In addition to its regular full-time study programmes, the Carinthia University of Applied Sciences has started to offer more and more part-time continuing education programmes. This article presents an example of (adult) educational work in the part-time continuing education programme "Pädagogik für Gesundheitsberufe" (Pedagogy for Health Professions), asking what status university continuing education offerings have in the context of adult education. In 1920, the Carinthian plebiscite was organized to decide whether an ethnically and/or linguistically heterogeneous part of South-East Carinthia was to be part of the newly established ...German-Austrian rump state or of the newly established Kingdom of Slovenes, Croats, and Serbs (SHS). Although ethnic or linguistic “Slovenes” constituted a majority of almost 70 percent within the referendum zone, more than 59 percent of the voters opted to integrate into Austria. The allegedly victorious German side quickly turned the choice for Austria into a nationalist narrative fueled by claims of cultural superiority, fostered by the invention of an integrated, publicly funded memorial culture, and vigorously defended against any objections or revisionism from “the outside.” In this paper, however, we utilize an ecological inference model to show that nationalist authors on both sides severely overrated the causal impact and empirical significance of the alleged ethnic cleavage, underestimated the share of “Slovenian” voters, and overestimated the share of “German” voters that selected to join the Austrian state. Instead of the reported 10,000, more than 13,000 Slovenes, roughly 60 percent, had voted for Austria, while only 9,000 German-speaking voters, roughly 75 percent, supported Austria.
Dieser Beitrag beschäftigt sich mit den (historischen) Bedingungen, die über fünf Jahrzehnte psychische, physische und sexualisierte Gewalt an Kindern und Jugendlichen in Institutionen der ...Jugendwohlfahrt und Heilpädagogik zuließen. Ermöglicht wurde die zielgerichtete Gewalt gegen Kinder und Jugendliche u. a. durch eine pathologisierende Diagnostik, stigmatisierende Gutachten sowie durch die gemeinsame Organisationsstruktur des Gesundheits- und Sozialwesens. In unserem Beitrag geben wir deshalb einen Einblick in die heilpädagogische Theoriebildung und Diagnostik, um daran zu zeigen, wie diese an den Körpern der Kinder und Jugendlichen ansetzte und hierüber Gewalt legitimierte. Zudem skizzieren wir die totale Institutionalisierung der Heilpädagogischen Abteilung des Landeskrankenhauses Klagenfurt und des Landesjugendheims Rosental und zeigen hierüber auf, wie diese Täter schützte und damit über Jahrzehnte massive Gewalt gegen Kinder und Jugendliche ermöglichte.
This article addresses the (historical) conditions that allowed the mental, physical and sexual abuse of children and adolescents in youth welfare and orthopedagogical institutes to occur over a period of five decades. Purposeful violence towards children and adolescents was enabled through pathologised diagnostics, stigmatising evaluations and the health and social system’s shared organisational structures, amongst other things. Therefore, in this article, we will provide an insight into orthopedagogical theory formation and diagnostics to show how this was used to legitimate the physical abuse of children and adolescents. In addition, the total institutionalisation of the orthopedagogical department at Landeskrankenhaus Klagenfurt (Klagenfurt state hospital) and the Landesjugendheim Rosental (Rosental national youth centre) is outlined, illustrating how perpetrators were protected, ultimately resulting in extreme cases of abuse towards children and adolescents over time.
