and its agents, the United States during its 27-year rule of the islands (1945–1972), and the Okinawan people articulated and negotiated Okinawa’s relationship with the Japanese nation state. For these three groups, Okinawa’s cultural heritage was a powerful way to utilize the symbolism of material objects to manage and represent the islands’ cultural past for their own political aims. The Japanese state, its agents, and American authorities have all sought to use Okinawa’s cultural heritage to control, discipline, and subordinate Okinawa. For Okinawans, their cultural heritage gave them a powerful way to resist Japanese and American rule, and to negotiate for a more equitable position for themselves. At the same time, however, this book finds that Okinawan strategies to deploy their cultural heritage politically are deeply intertwined with, and to a significant extent enabled by, precisely these Japanese and American attempts to govern Okinawa through its heritage. This examination of the political role of Okinawa’s cultural heritage is a window into a wider process of how nation-states and other political formations make themselves thinkable to the people they rule, how the ruled seek out spaces to make claims of their own, and how cultural pasts, once made usable, are implicated in these processes.
Although most economists maintain a mistrust of a government's goals when it intervenes in an economy, many continue to trust its actual ability. They retain, in other words, a faith in state ...competence. For this faith, they adduce no evidence. Sharing little skepticism about the government's ability, they continue to expect the best of governmental intervention. To study government competence in World War II Japan offers an intriguing laboratory. In this book, Yoshiro Miwa shows that the Japanese government did not conduct requisite planning for the war by any means. It made its choices on an ad hoc basis and the war itself quickly became a dead end. That the government planned for the war incompetently casts doubts on the accounts of Japanese government leadership more generally.
The number of women in positions of power and authority in Japanese companies has remained small despite the increase in the number of educated women and the passage of legislation on gender ...equality. InToo Few Women at the Top, Kumiko Nemoto draws on theoretical insights regarding Japan's coordinated capitalism and institutional stasis to challenge claims that the surge in women's education and employment will logically lead to the decline of gender inequality and eventually improve women's status in the Japanese workplace.
Nemoto's interviews with diverse groups of workers at three Japanese financial companies and two cosmetics companies in Tokyo reveal the persistence of vertical sex segregation as a cost-saving measure by Japanese companies. Women's advancement is impeded by customs including seniority pay and promotion, track-based hiring of women, long working hours, and the absence of women leaders. Nemoto contends that an improvement in gender equality in the corporate system will require that Japan fundamentally depart from its postwar methods of business management. Only when the static labor market is revitalized through adoption of new systems of cost savings, employee hiring, and rewards will Japanese women advance in their chosen professions. Comparison with the situation in the United States makes the author's analysis of the Japanese case relevant for understanding the dynamics of the glass ceiling in U.S. workplaces as well.
