Activists have exposed startling forms of labor exploitation and environmental degradation in global industries, leading many large retailers and brands to adopt standards for fairness and ...sustainability. This book is about the idea that transnational corporations can push these rules through their global supply chains, and in effect, pull factories, forests, and farms out of their local contexts and up to global best practices. For many scholars and practitioners, this kind of private regulation and global standard-setting can provide an alternative to regulation by territorially bound, gridlocked, or incapacitated nation states, potentially improving environments and working conditions around the world and protecting the rights of exploited workers, impoverished farmers, and marginalized communities. But can private, voluntary rules actually create meaningful forms of regulation? Are forests and factories around the world being made into sustainable ecosystems and decent workplaces? Can global norms remake local orders? This book provides striking new answers by comparing the private regulation of land and labor in democratic and authoritarian settings. Case studies of sustainable forestry and fair labor standards in Indonesia and China show not only how transnational standards are implemented “on the ground” but also how they are constrained and reconfigured by domestic governance. Combining rich multi-method analyses, a powerful comparative approach, and a new theory of private regulation, this book reveals the contours and contradictions of transnational governance.
How far were appointments in the Roman Empire based on merit? Did experience matter? What difference did social rank make? This innovative study of the Principate examines the career outcomes of ...senators and knights by social category. Contrasting patterns emerge from a new database of senatorial careers. Although the highest appointments could reflect experience, a clear preference for the more aristocratic senators is also seen. Bias is visible even in the major army commands and in the most senior civilian posts nominally filled by ballot. In equestrian appointments, successes by the less experienced again suggest the power of social advantage. Senatorial recruitment gradually opened up to include many provincials but Italians still kept their hold on the higher social groupings. The book also considers the senatorial career more widely, while a final section examines slave careers and the phenomenon of voluntary slavery.
Seneca Possessedexamines the ordeal of a Native people in the wake of the American Revolution. As part of the once-formidable Iroquois Six Nations in western New York, Senecas occupied a significant ...if ambivalent place within the newly established United States. They found themselves the object of missionaries' conversion efforts while also confronting land speculators, poachers, squatters, timber-cutters, and officials from state and federal governments. In response, Seneca communities sought to preserve their territories and culture amid a maelstrom of economic, social, religious, and political change. They succeeded through a remarkable course of cultural innovation and conservation, skillful calculation and luck, and the guidance of both a Native prophet and unusual Quakers. Through the prophecies of Handsome Lake and the message of Quaker missionaries, this process advanced fitfully, incorporating elements of Christianity and white society and economy, along with older Seneca ideas and practices. But cultural reinvention did not come easily. Episodes of Seneca witch-hunting reflected the wider crises the Senecas were experiencing. Ironically, as with so much of their experience in this period, such episodes also allowed for the preservation of Seneca sovereignty, as in the case of Tommy Jemmy, a Seneca chief tried by New York in 1821 for executing a Seneca "witch." Here Senecas improbably but successfully defended their right to self-government. Through the stories of Tommy Jemmy, Handsome Lake, and others,Seneca Possessedexplores how the Seneca people and their homeland were "possessed"-culturally, spiritually, materially, and legally-in the era of early American independence.

In recent years, scholars of authoritarianism have noted a trend in which institutions designed to check arbitrary power have been hollowed out to facilitate its exercise. As they grapple with how to ...understand the disjunct between state institutions and enforcement power, scholars of sub-Saharan African states have been doing so for decades. Based on in-depth field research on local security in Museveni’s Uganda, Tapscott offers an innovative and provocative contribution to studies of authoritarianism and state consolidation: rulers maintain control by creating unpredictability in the everyday lives of local authorities and ordinary citizens. In this type of modern authoritarian regime, rulers institutionalize arbitrariness to limit the space for political action, while they keep citizens marginally engaged in the democratic process. By showing not just that unpredictability matters for governance, but also how it is manufactured and sustained, this book challenges and extends cutting-edge scholarship on authoritarianism, the state, and governance.

It is widely agreed that recent decades have witnessed a power shift towards the emerging economies. Yet the magnitude of the power shift and its implications for the global economic order are much ...contested. For some, the diffusion of power has been changing the power relations between the global North and global South as well as within the global South. For others, the emerging economies do not pose a significant challenge to the global North's dominance in the global political economy as the latter continues to hold structural power advantages in technology, finance, and institutional capacity. This paper contributes to this debate by analysing the changing power relations in the field of development cooperation. As shown by recent work, Chinese development finance, combining a massive scale, global reach, and distinctive modalities, has reshaped the global landscape of development finance. This paper offers an interpretation of this transformation with a focus on power relations. It argues that Chinese development finance has not only decreased the ability of Western development finance institutions to influence policy agendas and preferences in the developing world, but also eroded the latter's power to shape the governance, norms, and modalities of development cooperation.

Third World Approaches to International Law ("TWAIL") has aspirations to transform the tools and institutions of international law-which have served for centuries to construct, enact, and extend ...Western exploitation and domination-into tools and institutions for Global South empowerment, agency, and freedom. Characterizing itself as an intellectual and political movement, TWAIL promises to pave a path forward through a combination of scholarship and politics to achieve radical change. In this Article, I argue that TWAIL's promise is unfulfilled-and that, if TWAIL's current trajectory continues, its promise is likely to be unfulfillable. I first sketch TWAIL's origin and key successes, including bringing awareness to the colonial roots and neo-imperial present of international law. Yet I contend that TWAIL's diverse critical insights have not led to cohesive conceptual, doctrinal, or political positions, which would serve as tools to empower Global South-based actors. I propose that this is, at least partly, due to TWAIL's ambivalence toward the Third World state, its absence of a theory of legitimate political violence in international law, its failure to identify a methodology of representing the 'voices' of the Global South, and the growing influence of an academic ethos I call 'critique-as-wellness.' For those motivated by TWAIL's ambitions, I suggest three possible directions to take: the construction of a grassroots-centered campaign in the service of Global South peoples; the formation of a movement focused on empowering Global South states; or a coalition originating from the Global North aimed at reshaping Western attitudes and actions toward the Global South.

Power is the most important variable in world politics, but scholars and policy analysts systematically mismeasure it. Most studies evaluate countries’ power using broad indicators of economic and ...military resources, such as gross domestic product and military spending, that tally their wealth and military assets without deducting the costs they pay to police, protect, and serve their people. As a result, standard indicators exaggerate the wealth and military power of poor, populous countries, such as China and India. A sounder approach accounts for these costs by measuring power in net rather than gross terms. This approach predicts war and dispute outcomes involving great powers over the past 200 years more accurately than those that use gross indicators of power. In addition, it improves the in-sample goodness-of-fit in the majority of studies published in leading journals over the past five years. Applying this improved framework to the current balance of power suggests that the United States’ economic and military lead over other countries is much larger than typically assumed, and that the trends are mostly in America’s favor.