The book is the second volume of an encyclopedic reference work that, as the result of basic research in literary studies, represents the first systematic attempt to provide comprehensive ...documentation of the literary life of Austria during the Nazi era (1938-1945); the first volume (Styria) was published in 2008. From its methodological approach, it is intended to make the literary events that took place within the official system of the Third Reich as promoted, or at least tolerated, by the decision-makers in the cultural industry more accessible, without resorting to limiting, biased attempts to define a canon. Materials will be presented for the analysis and interpretation of the genesis and effects of these events and institutions. For this reason, the study is based on a functional understanding of literature and has taken key institutional elements of the literary communication system into consideration: authors and their works (including radio and film writers), scholars of German studies, the decision-makers of cultural policy (promotion/censure, literary awards), literary associations, publishing houses and theaters, anthologies and periodicals. The total control of all public creative and media activities in the year 1938 through the Third Reich dictatorship rarely provides good sources for the testing of this method. Our systematic research of the phase between 1938 and 1945 intends to create the most comprehensive description possible of the institutions within the literary system and the integration of authors. Apart from printed material in files pertaining to individuals, we primarily scrutinized the contents of the National Archive Berlin / Division on National Socialism (BDC) and what is known as the Gauakten or District Files for this purpose (the vast majority of personal information related to authors was provided by the authors themselves). The most important archival basis for the description of the institutions are files from the National Archive Koblenz (now in the National Archive Berlin) and the Municipal and Provincial Archives of Vienna. In the survey of material, some of the events that transpired before and after the critical Nazi years were systematically included in order to draw attention to continuities and breaks. Especially significant were literary awards and honors, which illustrate the integration of writers in the various governments from the monarchy up through the Second Republic. For this reason, we have included all such prizes that are known. The first attempt to list all literary organizations in Austria and all German-language anthologies, in which Austrian texts were included, covers the period between 1933 and 1945. The subsequent period has been documented not only through literary awards and honors, but also through the inclusion of the so-called Gauakten in the Austrian National Archive (Österreichisches Staatsarchiv / Archiv der Republik). In order to explore the institutional factors of the literary sub-system in German-speaking regions, a new kind of handbook was created in accordance with this methodological approach, a combination of encyclopedia of persons and specialized dictionary, which should be combined in a network to form a whole. Another factor that led to this format was the division of Austria by the Nazis into seven divisions subject directly to the German government. The handbooks have thus been structured as follows: Part I: Encyclopedia of Persons is divided into several volumes based on the administrative divisions (Gaue) at the time. The second volume will focus on Carinthia. The alphabetically-ordered author entries will be preceded by a literary and historical introduction and an organizational diagram of the literary-political associations of the individual divisions as well as an overview of institutions in the Gau. Das Buch ist der zweite Band eines lexikalischen Nachschlagewerks (Band 1: Steiermark ist 2008 erschienen), das im Sinne literaturwissenschaftlicher Grundla-genforschung versucht, erstmals eine systematische, flächendeckende Dokumentation des literarischen Lebens Österreichs während der Ära des Nationalsozialismus (1938-1945) zu bieten. Es soll - vom methodischen Ansatz her - ohne einschränkenden, wertenden Rückgriff auf Kanonbildungen den Zugang zu jenem literarischen Geschehen öffnen, das dem offiziellen System des Dritten Reiches angehörte, das von den Lenkungsinstanzen des Kulturbetriebes gefördert, zumindest aber zeitweise geduldet wurde, und es soll der Analyse und Interpretation Materialien zu Entste-hungs- und Wirkungsbedingungen zur Verfügung stellen. Daher geht die Untersuchung von einem funktionalen Literaturverständnis aus und umfasst die wesentlichen institutionalisierten Faktoren des literarischen Kommunika-tionssystems: AutorInnen und deren Werke (einschließlich Hörfunk und Film) sowie Germanisten, kulturpolitische Lenkungsinstanzen (Förderung/Zensur, Literaturprei-se), literarische Vereinigungen, Medien (Verlage, Theater, Rundfunk). Unsere systematischen Recherchen über die Phase von 1938-1945 streben eine möglichst umfassende Beschreibung der Instituti-onen des literarischen Systems und der Integration der AutorInnen an. Zu diesem Zweck wurden außer Druckschriften im Bereich der Personenakten vornehmlich die Bestände des Bundesarchivs Berlin, Abt. Deutsches Reich (ehemaliges BDC) und die sogenannten "Gauakten" durchforstet (der Großteil der Personendaten bezieht sich auf eigene Angaben der Autoren). Wichtigste archivalische Basis für die Be-schreibung der Institutionen sind Akten aus dem Bundesarchiv Koblenz (jetzt im BA Berlin) und dem Wiener Stadt- und Landesarchiv. In die Erhebung von Material werden zudem sowohl die Vor- als auch die Nachge-schichte partiell systematisch einbezogen, um Kontinuitäten und Brüche aufzuzeigen. Besonders signifikant sind Literaturpreise und Ehrungen, welche die Integration eines Schriftstellers in die unterschiedlichen Systeme von der Monarchie bis zu Zweiten Republik illustrieren. Daher haben wir sie - soweit uns bekannt - in ihrer Gesamtheit verzeichnet. Der erstmalige Versuch, möglichst alle literarischen Vereine in Österreich und Anthologien des deutschen Sprachraums (soweit Texte von Öster-reicherInnen aufgenommen wurden) zu erheben, deckt die Zeit von 1933-1945 ab. Die Nachgeschichte wird nicht nur durch Literaturpreise und Ehrungen dokumen-tiert, sondern auch durch den Einbezug der schon genannten "Gauakten" im Öster-reichischen Staatsarchiv (Archiv der Republik). Dem methodischen Anliegen entsprechend, ein literarisches Teil-System des deut-schen Sprachraums in seinen institutionalisierten Faktoren lexikalisch aufzuschließen, wird ein neuer Typus von Handbuch versucht, eine spezifische Kombination von Personenlexikon und Sachwörterbuch, die zu einer Ganzheit vernetzt werden sollten. Ein weiterer wichtiger Faktor für die Art der Darbietung ergab sich aus dem Faktum der nationalsozialistischen Teilung Österreichs in sieben "reichsunmittelbare" Gaue bzw. Teilsysteme des NS-Staates. Das Handbuch ist daher wie folgt gegliedert: Teil 1: Personenlexikon in mehreren Bänden nach den damaligen Gauen gegliedert. Vorgelegt wird nun der 2. Band über Kärnten. Der Beschreibung des jeweiligen re-gionalen literarischen Systems - analog zu Teil 2 (s.u.) - folgen die AutorInnen-Artikel, den Abschluss bilden Abkürzungs- und Quellenverzeichnisse. The author has collected all the available documentation about the small Norican silver coins of the so-called Kugelreiter type. Two groups can be distinguished by the images on the reverse of the ...coins: on the reverse of the coins of the first group a rider is depicted, while a rosette is depicted on those of the second. The coins of the first group are characteristic primarily for the Carinthian region of southeastern Austria, and the coins of the second group for the region of Friuli, the Soča area and southwestern Carinthia. The minting of these small coins, which correspond to a quarter-drachm, can be placed in the middle of the 2nd century BC.

Starting in the late nineteenth century, German nationalist organizations in Imperial Austria sought to anchor their communities in specific territories. Since the Imperial Austrian state did not ...recognize territorial nations within its boundaries, nationalist activists tried to realize their nations in specific places by promoting a sense of commonality that would link all members of the nation throughout the Empire. Some nationalists saw tourism and travel writing as strategic activities that could specifically strengthen both a sense of national belonging and a sense of national space. Increasingly, nationalists exhorted Germans in Austria to use their leisure and travel opportunities to learn about their brethren in other parts of the Empire. After the First World War, the destruction of Austria-Hungary and the prevention of an Anschluss between Germany and the Austrian Republic, German nationalists in Austria used tourism and travel accounts as a means to remind their readers of the national territories that had been lost and of the German communities that now suffered under foreign rule. In particular this article examines the efforts of the German nationalist organization Südmark in Austria to use tourism and travel accounts as a way to give new meaning to older concepts of cultural borderlands in the popular imagination. By emphasizing the commonalities of diverse German communities across Central Europe, nationalist activists sought to portray the German-speaking communities of the former Habsburg Monarchy as parts of a larger nation whose reference point was now Germany.
