IP multimedia subsystem standardized by 3GPP has attracted the endorsement of other network technology providers. IMS is the most complete IP-based service control and management overlay (using SIP) ...that sets up an overlay on the under-laying transport infrastructure and provides the possibility of end to end IP based services. Adopting IMS as the service control overlay in different technologies like WLAN, xDSL and cable allows their operators to share their infrastructure with 3G wireless networks not only in transport level but also in service level. This convergence which is called horizontal convergence is sought in NGN-next generation network architecture. Provisioning end-to-end QoS in such heterogeneous paradigms is a challenging task according to the different strategies of resource reservation over different technologies. In this paper we have defined new architecture to resolve some of the existing problems existing in IMS policy based QoS control model that don't let end-to-end QoS control between different technologies and domains.
The ladder of investment is a regulatory approach that has been used by European National Regulatory Authorities (NRAs), in order to foster infrastructure competition among operators. the idea is to ...force incumbent operators to open several levels of access to their network in such a way that alternative operators may climb up the ladder, using more of his own infrastructure, and thus decreasing their reliance on the wholesale products of the incumbent operator. In order to market their own services, the alternative operator has to complement the wholesale resources acquired from the incumbent operator in regulated conditions. In principle, these complementary resources should be acquired in commercial conditions, but this is not always the case. For example, the alternative operator may use some physical space in the incumbent's premises to deploy their equipment, or rely on capacity services delivered by the incumbent operator in regulated conditions in order to reach specific geographical points. This suggests that analysing the degree of advance just in the main ladder of investment could suppose a gross underestimation of the reals degree of alternative infrastructure deployment by alternative operators. In this paper, we provide a theoretical explanation for this phenomenon with the help of the theory of the discovery market process and the theory of capital, as proposed by the Austrian School of Economics. The situation of the identified ladders of investment is assessed for the Spanish market, and some conclusions are drawn and applied in the form of policy recommendations for the NGN ladder of investment.

In this paper we present a context-management middleware for Next Generation Networks (NGN). Our middleware, called ICE, is based on the concept of Context Sessions. In contrast to earlier work in ...context management, we apply NGN design principles to context management and separate signalling from context exchange. We believe that ICE provides an ideal starting point for more flexible and adaptive management of large scale context information compared to existing approaches. In order to allow for easy integration into NGN networks, ICE is implemented as a service on top of the IP Multimedia Subsystem.
Personal video recording (PVR) is service which user knows time ago previously mainly with video cassette recorder and later with DVD recorders. Actually this service has been adapted by Telco ...services providers and included to their IPTV offers (IP based television). Several basic or advance scenarios and implementation are supported by existing or actually standardized NGN based IPTV solutions (e.g. local, client or network PVR). We discussed of use cases and implementation of prototype for advance PVR service which combine advantages of client or network PVR and enable provide advance IPTV services which required content recording and flexible manipulation and user access over single application platform.

In ...these circumstances IMS has emerged out as a key player. IMS is basically a network architecture consisting of an IP-based core network connected to multiple access networks to provide a converged service to wireless,wireline and cable subscribers. IMS has established itself as a foundation for future wireless and wireline convergence. It provides an opportunity to build an open IP based service platform that will enable an easy and efficient deployment of new multimedia communication services mixing telecom and data services. One thing which really makes a difference is that a common IMS based service platform can be used to serve various access mechanisms such as WiMAX, WiFi, UMTS,GSM, CDMA etc. IMS fills the gap between two of the most successful communication paradigm cellular and internet technology. This paper surveys the IMS network architecture and how its various components interact with each other.

IPTV service offers multimedia streaming services with security, reliability, and relevant quality of service (QoS)/quality of experience (QoE). It provides technical and business challenges to ...customers as well as network/service providers. It expects that the next generation network (NGN) environment provides the transport platform with high quality and high performance for IPTV services. The Web technologies can realize for customers to get and share IPTV contents. Web can provide an open, flexible, and agile platform. Therefore, in this paper, we propose open IPTV services based on Web platform within NGN environment and present functional architecture for open IPTV services. Technical issues for deploying the proposed IPTV services are also provided. The objective of this paper is to analyze the critical architectural issues for developing feasible service platform for open IPTV services.

In this paper, we propose a network performance monitoring method which can measure delay of each network using the RTCP(Real-time Transport Control Protocol) timestamp fields to detect a trouble ...section in interworking environment. According to the increment of real-time multimedia service provision, network performance monitoring method is necessarily needed for QoS management of real-time services in the interworking environment between different networks. Multimedia services such as video conference, VoIP (Voice over IP) service and IPTV service are sensitive to the network performance(e.g. delay, delay variance and packet loss etc). In this case, it is very important to detect a trouble section when service quality degradation occurs in the interworking environment. So, we propose the network monitoring method for multimedia services through delay measurement using RTCP in each network. Also, with this method, we can detect and define which network has generated a poor network performance.
A video IP telephony service, as an enhanced service of voice over IP(VoIP) migrated from public switched telephone network (PSTN), is a representative multimedia over IP (MoIP) service of next ...generation network (NGN) for the mass market. Recently a leading telecommunication operator has constructed NGN and has launched a commercial video IP telephony service. This service is regarded as one of the operator's main strategic businesses together with IPTV. The operator has constructed an NGN and provided trial services during the period of broadband convergence network (BcN) project before launching commercial video IP telephony services. This paper presents analyses of trial subscribers' responses for the video IP telephony services during the BcN project period and suggests a commercial video IP telephony service strategy based on the analyses. We expect that the suggested strategy helps telecommunication providers who are ready for NGN and MoIP services over NGN for targeting the mass market.
