In the post-Cold War period, contemporary studies of strategic deterrence have expanded from traditional ones to contents that are much broader in terms of content and topics. It can be said that ...today this is the comprehensive activity that should engage the entire society, proclaiming the concept of the whole power. Providing the systematic implementation of the principle of comprehensiveness, together with the principle of knowledge-worthiness and timeliness, certainly represents a key prerequisite for effective deterrence in modern conditions. Military power certainly represents a fundamental capability for deterrence in the context of support to foreign policy, diplomatic efforts and economic cooperation with foreign countries, as well as in terms of psychological and informational resistance. Another great problem is which state authority to entrust with the implementation of strategic deterrence. It seems most acceptable for the National Security Council to assume the responsibility for the implementation of strategic deterrence, with the necessary organizational and functional changes in terms of recruiting personnel for the Council. The paper deals with the problem how to distribute the competences of state authorities in the implementation of deterrence. We believe that this paper has offered quite enough arguments that it is necessary to legally regulate this field in a manner that it changes the basic assumptions of the competences of state authorities to the least possible extent. It is clear that this is a conceptual model that requires further elaboration and concretization, but it can serve as a starting point for further research.
В процессе исследований было определено основные и специальные функции автоматизированной экспертно-аналитической системы (АЭАС), сформировано схему организации функции моделирования в АЭАС. ...Разработано соответствующую структуру данных для организации и управления функцией экспертного моделирования. Определено совокупность информационно-аналитических объектов, которые представляют набор входных, промежуточных и выходных информационно-аналитических данных, относительно которых разработана соответствующая структура данных для обеспечения автоматизированного обоснования стратегических заданий субъектам системы обеспечения национальной безопасности (СОНБ). Частично отображен подход к формированию облика АЭАС и предложен методический подход к построению информационно-аналитических баз данных для моделирования экспертно-аналитических сценариев с нейтрализации угроз реализации национальных интересов (НИ).
This article reveals the current issues of constitutional and legal support of the individual, society and the state. From a legal point of view, security is considered as a set of legal norms, the ...purpose of which is to protect national interests from existing threats. Special attention is paid to the analysis of the constitutional legislation and the peculiarities of the regulatory regulation of the process of ensuring the national security of the Republic of Kazakhstan. The issues of ensuring the security of the individual, society and the state are among the main ones today. Each state has as its main goal the protection of its sovereignty, the stable development of society, and the decent living of all its participants. Therefore, at the present time, there is a special attention to the problems of national security. This category is the subject of many discussions, political disputes, and theoretical studies. National security can be considered from various points of view: both as the activity of special state bodies to protect national interests, and as the state of protection of the national interests of the country from real and potential threats, and as the creation of conditions for the existence of normal functioning and progressive development of the system itself (society, the state, the people living in it). In our opin-ion, the modern legislative definition of the concept of national security includes two basic components: security and orientation to progressive development.

Security challenges intensify 'security' activities too, thus expanding also the range of state institutions that are assigned specific tasks in national security. Beside increasing their number, ...there is a need to respond to security risks, challenges and threats in a united and coordinated manner. The paper describes the National Security Council as one of the institutions in the national security system. As such, this institution exists, under various names, in many countries. Along with taking into account the needs and positive experiences of other countries, setting up the National Security Council as an 'umbrella institution' in the national security system would allow uniform and coordinated actions, in accordance with the normative-legal regulations and prescribed responsibilities of the participants and at reasonable cost.
In the period after the world was divided in blocs, the current security issue has been extended to new security risks, challenges and threats, such as armed rebellion, terrorism and organized crime, ...social instability, economic problems and migration caused by them, environmental degradation, outbreaks of infectious diseases, and other phenomena. Peacetime, so-called 'non-military threats' and the conditions and situations caused by them today are the dominant type of threat to all modern states that have kept the responsibility and central role in achieving the security. Within its legal framework, the Republic of Serbia has qualified the conditions and the situations caused by the so called 'non-military threats' using the terms 'the state of emergency' and 'emergency situations'. Also, the Republic of Serbia and the Serbian Armed Forces, as part of the national security system, are mandated by this framework and allowed to act in order to reduce as much as possible the consequences caused by their occurrence. The paper determines the concepts of the state of emergency and the emergency situation, presents the prerequisites for the functioning of the Republic of Serbia and the Serbian Armed Forces in emergencies, and identifies problems that may affect the timely and joint actions of various entities in emergency situations.
One of the major principles of national security in every modern democratic state is the rule of law. This implies the definition of standards relating to vital state and national values, but also ...the existence of mechanisms and organizations which take care of security (the establishment, jurisdiction, tasks, powers, responsibility, and control thereof). This includes national law (constitution, laws and bylaws), but also international law (conventions, resolutions, charters, covenants, recommendations, court rulings, decisions of international courts, commissions, and arbitration bodies, etc.). Generally, in democracies, national law is based on international law. In this sense, it is possible to speak about international legal foundations of national security which set the framework for the proclamation, regulation and protection of state and national values and interests. In this context, the paper gives an overview of some major international sources of law pertaining to national security.

In this paper, heuristic algorithm is suggested for detection of illegal activities and permanent monitoring on current situation in the country over the internet.
